One office, the Warren County Building Inspections Department (540-636-9973), issues building, plumbing, mechanical and gas permits across Warren County and inside the Town of Front Royal. Electrical work is inspected by a private agency, MDIA, on a County electrical permit. Residential permits cost $0.30 per square foot with a $100 minimum, plus a 2% technology fee and a 2% state levy, and the fee is paid when you hand in the application.
What requires a building permit in Warren County?
The County’s rule is short: new construction, additions, alterations, demolition and a change in use all need a permit, and so does any other work the building code does not expressly exclude. Its residential guidelines and fee schedule fill in the detail.
Permit required
- New, manufactured and modular homes
- Additions, alterations and renovations, including finishing a basement
- Every garage, attached or detached
- Every deck
- Sheds, storage buildings and playhouses over 256 sq ft
- In-ground and above-ground pools
- Fireplaces and chimneys, including relining
- Signs, demolition and moving a building
- Electrical work in any garage, shed or playhouse, whatever its size
No permit
- Painting
- Drywall touch-ups
- Minor roofing
- Fixture replacements
- Sheds and playhouses of 256 sq ft or less (zoning still applies)
Re-roofing, re-siding and replacement windows sit in between: the residential fee schedule prices each at $75 “if required”, so the office decides from the scope. Farm buildings can be exempt, but the Building Official asks for an Exemption Application with proof that the property is a farming operation, such as tax records showing profit or loss.
Who issues Warren County permits?
The Building Inspections Department enforces the building code and the erosion and sediment control rules for all of Warren County. David Beahm is the Building Official.

Town of Front Royal: Front Royal is the county’s only incorporated town, and it does not have its own building department. The Town’s Planning & Zoning Department at 102 E Main Street (540-635-4236) gives zoning approval, and the County then issues the building permit. The County keeps separate residential and commercial application forms for town lots and wants the Town’s approved zoning permit application attached.

Local requirements in Warren County
Erosion and sediment control: Building Inspections also runs this program. Land disturbance over 10,000 sq ft needs an approved Erosion and Sediment Control Plan and a Land Disturbing Permit. A single-family house on one lot can use an Agreement in Lieu of a plan instead, signed by a Virginia Certified Responsible Land Disturber, and the building permit is not released until the site passes its erosion control pre-construction inspection.
Subdivision road fees and proffers: several subdivisions carry a Road User’s Fee that must be paid to the County Treasurer before you apply for a new house, with the receipt attached to the application. The 2024 guidelines list $3,500 in Shenandoah Farms, $2,500 in Blue Mountain and Lake Front Royal, $2,300 in High Knob and $2,000 in Skyland Estates and Shenandoah Shores, among others. Other developments have cash proffers due before the Certificate of Occupancy, for example $8,000 in Blue Ridge Shadows.
Taxes and licences: under County Code section 76-9.1 the office checks that County taxes are paid for the owner, tenant, contractor and responsible land disturber, and asks for County and Town business licences where they apply.
Foundation location survey: required for a new house on any lot in Front Royal, and on county lots of 2 acres or less.
Floodplain: any development in the Special Flood Hazard Area, including filling, grading and paving, needs both a building permit and a zoning permit. The Planning Department can tell you whether an Elevation Certificate is already on file for the address.
Front Royal historic district: the Town’s Zoning Office reviews historic district changes and issues Certificates of Appropriateness and sign permits.
Warren County applications and guidelines
Warren County has no online permit portal. Applications are handed in at Suite 400 or mailed, and the County’s forms and guidelines also give inspections@warrencountyva.gov for digital submissions. The Forms page carries:
- Building Permit applications, in four versions: residential and commercial, each either with the County Zoning Application attached or marked for the Town of Front Royal.
- Electrical Permit Application and MDIA Application, filed together.
- Plumbing and/or Gas, Mechanical and/or Gas and Fire Protection Systems permit applications.
- Land Disturbing Permit Application, with a plan review application and checklist for projects that need a full plan.
- Owner Responsibility Form, signed by an owner who is doing the work or acting as general contractor for their own use.
- Plan Amendment Application, Building Code Modification Request, Asbestos Inspection Certification and Amusement Device-Rides Permit Application.
- Guidelines for single-family dwellings, additions, decks, garages and sheds, finishing a basement, commercial structures and commercial tenant layouts.
You may take out a permit in your own name. If a contractor is doing the work, the County recommends that the contractor pull the permit and be listed as the responsible party, and a contractor must be properly licensed to obtain one.

