What requires a permit in Palmview?

A permit is needed before you build, enlarge, alter, repair, move, convert, improve, demolish or change the use of a building. The City’s own list gives these rules for common home projects:

  • Water heaters, furnaces and air conditioners, and relocated appliances or fixtures
  • Electrical, gas piping and plumbing work
  • Solar panels and lawn irrigation
  • Retaining walls over 4 feet
  • Demolition, house moving and mobile homes

  • Low-voltage systems
  • Garden fountains and decorative pools (a backflow test report is still needed where a backflow device is installed)

Windstorm plans: carports, garages, patios, sheds and gazebos over 200 sq ft, and additions over 200 sq ft outside the original footprint, need a structural windstorm plan from a Texas-licensed engineer, as does any roof job that alters the structure. Emergency repairs can start before the permit, but the permit must be pulled on the next working day.

Palmview building department: who handles permitting

The Permits & Code Enforcement Department approves all new construction and changes to existing buildings, and final approval of plans, permits and inspections rests with it. Zoning and home business questions go to the Planning Department, whose Planning Director is also the City’s floodplain administrator in the state directory. Land outside the city limits is in unincorporated Hidalgo County.

Palmview permits: SDL portal and licensed trades

Permits are applied for in the City’s SDL online portal (sdlportal.com). Create one account, choosing City of Palmview, Hidalgo County, TX as your location; the same account is used for every permit, inspection request and complaint. Pick the permit type, such as the Building Permit Application, mark it residential or commercial, and search the property by its 911 address. Most communication about the permit comes by email.

Electrical, plumbing, irrigation and mechanical work must be done by a contractor holding a master licence in that trade, who contacts the City to pull the permit. When a remodel changes the wiring, plumbing or HVAC, each trade needs its own permit.

Businesses: opening a business also means registering with the City (application $100, business licence $80, health inspection $100 for food businesses), with a lease or deed, ID, water bill, site plan with parking, county DBA and state sales tax permit. Signs need a permit, temporary signs are allowed for 30 consecutive days, and no signs may go in the right-of-way.

Palmview permit cost

Permit fees depend on the permit type and project and are set in the City’s Code of Ordinances; the permit pages do not print a building fee table, and the Planning Department quotes fees at 956-432-0300. The fees the City does publish:

  • Starting work without a permit: twice the original permit cost.
  • Inspection outside 8:00 a.m.–5:00 p.m. on weekdays: $75, paid before the inspection.
  • Re-inspection fee when work is not ready during the inspection window or is cancelled after the cycle starts.
  • Garage sale permit: $10 a day, up to 4 sales a year.

Palmview trade permits

Trade permits are separate from the building permit and go to master-licensed contractors. The City inspects each trade in its own sequence:

  • Plumbing: rough-in, tap-out, water and vents, irrigation, backflow and final.
  • Electrical: temporary pole, rough-in, working clearance, service upgrade, meter and final.
  • Mechanical: A/C rough-in and final.

Irrigation systems need a backflow test report, gas piping work and annual gas inspections need a permit, and a solar installation needs AEP’s interconnection agreement plus an engineer’s structural letter for the added roof load.

Palmview permit application: how to apply step by step

1. Check zoning and setbacks

Palmview is a zoned city; confirm setbacks and, for home businesses, zoning rules with the Planning Department.

2. Line up licensed trades and engineering

Hire master-licensed electrical, plumbing and mechanical contractors and, for structures over 200 sq ft, get the engineer’s windstorm plan.

3. Create your SDL account

Register in the SDL portal, verify your email and choose the permit application.

4. Apply and wait for review

A building is inspected for foundation, setbacks, framing, nail pattern, insulation, air infiltration, poly seal, driveway, sidewalk where needed, and final. Green or red tags are left on site, and results are not given by phone until the next business day.
