Any development, new construction or placement of a structure in Taylor County needs a permit from the county Floodplain Administrator under the 2018 Floodplain Ordinance, and the Office of Emergency Management takes the application through an online form or a PDF. The County Commission’s posted ordinances adopt no building code; inside Grafton, the City runs its own building permit and inspection office.

Call 1-855-478-4290 →Review, inspections and compliance
The Floodplain Administrator has 90 days from the application date to decide whether the project is reasonably safe from flooding, and must consider any written objections before granting or denying it. During construction the administrator and other authorized officials may inspect the site; unpermitted or non-compliant work gets a stop work order. In the special flood hazard area, nobody may occupy the building, and no permanent utility connection may be made, until the Certificate of Compliance is issued.
Every permit is copied to the County Assessor, and permits for new structures go to the E-911 Addressing Coordinator for a street address.
Grafton and Flemington
Grafton: the City’s Building and Development division reviews and issues building permits, checks new construction and renovations against safety and structural standards, and enforces local building codes and property standards. Its Building Permit form (City Hall, ext. 32) covers residential and commercial new construction, remodeling and demolition, asks for the cost of parts and labor and the contractor’s WV licence, and must be posted where it can be seen from the street. The permit gives no right to use the street, alley or sidewalk.
Flemington: the published sources do not say whether the town issues building permits. Town hall is open weekdays from 9 a.m. to 1 p.m. at 304-739-4402, and the state’s floodplain manager list (October 2025) names the mayor as the town’s floodplain manager at that number.
Septic systems: on-site sewage permits come from the Grafton-Taylor County Health Department, 718 W Main Street in Grafton. A certified installer tests and evaluates the site, the owner or installer files the on-site sewage system application, and a sanitarian visits before the department issues a construction permit; the installer calls for a final inspection before the system is covered.
