Port Neches permit forms, bonds and registration

The Applications and Permits Forms page posts separate building, electric, gas, plumbing and mechanical permit applications, along with the City’s contractor bond forms, a backflow test report, a stormwater maintenance declaration, a license to encroach application, and rezoning, replat, conditional use and variance applications. The fire department’s fire code permit application and fire safety checklist are posted on the same page.

  • General building contractors file a $15,000 surety bond on the City’s own bond form before a building permit is issued.
  • Plumbing, mechanical and electrical contractors provide their state licences and a certificate of general liability insurance listing the City of Port Neches before any trade permit is issued.
  • Electricians also register with the City every year: master and master sign electricians pay $50 to register and $25 to renew, and journeyman and maintenance electricians $10 and $5.

Landlords and owners of rental or commercial buildings may not do their own plumbing, mechanical or electrical work; a licensed contractor must do it and take out the permit.

How to get a Port Neches building permit: 6 steps

1. Check the zoning

The Inspection Division also enforces the zoning ordinance; rezoning, variances and conditional uses have their own City applications.

2. File the contractor bond

A general contractor files the $15,000 surety bond on the City form; trade contractors send licences and insurance, and electricians register.

3. Prepare the plans

Bring a plot plan and two sets of detail plans; a metal accessory building needs two engineered sets stamped for 120 mph.

4. Apply during office hours

Take the building permit application to the Building Official at City Hall between 9:00 and 10:00 a.m. or 1:00 and 2:00 p.m., and pay the fees when you file.

5. Set up the site

Post the address on a sign visible from the street, and keep a portable restroom and a dumpster on site until the work is finished.

6. Call for inspections

Phone 409-719-4214 at each stage, and get the certificate of occupancy before moving in.

Inspections are scheduled through the Public Works Secretary at 409-719-4214 and carried out on weekdays from 10:00 a.m. to noon and 2:00 to 4:00 p.m., never on weekends or City holidays. Requests received before 10:00 a.m. are usually inspected that morning, requests between 10:00 a.m. and 2:00 p.m. that afternoon, and later requests the next business day. • Gas: rough-in and final
  • Mechanical: rough-in and final

On new construction, the City asks contractors to book the framing, top-out, rough-in and gas inspections together where possible. The Texas Department of Insurance windstorm inspections are encouraged but are in addition to the City’s inspections, not a replacement.

Texas building code

Texas has no single statewide building code: state law makes the International Residential Code the base code for homes in cities and the International Building Code the base for commercial buildings, with each city choosing the edition and its own amendments, while the National Electrical Code and the energy code apply statewide. Outside city limits most counties issue no building permits for homes. Texas building code rules
