What requires a permit in Port Lavaca?

In unincorporated Calhoun County, the county Floodplain Administration office at 211 S. Ann Street, Suite 301 (361-553-4455) issues the county development permit.
Electrical, plumbing, mechanical and fire permits
Mechanical, electrical and plumbing work is permitted on the City’s MEP Permit Application, one trade per permit, at $100 per trade on residential alterations and additions plus the $25 issuance fee. Only contractors registered with the City can pull them.

Registration needs a driver’s licence, current state licences and proof of insurance, and lists the people allowed to pull permits under the licence. Plumbers register in the month their state licence expires.
Fire protection systems go on a separate Fire Prevention Permit. For a single-family home, the fee schedule lists $175 for fire code plan review and $400 for fire code inspection; commercial systems are priced per system by project value.

For a new 2,000 sq ft house, the plan review and inspection fee is $785 plus 500 × $0.35, or $960, before the issuance fee. Commercial work pays a plan review fee and an inspection fee from two valuation tables; for a $250,000 project they are $716.09 and $1,100.25.

Submit the Contractor Registration application with licences and insurance through the portal, by email or in person.
A new home needs foundation, architectural, structural (with calculations), elevation, wall section, schedule, mechanical, electrical and plumbing and gas plans, a site plan and a REScheck report.
For any structure over 200 sq ft, include design documents from a Texas-licensed engineer; the permit is not released without them.
File in the City portal, or email the application and all plans together to buildingdepartment@portlavaca.org and provide a printed, labeled plan set.
Review comments come by email; once approved, staff contact you for payment and email the permit and receipt, and work can begin.
Ask by 4:30 p.m. for a next-business-day inspection, and provide the TDI windstorm certificate before the final.
Inspections and closeout
Inspections are requested through the City portal or by emailing buildingdepartment@portlavaca.org. Requests made before 4:30 p.m. can be inspected the next business day. Keep the permit and approved plans on site for every inspection, and pay any $40 reinspection fee before the inspector returns.
Before final approval, the permit holder must provide a Texas Department of Insurance report certifying the work meets the Texas Windstorm Insurance Association building specifications. A certificate of occupancy is issued once all requirements are met and the building and fire inspectors release the space; its fee must be paid within 30 days of applying or the application is voided.
For manufactured and modular homes, the state installer’s report must be filed before utilities are released, and separate mechanical, electrical and plumbing permits are required.

Windstorm construction: the City’s amendments to the 2021 International Building Code set wind speeds by the Texas Windstorm Insurance Association and Texas Department of Insurance requirements and use exposure category C. Masonry wall ties are galvanized or electroplated at 16-inch centers, asphalt shingles must carry a Class F, G or H wind rating, and outdoor mechanical equipment must be anchored against uplift and sliding.
Flood zones: the City regulates flood hazard areas from the October 16, 2014 Flood Insurance Study and maps for Calhoun County. New homes and substantial improvements must have the lowest floor at or above the base flood elevation, certified by an engineer, architect or surveyor, and the application asks whether the site is in a flood zone.
Manufactured homes: outside a manufactured home park, the permit needs a recorded deed from the Calhoun County Clerk’s office in the applicant’s name; a contract for deed or deed of trust is not accepted.
Commercial projects: the application asks for Texas Accessibility Standards proof, the architectural barriers registration for construction over $50,000, an asbestos survey and a COMcheck energy report.
Short-term rentals: owners of homes used as short-term rentals must register them with the City and provide working smoke and carbon monoxide detectors and a type A fire extinguisher.
