Mapleton’s Community Development Department issues building permits inside the city, and every application is filed online through the MGO Connect portal, which is also used to book inspections. A basement finish permit costs $300 and a solar permit $165, while a new house also pays impact fees for parks, public safety, storm water and pressurized irrigation with the building permit.
What requires a building permit in Mapleton?
The city’s 2026 FAQ says a permit is needed whenever you build, enlarge, alter, repair, move or demolish a building, change its occupancy, or install, alter or replace an electrical, gas, mechanical or plumbing system. City Code 18.12.050 also requires a city permit for any work on a street, curb, gutter or sidewalk.
Permit needed
- New homes, additions and accessory buildings over 200 sq ft
- Basement finishes, unless only exempt finish work is done
- A second kitchen in a house (family use only)
- Accessory apartments, with a separate accessory apartment permit
- Solar and wind systems
- Signs
- Electrical, gas, mechanical and plumbing work beyond minor repairs
No building permit (city FAQ)
- One-story detached structures up to 200 sq ft
- Fences up to 7 feet
- Retaining walls up to 4 feet, measured from the bottom of the footing
- Detached decks up to 200 sq ft and no more than 30 inches above grade
- Painting, flooring, cabinets, countertops and similar finish work
- Minor electrical, gas and mechanical repairs
Exempt projects still have to meet zoning rules such as fence heights and accessory building setbacks.
Who issues building permits in Mapleton?
Mapleton City permits and inspects building work inside city limits through its Community Development Department, which also runs planning and zoning. Chris Swenson is the City Building Official. City Code adopts the State Construction Code and the state fire code (most recently amended by Ordinance 2026-05 on March 18, 2026). Before the city issues a permit, a contractor must show a current Utah contractor licence, liability insurance and workers’ compensation insurance. Land outside the city is permitted by Utah County’s Building Division.

Not sure this scope needs a permit?
Get a free quote →Impact fees on a house are split in two. Culinary water ($2,780 for a 1-inch meter) and sewer ($3,503.62 for a 1-inch meter) are paid before the subdivision plat is recorded. The rest is paid with the building permit:
| Fee | Amount per lot |
|---|---|
| Parks and recreation | $5,861 |
| Public safety | $402.52 |
| Storm water | $975.86 (lot under ½ acre); $1,854.13 (over ½ acre) |
| Pressurized irrigation | $6,597 (under ½ acre); $8,796 (½ to 1 acre); $10,995 (over 1 acre) |
For a house on a lot under half an acre, that is $13,836.38 at permit time. Commercial projects pay public safety impact fees per 1,000 sq ft ($302.50 commercial, $112.93 office, $79.82 industrial) plus water, sewer, storm water and $6,597 per pressurized irrigation connection. The Forms page still links the January 2024 impact fee sheet, which shows lower amounts; the 2026 sheets on the Fee Schedules page are the current ones.
Electrical, plumbing and mechanical work
The city’s building inspectors check trade work as part of the building inspection sequence. Under-slab plumbing, electrical and mechanical work is inspected before it is buried, the 4-way and gas line inspection covers framing with rough electrical, mechanical, fuel gas and plumbing, and the permanent power inspection checks the service panel before the utility connects it. Stand-alone trade work beyond the minor repairs listed as exempt needs a permit through MGO Connect.
Application documents and site rules
Upload the plans and documents in MGO Connect with the application. For a basement finish, the plans must show the use of every finished room, all electrical outlets and egress windows in bedrooms. Plans for a new house or accessory building also have to meet the zoning standards the city publishes:
