The City of Sumner’s Permit Center, at City Hall on Maple Street, reviews and issues building, mechanical, plumbing and land use permits, and the City’s inspectors check the work. Applications, permit issuance and inspection requests all run through the City’s Self Service portal. Sumner’s code names the state Department of Labor and Industries (L&I) inspectors as the city’s electrical inspectors, so electrical permits come from L&I.
City Hall, 1104 Maple Street, is open to the public Monday to Thursday from 8 a.m. to 5 p.m.; on Fridays the building is closed, but staff answer the phone and email from 8 a.m. to noon. The Permit Center line is 253-299-5532 and the Building Official’s is 253-299-5530; the City’s main number is 253-863-8300. Sumner’s 2025 Census estimate is 10,871 people.
What requires a building permit in Sumner?
Chapter 15.08 of the Sumner Municipal Code (SMC) adopts the International Building Code as the State Building Code Council amends it, and chapter 15.32 does the same for the International Residential Code, so new state editions apply automatically on the state’s effective date. Both chapters add a few local exemptions to the state lists.
Permit required
- New houses, additions, remodels, garages and accessory buildings over the exempt size
- Any work on load-bearing supports, the building envelope, or anything that reduces egress, light, ventilation or fire resistance, however small
- Decks and retaining walls over the exempt limits
- Gas appliance replacements and other mechanical and plumbing work
- Demolition, signs and fire sprinkler or alarm work
No permit (SMC and state code)
- Siding replaced without structural sheathing work, and windows and doors replaced like for like with no change to the framed opening (SMC 15.08.020 and 15.32.020)
- One-story sheds and playhouses at a house up to 200 sq ft, under the state residential code
- Retaining walls up to 4 feet from the bottom of the footing, without a surcharge
- Flag poles up to 35 feet and temporary retail stands up to 200 sq ft (fireworks stands still need a fire permit)
- Finish work such as painting, flooring and cabinets
What the city decides and what the state holds
The building, residential, mechanical, plumbing and energy codes are state codes, and Sumner adopts the residential code appendices on gas piping sizing, venting, radon control and dwelling fire sprinklers (AA, AB, AC, AF, AWU and AWV). Locally, Sumner sets a three-year permit life, its own exemptions for siding and windows, fees based on the 1997 Uniform Building Code table, and construction hours of 7 a.m. to 6 p.m. on weekdays and 10 a.m. to 6 p.m. on weekends and holidays. Fences show how City pages and code part ways: the adopted residential and building codes exempt fences up to 7 feet; the City’s fence page says a fence of 6 feet or less outside the front and street-side setback needs no permit; and the “Do I Need a Permit?” page says fences under 8 feet with no concrete or masonry above 6 feet usually need none. Whatever the permit answer, the fence page notes that a fence in the front or street-side setback may be no more than 3 feet tall, or 4 feet if the fence is at least 50% see-through. The general page also says its examples do not apply on properties in environmentally critical areas.

Sumner building department: who handles permitting
The Permit Center works from City Hall, and the Building Official answers code questions; the Fire Department reviews plans where fire review is required, and Public Works handles right-of-way, sewer, water and storm connections, which follow the City’s Development Specifications and Design Standards. Sumner Public Works also runs the Sumner-Bonney Lake Joint Pre-Treatment Program for business sewer discharges.

Permit types
Residential permits
The City’s permit pages group the common house projects as fences, garages, house additions and remodels, and decks, each with its own guidance, and an account in the Self Service portal is needed to start any of them. Plan review on a single-family addition, remodel or accessory structure valued at $7,500 or less can be waived by the Building Official under SMC 15.08.030; the posted fee packet describes the waiver for single-family alterations and accessory structures without the dollar limit, but the code sets it. The City’s permit page notes that a gas appliance replacement takes a permit.
Not sure this scope needs a permit?
Get a free quote →The City’s project pages add practical limits. A deck needs a permit if it is more than 30 inches above the ground, attached to the house at any size, built on a roof, covered, or detached and over 200 sq ft, and deck drawings rarely need an architect’s or engineer’s stamp. A garage needs a building permit, plus an L&I electrical permit if it will be wired (service changes go to Puget Sound Energy) and a plumbing permit for a sink; the combined footprint of buildings, covered areas and decks 36 inches or more above ground must stay within the zone’s lot coverage limit, and garages usually cannot sit in setbacks.

