In West Point the City’s Building Department, part of Community Development at City Hall, 3200 West 300 North, handles all plan review and building inspections, and permits are applied for, paid and inspected through the City’s CityInspect portal. Under the FY2027 fee schedule adopted June 16, 2026, residential plan review and inspection costs 25% of the permit fee, and North Davis Fire District impact fees must be paid to the district before you apply.
What requires a building permit in West Point?
West Point requires a building permit for new construction, most remodels and upgrades to existing homes, accessory buildings over 200 sq ft, re-roofs, electrical work and signs. Smaller items have their own no-fee City applications:
Building permit
- New homes and commercial buildings
- Most remodels, basement finishes and upgrades to existing homes
- Garages, sheds and workshops over 200 sq ft
- Re-roofs
- Electrical work
- Swimming pools
- Demolition
- Permanent signs
Separate no-fee permits
- Accessory buildings of 200 sq ft or less: not in the front yard, at least 5 feet from the house and at least 1 foot from the property line, overhang included
- Fences: up to 6 feet in side and rear yards and 4 feet in the front yard
Both no-fee applications need a detailed site plan, and both are reviewed against the West Point Land Use and Development Code.
Who issues West Point building permits?
The Building Department, within West Point’s Community Development Department, is responsible for all building inspections and plan review in the city and issues the permits. Community Development also covers planning and zoning, code enforcement and business licensing.
West Point permits only property inside the city. Land outside belongs to the neighboring city or, if unincorporated, to Davis County’s Community and Economic Development office.

Applying through CityInspect
West Point moved to a new online permit system, CityInspect, and every building permit is now submitted there. Create an account before you apply. In the portal, choose Building Department, start a new application, enter the builder valuation and square footage, add each contractor who needs to see the permit, attach the required documents and sign. When the application is approved you receive an email invoice; pay it from the link at the bottom (cards carry a 3% service charge, Visa and Mastercard only, and checks are processed electronically). The City’s Building Portal Process guide walks through each screen.
Forms posted beside the portal link: the Fence Permit Application, the Accessory Building Permit for buildings of 200 sq ft or less, the Sign Permit Application and the state Owner-Builder Certification Agreement.
West Point permit fees for 2026–27
The City Council adopted the FY2027 fee schedule (Resolution 06-16-2026A) on June 16, 2026, effective July 1, 2026. It bases the building permit fee on building valuation and square footage, and the City gives estimates for a specific project by phone.

| One-time inspection | $50 |

| Accessory building up to 200 sq ft, or fence | No fee |
Single-family permit totals vary with lot and house size, basement finish and decks or patio covers, and larger lots pay higher impact fees.
Electrical, plumbing and mechanical work
The Building Department permits trade work along with building work: electrical work needs a permit, and plumbing, heating and electrical systems are inspected at the underground plumbing, 4-way (framing, plumbing, heating and electric) and power to panel stages of a new house. After a passed inspection the City calls the power and gas clearances in to the utilities the next business day.
