Inside Seagoville city limits, building, plumbing, electrical and HVAC permits are issued by the City’s Building Permits and Inspections division of Community Development, at City Hall, 702 N. Highway 175, and are applied for online through the Permit Portal. Under the fee schedule effective October 1, 2025, a house costs $0.75 per square foot plus a $50 plan review fee, and each residential trade permit is $75.

What requires a permit in Seagoville?

City code requires a separate permit for each building or structure before any building, plumbing, mechanical or electrical work is installed, altered, repaired or replaced. The fee schedule shows how far that reaches:

Who issues building permits in Seagoville?

Community Development runs two departments: Building Permits and Inspections, and Planning and Zoning. The Permitting staff process permit applications, contractor registration, certificates of occupancy and health permits, and the office of the Building Official, Kailey Lampkin, enforces the construction codes and inspects the work. Fire inspectors review plans for new buildings and inspect them.

The City’s subdivision rules also apply in its extraterritorial jurisdiction: under interlocal agreements, Dallas County and Kaufman County have given Seagoville their authority to approve plats there. Building work outside the city limits falls under the county where the land lies.

Contractor registration and homeowner permits

Only contractors registered with the City can take out permits. Registration asks for the company and owner details, a driver’s licence, any state licences and a liability certificate of at least $300,000 per occurrence naming the City as certificate holder. It runs for the calendar year and expires on December 31. General contractors, irrigators and other trades pay $60 a year and backflow testers $45; electrical, mechanical and plumbing contractors pay nothing because state law bars the fee. A fence contractor must also be registered.

An owner may do the work personally on a residentially zoned homestead they live in, after taking out and paying for the permit; anyone else working on the job must be a state-licensed contractor registered with the City. A permit cannot be lent or transferred, and it must be posted in plain view on site.

A 2,000 sq ft house therefore costs $1,500 for the building permit and $50 for plan review, plus $75 each for the electrical, plumbing and mechanical permits.

Commercial: building permits follow the valuation table (Table 1A): a $75 minimum; $75 for the first $2,000 plus $14 per added $1,000 up to $25,000; then sliding rates down to $5.60 per $1,000 between $100,001 and $500,000 (from a base of $993.75). Commercial and multifamily plan review is 40% of the permit fee, and extra reviews after the second cost $200 each. A commercial certificate of occupancy is $50 up to 5,000 sq ft, $100 to 10,000 sq ft and $200 above.

Trade, fire and utility permits

Residential electrical, plumbing and mechanical permits are $75 each, as are a temporary power pole and a residential solar system; commercial trade permits use the valuation table. Under the City code, plumbing, mechanical and electrical parts of a job can be permitted before the full plans are approved, at the permit holder’s risk, and new electrical work may not be connected to power until the Building Official authorizes it.

The Fire Department reviews plans for new buildings. A residential fire sprinkler or alarm plan review is $50, and commercial fire system reviews are 40% of the permit fee. The Fire Department’s own page still cites the 2018 International Fire Code with amendments, while the Building page lists the 2024 code family.

Water and sewer: a standard 1-inch water service tap (short side) costs $1,650 and a 5/8 x 3/4-inch meter $450; a 4-inch sewer tap is $1,400.

How to get a permit in Seagoville

1. Check zoning and platting

Ask the City Planner whether the lot needs a plat or site plan, or order a $25 zoning verification letter.

2. Register your contractors

Every contractor on the job registers with the City, with the $300,000 liability certificate.

3. Apply in the Permit Portal

File the building and trade applications online with plans, specifications and, where the Building Official asks, engineered drawings.

4. Answer review comments

Two reviews are included; each further residential review costs $50.

5. Pay, post and start within 90 days

Post the issued permit where it can be seen and begin work before it lapses.

Inspections and certificates of occupancy

Request inspections online through the Permit Portal or on the inspections line, 972-287-6829; the City code lets the Building Official require requests at least one working day ahead. Work may not be covered until it passes, and a final inspection closes each permit. The first failed inspection is re-checked at no charge, and later re-inspections cost $50 each. Inspections outside office hours are $50 an hour with a 2-hour minimum.

A permit becomes void if work does not start within 90 days or stops for 90 days. A lapsed permit can be renewed for half the original fee if the plans are unchanged and the work has been suspended for less than a year, and the Building Official can grant one extension of up to 180 days on a written request.

Every commercial business must apply for a certificate of occupancy inspection before it opens. On the residential side, anyone applying for water service at a rental home must first apply for a $25 certificate of occupancy inspection.

Fence rules in Seagoville

A fence permit lasts no more than 180 days and needs a site plan showing the lot, existing improvements, the fence line, its height and type, and any easements. Fences may be up to 8 feet in rear yards and in the side yards of interior lots. A new fence in an existing neighborhood, or a repair of six or more panels, must use schedule 40 steel pipe posts set 2 feet deep in concrete. Tell the building inspection department within 10 days of finishing so the fence can be inspected; any defects must be fixed within 30 days.
