The City of Mont Belvieu’s Building Permits & Inspections division issues building and trade permits inside city limits, and every application, plan set and inspection request goes through My Government Online. A new home is charged $0.30 per square foot, electrical, plumbing and mechanical permits cost nothing, and all new construction, additions, re-roofs and repairs must be designed to the Texas Windstorm Insurance Association’s wind requirements.

What requires a permit?

Besides new buildings, additions, renovations and trade work, the City’s Property Improvement Permits page lists these jobs as needing a permit:

  • Fill, grading, paving and other development, which needs a permit under the flood rules in Chapter 10

The threshold for accessory buildings is published two ways: the City’s Accessory Building page requires a permit for any building larger than 50 sq ft, while the Property Improvement Permits page says larger than 100 sq ft. A no-fee permit is still a required permit.

Who handles permitting in Mont Belvieu?

Electrical, plumbing, mechanical and fire coordination

The fee schedule lists separate electrical, mechanical and plumbing permits, all at no cost, and the City notes that a no-fee permit is still required. Every contractor that state law requires to be licensed, including the trades, must register with the City before applying for permits or starting work. Registration is renewed every year and needs the City’s form, proof of insurance naming the City of Mont Belvieu as certificate holder, the state master licence where one applies and a driver’s licence. On new buildings, the General Contractor Sub Trade Form lists the mechanical, electrical, plumbing and other subcontractors.

Backflow devices on irrigation systems must be tested by a state-licensed backflow tester before any Certificate of Occupancy is issued. Businesses and contractors book fire inspections with the Fire Marshal’s Office.

For example, a 2,500 sq ft new home pays a $750 building permit fee and nothing for its trade permits. Working without a permit, or without the permit on display, brings a $250 investigation fee, then $1,000 a day for each further infraction, on top of the permit fee. All permit fees are non-refundable and non-transferable.

How to apply: 6-step local process

1. Register every licensed contractor

Upload or email the Contractor Registration Application with insurance and licences; it must be renewed each year.

2. Open a My Government Online account

Create a free customer account and choose the City of Mont Belvieu as the jurisdiction.

3. Prepare windstorm and flood documents

Have the engineer seal the 140 mph wind design, and get an elevation certificate for the lot.

4. Apply and upload the plans as PDFs

Inspections and closeout

All inspections are requested in My Government Online; if you cannot log in, call 1-866-957-3764 and press 5. Requests in before 8:00 a.m., Monday to Friday, are inspected the same day, and several inspections can be done on one visit. Rush inspections are at the Building Official’s discretion. To cancel an inspection without a charge, cancel by 8:30 a.m. that day. After-hours inspections must be booked 48 hours ahead and cancelled at least 24 hours before.

The City makes exceptions for concrete contractors’ weather and supply schedules where it can, but a foundation may never be poured without a Mont Belvieu inspection. An accessory building is inspected at the foundation pre-pour, frame rough and final stages, plus mechanical, electrical and plumbing roughs if it has those systems. After a second failed inspection the $50 re-inspection fee must be paid before the next inspection for that stage.

Local Mont Belvieu requirements

Windstorm: new construction, additions, alterations, re-roofs, repairs and relocated buildings, and accessory structures over 200 sq ft, must meet TWIA windstorm insurability requirements. Work that needs a Texas Department of Insurance or appointed engineer inspection to qualify for TWIA must get WPI-8 certification.

Flood rules: all development, including fill, grading and paving, needs a permit under Chapter 10 of the city code. New and substantially improved buildings must have the lowest floor at least 2 ft above the base flood elevation, and work on a building worth 50% or more of its market value is treated as new construction and needs an elevation certificate.

Detention ponds: every plan set that includes stormwater detention must include the City’s STAR review sheet under its Supplemental Detention Criteria Manual.

Texas building code

Texas has no single statewide building code: state law makes the International Residential Code the base code for homes in cities and the International Building Code the base for commercial buildings, with each city choosing the edition and its own amendments, while the National Electrical Code and the energy code apply statewide.
