What needs a permit in Alton?
Section 2.11 of the Unified Development Code (UDC) requires a permit before anyone builds, enlarges, alters, repairs, moves, demolishes, roofs or re-roofs a building or structure, or changes its occupancy. The Building Project Application lists the classes and job types the City handles:

Who issues permits in Alton and its ETJ?
The Building Permits and Inspections division enforces the City’s building, zoning, fire, health and sanitation codes on homes and commercial buildings and provides plan review and construction inspections. The Building Official evaluates every building permit against the UDC, the Building Code, the Fire Code, zoning, plats and site plans.
The UDC’s building permit and certificate of occupancy sections apply to property inside the city limits and not to the ETJ. For land outside the city limits the City’s application asks for a Letter of Compliance from Hidalgo County.

Applications and forms
All projects start on the Building Project Application, which records the contractor, the owner or approved agent, the lot and setbacks, the living and total square footage, impervious cover and the project valuation, and lets you tick the building, electrical, plumbing and mechanical permits you need. If the applicant is not the owner, attach a contract or notarised agreement authorising the work.

Builders also need a solid waste (roll-off) agreement with the City’s Public Works Department before work starts.
Trade permits, codes and fire review
Each electrical, plumbing and mechanical permit is its own permit, pulled by the licensed, City-registered subcontractor. Ordinance 2021-13-0914 adopted the 2021 International Residential, Building, Plumbing, Mechanical, Energy Conservation and Fire Codes. The application cites the 2017 National Electrical Code, while the City’s residential and commercial checklists cite the 2020 edition.
Any building with three or more apartments under one roof or attached needs a fire sprinkler system, installed by a licensed company, and sprinkler plans go to the City for Fire Marshal review. The Fire Department (956-432-0740) also checks exits, emergency lighting, fire alarms, kitchen hoods, fire lanes, hydrants and Knox boxes on commercial jobs.

Plans must carry the legal description and the owner, contractor and designer details or they will not be accepted, and homes must be designed for a 130 mph wind speed. A food business also needs grease trap approval from the McAllen Pre-Treatment Department (956-681-1760) and a health permit from the Hidalgo County Health Department (956-383-0111) before its business licence.

Request inspections from the building division on 956-432-0771. On a new house the first visit is the setback check once string lines are on the lot, followed by underground plumbing, foundation steel with pre-treatment, framing with the plumbing, electrical and mechanical rough-ins and poly seal, insulation, infiltration, driveway, sidewalk, sewer and a final covering all trades. A temporary pole, working clearance or final release needs the account or ESID number from the power company.
A same-day inspection called in after 3 p.m. is charged as after-hours ($75), and a repeat inspection for the same violation costs $30 more each time. The certificate of occupancy is issued only after the plat is recorded, public improvements are accepted and the Building Official finds the building matches the approved permit.
Local Alton details
Elevation: every finished floor needs a minimum height of 18 inches over the top of curb, street crown or base flood elevation. In flood Zone A, a Texas engineer or surveyor must set the base flood elevation on an elevation certificate.
Lots and parking: houses need four off-street parking spaces with a concrete driveway connected to the street, and a 20-ft setback to a garage door. A 4-ft ADA sidewalk is required 1 ft inside the property line along every street frontage.
Site upkeep: post the address as soon as dirt moves, keep a portable restroom on every job, and finish with a fully sodded front yard and at least one shade tree of 2-inch caliper.
Commercial sites: a site over 1 acre needs a storm water management plan and a TCEQ notice of intent, and billboards, childcare, cell towers and on-premise alcohol sales need a conditional use permit.
