Building permits inside Coolidge city limits are issued by the City’s Development Services Department, which has its own Building Official, inspector and permit technician at 131 W. Pinkley Avenue. You apply with the City’s permit application for the type of work, plan review is charged at 65% of the building permit fee, and an inspection requested by 3:30 p.m. is made the next business day.
What requires a building permit in Coolidge?
Development Services publishes its own list of work that needs a permit, and it is longer than many owners assume: every new or replacement fence and wall is on it. Work done without a permit is charged double fees.
Development Services permits
- New homes and new commercial businesses, and existing structures being retrofitted
- Additions, remodels and tenant improvements to homes and businesses
- Accessory buildings: storage sheds over 200 sq ft and Arizona rooms
- Carports, garages, porches and covered patios
- Fences and walls, new and replacement, whether masonry, wood or chain link
- Electrical, plumbing and mechanical work
- Roofs, when any wood or OSB is replaced
- Concrete sidewalks, ramps and slabs 30 inches or more above grade
- Demolition of any structure
- Building-mounted and free-standing signs
- Solar energy systems and swimming pools
- Commercial landscape electrical and plumbing
Public Works permits
- Engineering permits for paving, grading, trenching and utilities
- Work in the right of way
Before starting any of this, the City recommends asking Development Services staff about property line setbacks and construction standards. Manufactured homes and factory-built buildings are the exception to City permitting: since May 2, 2025 they are permitted by the Arizona Department of Housing.
Who issues building permits in Coolidge?
Development Services administers and enforces the building and safety codes, the Coolidge Zoning Code, the subdivision code and the City Code. The work is carried out by the Development Services Director, the Building Official, a building inspector, a permit technician and code enforcement staff, who handle plan review, permit issuance and inspections. Bill Jones is the Building Official.

Coolidge permit applications and forms
Coolidge issues a separate application for each kind of work. They are posted on the Permit Forms & Applications page, some as online forms and the rest as PDFs to fill out and print, and staff at the Pinkley Avenue office will take questions on 520-723-6075.

Each application also carries a declaration for a licensed contractor to sign instead.
Engineering and right-of-way permits are filed with Public Works through a separate online permit portal linked from the City’s Permit Applications page.
Coolidge building permit fees
The fee schedule Coolidge posts with its permit forms is the City’s Building Permit Fee Schedule, adopted by the City Council on January 12, 2009 and effective February 12, 2009. The Building Official classifies the building, sets a valuation from the schedule’s per-square-foot data and reads the fee from the table below. Section 102 of the schedule then bases the building permit fee on 80% of that table figure, with plan review at 65% of the adjusted fee, so ask Development Services for a calculation before you budget.
| Total valuation | Fee |
|---|---|
| $1 to $500 | $24 |
| $501 to $2,000 | $24 for the first $500 plus $3 per additional $100 |
| $2,001 to $40,000 | $69 for the first $2,000 plus $11 per additional $1,000 |
| $40,001 to $100,000 | $487 for the first $40,000 plus $9 per additional $1,000 |
| $100,001 to $500,000 | $1,027 for the first $100,000 plus $7 per additional $1,000 |

| $1,000,001 to $5,000,000 | $6,327 for the first $1,000,000 plus $3 per additional $1,000 |

For remodels the schedule gives valuations, not fees: $20 per sq ft for a room addition without plumbing and $25 with, $4.50 per sq ft for a solid carport or patio cover, and $4 per sq ft for a wood deck. Plans approved as a master plan pay the 65% review once, and each later permit on that plan pays 20% of the permit fee as an administrative fee.
Development impact fees are separate and were updated on July 1, 2026. A single-family home pays $9,761 per unit (fire $1,618, parks and recreation $1,213, police $1,660, streets $5,270) and a multi-family unit $7,340. Non-residential rates per 1,000 sq ft are $2,137 for industrial, $10,396 for commercial, $4,768 for office and other services and $6,409 for institutional. The notice also lists a fee per meter, starting at $5,674 for a 0.75-inch meter.
Electrical, plumbing, mechanical and gas permits in Coolidge
Each trade has its own Coolidge application, and the City’s inspectors inspect the work. Under the posted fee schedule, the electrical, mechanical and plumbing permits for a new residential or commercial building each cost 5% of the building permit fee. Other trade work pays a $22 issuance fee plus unit fees.

Commercial fencing, screening and signs each need a separate building permit, and all commercial construction has to be done by licensed Arizona contractors.
Before any commercial demolition or remodel, the City requires a complete asbestos survey and air quality permits from Pinal County.
How to apply in Coolidge: 6 steps
Call Development Services on 520-723-6075 or visit 131 W. Pinkley Avenue for the setbacks and construction standards that apply to the lot.
Submit a Water Service Information Request to Arizona Water Company, whose review the City says can take 6 months or more.
Use the residential, commercial, industrial, accessory, fence, pool, sign or trade application, and the Owner Builder Affidavit if you are not using a licensed contractor.
Submit the application with the documents on the residential or commercial submittal list; the commercial sheet says commercial plans and documents are emailed to Development Services. The 65% plan review fee is due at submittal.
Building permit fees are paid before the permit is issued.
Use the online Inspection Request Form or the inspection line, and pay any re-inspection fee before the next visit.
Coolidge inspections
Inspections are requested with the City’s online Inspection Request Form; the inspection line is 520-723-6049 and the email is inspection@coolidgeaz.com. An inspection takes place the next business day if the form reaches the City by 3:30 p.m. the business day before. Nothing is scheduled on weekends or holidays.
The permit applications ask for the email address of the person in charge of inspections, so name someone who will be on site. When a re-inspection fee is assessed, it must be paid before any further inspection on that project. Jobs that need special inspections file the City’s Special Inspection Form, and a Certificate of Occupancy application is posted with the other forms.