Commercial permits
Commercial and industrial work uses the same valuation table, with fire plan review on top of the 65% building review, set by the fire marshal on the time spent and capped at 35% of the building permit fee. New businesses on the sewer system complete the joint pre-treatment screening with Sumner Public Works, and some must install pre-treatment equipment. Infrastructure extensions and improvements follow the City’s Development Specifications and Design Standards.
For tenant improvements and new commercial builds, Alliance handles commercial permit applications through issuance. More on this: commercial building permits explained.
What comes before the building permit
Many projects also need land use approval, such as a shoreline permit or design review; the City asks applicants to check the zoning code for allowed uses, height and setbacks and to talk to the Permit Center early. Chapter 15.52 SMC governs building in mapped flood hazard areas; the City’s residential design table cites a 2017 flood insurance rate map. Septic systems in Pierce County fall to the Tacoma-Pierce County Health Department.
Sumner permit costs and fees
SMC 15.08.030 and 15.32.030 set building permit fees by Table 1-A of the 1997 Uniform Building Code, with plan review at 65% of the permit fee. The City’s Permit Fee Schedule packet, covering October 1, 2025 to September 30, 2026 and updated for school and park impact fees on January 1, 2026, prints that table in $1,000 steps up to $100,000, with the permit and plan review columns worked out, and the band rules above that; the packet says the fees were adopted by the City Council and are informational, and that staff calculate the actual fees at approval. It does not list the state building code fee.

| Plumbing | $20.00 issuance; $7.00 per fixture or water heater; $40.00 per private sewage system; reinspection $30.00 |
Worked example. A home remodel valued at $60,000 falls on the $59,001 to $60,000 line of the City’s table: a permit fee of $713.75 and plan review of $463.94, for $1,177.69 before mechanical, plumbing or L&I electrical permits.
Mitigation fees are collected when a building permit issues. The packet sets residential park mitigation by bedroom count (from $2,076.12 for a studio to $4,325.26 for two or three bedrooms and $6,920.42 for four or more) and residential fire mitigation at $80 per dwelling unit, with school impact fees adjusted every January 1 under SMC 3.50.090; accessory dwelling units pay half of the school fee. The Council amended the transportation impact fee chapter (SMC 12.36) by Ordinance 2971 on July 6, 2026.

Mechanical and plumbing permits are issued by Sumner and priced per appliance or fixture after the issuance fee. Electrical work is L&I’s: SMC 15.16.060 appoints the state’s electrical inspectors as the city’s, Sumner is not on L&I’s list of cities with their own electrical programs, and the city lies outside Tacoma Power’s service area map.

How to apply for a Sumner building permit
Call 253-299-5532 before you start; for larger projects the City offers a pre-application meeting free of charge.
Read the zoning code for uses, height and setbacks, and the Development Specifications and Design Standards if the job touches roads, sewer or storm.
Register once in the portal; the same login is used to apply, pay and book inspections.
Put the physical building address and parcel number on the application and the address on the plans, as SMC 15.08.020 requires, and submit electronically.
Respond in good faith; an application left idle is abandoned after 180 days unless extended in 90-day steps.
Pay the permit, plan review and mitigation fees at issuance and buy the electrical permit from L&I.
Review, corrections and what causes delay
The City’s tips for speedy permits put the pace largely in the applicant’s hands: fill in every form completely (or make sure your engineer does), use the reviewers’ notes to supply missing information and fix errors, ask questions early and stay involved even when consultants are doing the work. Designers should use Sumner’s residential design values in SMC 15.32.020: a 25 psf ground snow load, 110 mph wind, seismic design category D-2 and a 12-inch frost depth.
Want this handled start to finish?
Get a free quote →Deferred submittals and incomplete or changed documents trigger extra plan review charged from the same Table 1-A. Under SMC 15.08.020, the Building Official can extend an application by 90 days at a time on a written request showing cause, but not once it has been abandoned for more than 60 days and a new code cycle has started.
Inspections in Sumner
Schedule inspections in the Self Service portal with the login used to apply. L&I books electrical inspections separately. A permit stays valid for three years from issuance as long as construction starts within the first year, at least one inspection is scheduled with a result other than cancelled, and work does not stop for more than 180 days in a row without cause.
The Building Official or the Development Services Director can grant one extension of up to one year beyond the three years on a written request from the owner or agent, and can restore a permit that expired less than 60 days ago if work had started, at least one inspection was made, there is good cause and no new code cycle has begun.
Sumner permit search and official resources
The Self Service portal lets applicants track their permits online; for older permit files, use the City’s public records request page. In FEMA’s status book Sumner is a National Flood Insurance Program participant whose current flood map is dated March 7, 2017.
