What the county handles outside city limits

The county’s office pages describe services rather than permits:

County contacts for rural sites

  • 911 Rural Addressing assigns official addresses to rural properties so emergency services can find them
  • Road & Bridge maintains county roads
  • Fire Marshal (Emergency Management) is listed by the Texas Water Development Board as the county’s floodplain administrator
  • County Surveyor for survey records

Not published by the county

  • A county building, electrical, plumbing or mechanical permit
  • A county septic (OSSF) program; TCEQ’s Tyler regional office permits septic systems instead
  • Subdivision regulations, floodplain forms or a fee schedule

How to start a project in Panola County: 4 steps

1. Find out which side of the city line you are on

Inside Carthage or Tatum, apply to the city. In Beckville or Gary City, call city hall.

2. Get a rural address

Outside the cities, 911 Rural Addressing (903-693-9100) issues the official address for a new home site.

3. Ask the Fire Marshal about flood zones

If the land may lie in a mapped flood zone, call the county’s floodplain contact at 903-690-1666 before building.

4. Know who maintains the road

County road maintenance questions go to Road & Bridge at 1121 E. Sabine Street (903-693-3763).

Inspections

The county publishes no building inspection program, so a house in the unincorporated county is not inspected by a county building inspector. In Carthage, the City’s inspectors check permitted work, and its electrical checklist asks that the job address be posted where it can be seen and that the permit and approved plans be on site when the inspector arrives.

Texas building code

Texas has no single statewide building code: state law makes the International Residential Code the base code for homes in cities and the International Building Code the base for commercial buildings, with each city choosing the edition and its own amendments, while the National Electrical Code and the energy code apply statewide. Outside city limits most counties issue no building permits for homes. Texas building code rules
