The Clinton City Building Division, part of Community Development at 2267 North 1500 West, issues building permits inside the city, and every submittal and inspection request goes through the City’s CityInspect portal. Under the FY 2026-27 fee schedule adopted June 16, 2026, the permit fee comes from a valuation table and a single-family house adds plan review of 30% of that fee, a 1% state fee and a $30 technology fee.
What requires a building permit in Clinton?
Clinton enforces the State construction codes, so new buildings, additions, alterations, re-roofs and electrical, plumbing, mechanical and gas work need a permit unless the code exempts them. The Building Division’s exemption sheet and fee schedule fill in the local detail:
Permit needed
- New homes, multi-family buildings and commercial buildings, tenant finishes and changes of use
- Garages and accessory buildings over 200 sq ft
- Decks, patio covers and awnings
- Basement finishes and residential remodels
- Re-roofs that tear off the old roofing, and re-siding
- Pools, hot tubs and spas
- Fireplaces, woodstoves, furnaces, air conditioners and water heaters
- Solar electric and solar hot water systems
- Sewer or water lateral repairs, signs and demolition
Exempt from a building permit
- One-story sheds and playhouses up to 200 sq ft
- Fences up to 6 feet high
- Retaining walls up to 4 feet from the bottom of the footing, unless they hold a surcharge
- Prefabricated pools less than 24 inches deep
- Painting, tiling, carpet, cabinets and countertops
- Re-covering a single layer of existing shingles
Some exempt work can still need a no-cost permit because of zoning rules; the Building Division asks owners to call 801-614-0740 to check.
Who issues Clinton building permits?
Permits come from the Building Division of Clinton’s Community Development Department, which issues building permits, reviews construction drawings against the adopted codes and inspects the work. Nate Tolman is the Building Official. The same department handles planning, zoning, site plan review, business licences and code enforcement.
Clinton permits only property inside the city boundary; land outside belongs to the neighboring city or, if unincorporated, to Davis County’s Community and Economic Development office.

Submitting through CityInspect
All Clinton building permit submittals are made online. First-time users create a CityInspect account once, then submit the application, plans and supporting documents for staff review. When the permit is approved, the same account is used to pay and to request inspections. The New Home Construction Info Packet says permits must be paid for before construction starts.
The Building Division’s forms folder holds the documents applicants use most:
- Owner-Builder Certification for homeowners doing their own work.
- Garage Handout for garages and accessory buildings over 200 sq ft, and a Small Shed Handout.
- Deck Requirements, Fence Requirements and Swimming Pool Info.
- Commercial Construction Drawing Requirements and a sheet for tenant finishes under 1,500 sq ft, plus a Change of Use form.
- Fuel Gas Clearance Form, Stucco Plaster Installation Form and a footing and foundation subdrain detail.
- Plan check sheets for micro-inverter and string-inverter solar systems.
- The NDSD Impact Fee Calculation Sheet for North Davis Sewer District fees.
Clinton permit fees for 2026–27
The City Council adopted the FY 2026-27 consolidated fee schedule (Resolution 17-26) on June 16, 2026. Building permit fees follow Chapter 3 of the 1997 Uniform Administrative Code and the City’s modified Table 1-A, applied to a valuation from current ICC building valuation data; a finished basement is valued at 1.5 times the unfinished-basement figure in the ICC table.

The Building Division permits and inspects trade work in Clinton. Replacing an air conditioner, heater, conventional water heater or other appliance is a flat $58.80 permit, as is repairing or replacing a sewer or water lateral. New and remodeled homes are inspected at under-floor plumbing, the 4-way and fuel gas stage, and permanent power; the division calls in power and gas clearances to the utilities the day after a passed inspection. Residential solar has its own plan check sheets for micro-inverter and string-inverter systems. Minor electrical repairs and portable heating, cooling and cooking appliances need no permit.
Plans and documents
Clinton’s design criteria sheet, revised July 1, 2026, lists the codes in force: the 2021 IRC (with Appendices AQ and AE) for houses and the 2024 IBC with the 2024 plumbing, mechanical, fuel gas, fire, energy and existing building codes, the 2023 NEC and the residential provisions of the 2024 pool and spa code. Design loads: Seismic Design Category D-2, 105 mph wind (exposure B for houses, C for commercial), snow load from the Utah State University snow load site and a 30-inch frost depth.
New house
- Two sets of scaled plans, one wet-stamped, showing elevations, footings, foundation, framing and the plumbing, electrical and mechanical layout
- Square footage of the house, rough and finished basement and garage
- Wet-stamped structural calculations listing design criteria, lot and subdivision
- Three site plans at 1 inch = 20 feet or larger with setbacks
- Storm water pollution prevention plan documentation
- Res Check and mechanical calculations, or the City’s prescriptive specification worksheet
Other projects
- Commercial: the City’s construction drawing requirements
- Tenant finish under 1,500 sq ft: the shorter tenant finish sheet
- Decks, fences, garages, sheds and pools: the matching handout
- Change of use: the Change of Use form

Clinton inspections
Inspection requests are made online in CityInspect once the permit is approved. The Building Division’s inspection sheet asks for at least 24 hours’ notice and does no same-day inspections; inspectors come in a morning window (9 a.m. to noon) or an afternoon window (1 to 4 p.m.), without a set time.
A new house can need temporary power, sewer, water and land drain laterals, footings (including deck and patio cover footings), foundation, footing drain, under-floor plumbing, 4-way and fuel gas, sheathing, insulation, brick flashing, weather barrier, permanent power and final inspections. A re-roof needs a roof deck inspection, which checks the decking and ice and water shield, and a final. Covering work before it passes brings a stop work order and fines.
Inspections that are not ready, or that take more than two visits, are charged a $58.80 re-inspection fee; after-hours call-outs cost $235.20.
