Inside Royse City limits, the City’s Building Inspection Department issues building, trade, fence, pool and septic (OSSF) permits, reviews plans and inspects the work, and everything is filed through MyGov. Plan review takes up to 10 business days, inspection requests made by 4:00 p.m. are scheduled for the next business day, and most residential trade and minor permits carry flat fees of $75 to $100.
What needs a permit in Royse City?
A building permit must be issued before any improvement or alteration to a property. The City publishes an information guide, with its own MyGov project template, for each of these jobs:
Homes
- New single-family homes, remodels and additions
- Accessory buildings, arbors, pergolas, gazebos, patio covers and sunrooms
- Roofs, replacement windows, foundations and flatwork
- Fences and retaining walls
- Pools, spas and hot tubs
- Solar panels (including third-party systems) and standby generators
- Fireplaces, water heaters and irrigation
- Electrical, plumbing and HVAC work
- On-site sewage facilities (OSSF)
- Construction trailers; clearing and grading in Vista Oaks
Businesses
- Commercial buildings and tenant finish-outs
- Certificates of occupancy
- Signs
- Commercial trade, roof, foundation, flatwork and retaining wall permits
- “Clean and show” permits
- Food establishment permits
- Fire Marshal permits
Replacing a water heater needs a plumbing permit pulled by a licensed master plumber registered with the City. Since November 1, 2025, fences and irrigation built with a new home are permitted separately from the house.
Who issues permits in Royse City?
The Building Inspection Department administers the City’s building, zoning and property maintenance ordinances: it reviews plans, issues permits and inspects construction, including septic systems under the City’s own on-site sewage facility rules for the city. Royse City spreads across Rockwall, Collin and Hunt counties, and the City permits all of its territory.

Set up a MyGov account as a Collaborator, then start the project template that matches the job (for example New Single Family (R), Roof Permit (R) or OSSF Permit). Several guides also accept applications by email to permits@roysecity.com. Payment is made in MyGov, by mail or at City Hall, never over the phone.
Every contractor must be registered with the City before it can obtain or be listed on a permit. Registration is a two-part MyGov process: create the login, then request the right contractor type in Credential Management.
| Contractor type | Fee and documents |
|---|---|
| General contractor (home builders, remodel, roof, fence, foundation, concrete, pool, solar, patio cover, demolition) | $50 a year, with photo ID |
| Irrigation contractor / OSSF installer | $50, valid until the TCEQ licence expires |
| Sign contractor | $50 a year, with $100,000 liability insurance or a $5,000 bond |
| Electrical, mechanical and plumbing contractors | No fee; copies of the state licences and ID |
A property owner working on the home they own, occupy and claim as a homestead is exempt from the general contractor fee.

What a new-home submittal includes
New homes are uploaded to MyGov as three PDF files: the permit application, a single combined set of construction documents and the energy compliance report. All subcontractors must be registered and listed on the application with an email address.

Local rules in Royse City
Accessory buildings: none in the front yard; at least 5 ft from rear and side lines; up to 18 ft high; and all accessory structures together no larger than 5% of the lot or 50% of the home’s living area.
Fences: no higher than 8 ft, with 2 3/8 in. steel posts; privacy fences no closer than 7 ft to the side property line on corner lots; pool barriers must meet the 2018 pool and spa code.

Texas building code
Texas has no single statewide building code: state law makes the International Residential Code the base code for homes in cities and the International Building Code the base for commercial buildings, with each city choosing the edition and its own amendments, while the National Electrical Code and the energy code apply statewide. Outside city limits most counties issue no building permits for homes. Texas building code rules
