Grayson County construction documents

The county’s Application Submission Requirements checklist (revised October 25, 2021) lists what must come in with a building permit application:

  • A 911 address for the site, posted where it can be seen from the road. Addresses are assigned by the 911 Coordinator’s office in Galax, 276-236-5122.
  • An approved Grayson County Zoning Permit, or the town’s zoning approval inside Independence, Fries or Troutdale.
  • Septic system and well approval for new construction and additions where there is no public water or sewer, from the Grayson County Health Department, 186 West Main Street, Independence, 276-773-2961.
  • A VDOT entrance permit for a new driveway onto a state secondary road, from the Wytheville residency office, 276-228-2153.
  • Building plans for any new construction, addition or major renovation: 1 paper set and 1 PDF set.
  • The Erosion & Sediment Affidavit (Form ES-1200) for a single-family home, or an approved erosion and sediment control plan.
  • The most recent county tax ticket for the parcel. Real estate taxes must be current before a permit is issued.

The plan requirements sheet asks for the code edition used, the designer’s contact details, the design loads, a footing and foundation plan (minimum footing depth 18 inches, at least 8 inches of concrete and two runs of #4 rebar), floor and framing plans for each level, elevations, roof framing and structural cross sections. Deck footings have to be shown too. The county gives a ground snow load of 30 psf and a design wind speed of 110 mph below 4,000 feet and 140 mph above.

How to apply for a Grayson County building permit

1. Get a 911 address

Call the 911 Coordinator’s office on 276-236-5122 for a new structure and post the address at the road.

2. Zoning permit

File Zoning Permit Form 0100 with Planning & Community Development, or go to the Town Office if the site is in Independence, Fries or Troutdale.

3. Health Department and VDOT

Obtain well and septic approval and the entrance permit where the lot needs them.

4. Submit the application

Use the Citizen Portal or the paper form for your project type, with the plans, the erosion affidavit, the owner’s affidavit or contractor licence numbers, and the tax ticket.

5. Plan review and payment

The department reviews the plans before construction. Fees are paid in full before the permit is issued.

6. Inspections

Send each inspection request through the Citizen Portal and wait for the department to confirm it.

Grayson County building inspections

The Building Department inspects projects at set phases of construction. Inspection requests can be sent through the Citizen Portal by looking up the existing permit, but the county stresses that submitting a request does not schedule the inspection: staff review it and follow up. The office number is 276-773-2322.

Calling for an inspection before the work is complete costs a $60 re-inspection fee.

Third-party inspections: under the department’s policy of March 17, 2020, a third-party inspector must be a Virginia registered design professional or work under one, and must be approved by the department in advance. Pre-approval is not needed when the department has not carried out the inspection within two full working days of the request. Reports carry the design professional’s seal and signature, the date and time, the permit number and confirmation that the county-approved plans were used. Reports for inspections up to and including framing go in before the insulation inspection, and later ones before the final.

Local Grayson County requirements

Zoning in the unincorporated county: Planning & Community Development handles zoning, floodplain and erosion and sediment control outside the towns. Its forms include a Floodplain Development Application (no fee), a Manufactured Home form and a Shoreline Recreation Zone District structure application.

Land disturbance: a single-family home uses the Erosion & Sediment Affidavit. Other projects that grade more than 10,000 sq ft need a Land Disturbing Permit Application (Form LDA-001) and an erosion and sediment control plan. A single-family house that disturbs less than 1 acre and is not part of a larger development files an Agreement in Lieu of a Stormwater Management Plan (Form GCSW-003) before grading.

Elevation: design wind speed and the roofing and siding exemption both change above 4,000 feet, which matters on the county’s high ground.

Fuel tanks: removing an above-ground or underground fuel tank needs Form 7000 from the county as well as notice to the Department of Environmental Quality.

New home basics: the department publishes an Overview of Minimum Requirements to Construct a New Home, written against the 2021 Virginia Residential Code, for owners planning a small house.

Virginia building code

Every Virginia locality enforces the Uniform Statewide Building Code, 2021 edition, in effect since 18 January 2024. No Virginia locality can adopt its own building code or amendments, so what varies locally is zoning conditions, historic districts and flood plain rules. How Virginia’s statewide code works