Electrical is handled differently here. Inspections are carried out by the Middle Department Inspection Agency (MDIA), so every electrical permit needs two forms, the County electrical permit application and the MDIA application, and two payments: a County administrative cost of $40 residential or $100 commercial, and MDIA’s own inspection fee. MDIA’s office is at 3082-2 Shawnee Drive, Winchester (800-248-6342).
| Item | Fee |
|---|---|
| MDIA: new single-family dwelling, service up to 200 A | $117 |
| MDIA: new single-family dwelling, 201 to 400 A | $136 |
| MDIA: service change or upgrade, up to 200 A | $75 |
| MDIA: standby generator or residential solar system | $96 generator; $112 solar |
| Plumbing | $75 for up to 15 fixtures, then $10 per fixture |
| Water or sewer service connection | $60 |
| Central heat, heat pump or heat and A/C, up to 60,000 BTU | $75 per system, plus $25 for each additional 60,000 BTU |
| Air conditioning, up to 5 tons | $75 per system, plus $25 per additional ton |
| Gas appliances and piping to the regulator, or gas lines only | $60 |
MDIA’s minimum application fee is $70. On commercial work the County charges $125 for plumbing up to 10 fixtures, $125 for a heating or cooling system up to 60,000 BTU or 5 tons, and $125 minimum plus $0.25 per head for a sprinkler or hood suppression system.
Well and septic permits are issued by the Warren County Health Department, 465 W. 15th Street, Suite 200, Front Royal (540-635-3159). Inside the town, water and sewer tap fees are paid to the Town of Front Royal.
Application documents and submission checklist
An incomplete application is not accepted at the counter. The County’s guidelines, revised February 1, 2024, list what goes in with the form:
Rather talk it over?
Call 1-855-478-4290 →New house
- Building permit application with tax map number, contractor’s state licence number and a copy of the licence card
- 1 set of plans in ink, at least 1/8 inch to the foot, on sheets no smaller than 11 by 17 inches
- Zoning application with a site plan or recorded plat showing distances to roads and property lines; in town, the approved Town zoning application
- Land disturbing application signed by the Responsible Land Disturber, with a copy of the certification card
- Current Health Department permit for the well and septic system, or the Town tap fee receipt
- VDOT entrance permit for a driveway onto a state road
- Road User’s Fee receipt, in the subdivisions that have one
Commercial building
- 2 sets of construction documents, bound, in ink, on sheets of at least 21 by 30 inches

- Statement of Special Inspections for the Building Official’s approval
- Soil investigation report and structural design loads

A building permit will not be issued if the house has more bedrooms than the Health Department permit allows. If someone other than the owner or contractor signs, proof of authority to act for the owner has to come with the application.

- The address must be posted before the final inspection, in numbers 3 inches high near the main entrance, or by the street if the entrance is more than 60 ft back or hidden.
- Before the Certificate of Occupancy, the office needs the Health Department’s Operational Permit or, in town, the Final Compliance from the Front Royal Zoning Office.
Every permit comes up for renewal 6 months after issue, and the first renewal is included in the original fee. A project without a final inspection after 12 months has to be renewed for a fee.
Virginia building code
Every Virginia locality enforces the Uniform Statewide Building Code, 2021 edition, in effect since 18 January 2024.
