What requires a building permit in Clarksburg?

City code requires a building permit from the Code Official before anyone performs any improvement, repair, construction, demolition, excavation, remodeling or erection on property in Clarksburg. The application form covers:

Types of structure

  • Single-family homes
  • Multi-family buildings
  • Rental housing
  • Commercial buildings

Types of work

  • New structures and additions
  • Remodeling and repair
  • Demolition
  • Electrical upgrades

Separately, nobody may use or occupy a newly built structure, a vacant structure or one that is becoming vacant without a use and occupancy certificate from the Code Official. Government building projects of the state, a county or other public bodies do not need a city permit, and the Clarksburg Water Board, the Harrison County Board of Education and the Harrison County Commission instead file a certified list of their contractors.

⚠️ New permit eligibility rules: on August 20, 2026, City Council held the second and final reading of new Code Sections 1712.07 and 1712.08. They let the City refuse building, demolition, zoning and other development permits to owners whose rental units lack valid occupancy permits, and to owners, applicants or related companies that owe the City delinquent debts. The minutes of that meeting are not posted yet, so ask Code Enforcement whether the sections are in force before you apply.

Who issues building permits in Clarksburg?

The City’s Office of Code Enforcement, on the second floor of the Municipal Building, administers and enforces the State Building Code inside city limits. Its Code Enforcement Director, MS4 Director and Inspector and Code Officers also run the City’s zoning and planning ordinances, stormwater (MS4) program and FEMA floodplain management program. The Clarksburg Fire Marshal reviews building plans for fire and life safety.

Outside the city limits, the Harrison County Planning Commission office at 229 S. Third Street (304-624-8690) handles building permits for unincorporated land; Bridgeport and the county’s other towns set their own rules, so ask the town hall for a site inside one of them.

Applying through Cloudpermit

Clarksburg takes building permit applications and inspection requests through Cloudpermit, an online platform. With a Cloudpermit account you can apply at any time, track the application and receive email updates, schedule or cancel inspections, message the department, and request changes to an issued permit. The City asks applicants to allow 24 to 48 hours for review. The same platform is used to report code concerns and pay fees and fines.

The City also publishes a paper Building Permit Application (July 2024 version), a Building Permit Extension Request Form, rental property registration and vacant property registration forms, and a street and sidewalk closure permit.

Clarksburg building permit fees

The fee schedule in Section 1712.06 of the City code, adopted by Ordinance 20-16 in March 2020, is based on the cost of the work. The Director of Finance collects the fee when the application is made.
