Mercedes permit forms and contractor registration

The City takes permit requests through online forms on its website rather than a separate portal:

  • Permit Application, one form for new work, additions, remodels, driveways, roofs, fences, moving, signs and repairs. It asks for the project value, the lot, block and subdivision, the existing and new use, and the foundation, wall and roof materials, and is signed by both the property owner and the contractor.
  • Demolition Application, the same form with demolition selected.
  • Contractor Registration, which costs $150, with a $100 renewal. General contractors, sign contractors, house movers and backflow testers register; the code exempts electrical, plumbing and mechanical contractors from the fee under state law. Attach a driver licence, any state master licence and proof of general liability insurance, and list the employees allowed to pull permits and request inspections.
  • ROW Excavation Permit, for digging, trenching or underground utility work in the public right-of-way.
  • Water Well Permit Application.

A permit expires if work does not start within 6 months of issue or stops for 6 months, and no building may be occupied before the Certificate of Occupancy.

Fees are set in Article A4.000 of the fee schedule in the city code. Homes pay a flat rate per square foot, and commercial and multifamily buildings are priced on construction value using the ICC building valuation table.

For example, a 2,000 sq ft house pays a $600 building permit fee and the $150 plan review fee, before trade permits. A commercial application is not treated as received until its plan review fee is paid. Energy code (RES-check) report review adds $20 for a home and $50 for other buildings. Every fee can be doubled when work starts before the permit is issued.

Mercedes permit application: how to apply step by step

1. Check zoning first

Planning & Development can confirm the property’s zoning; a new use may need a conditional use permit ($200), variance ($250) or rezoning ($300) first.

2. Register the contractor

Submit the online Contractor Registration with licences and insurance before the contractor applies for permits.

3. Fill in the online Permit Application

Give the project value, legal description, materials and scope, with the owner’s and contractor’s signatures.

4. Send plans and pay plan review

Pay the $150 residential plan review fee, or 35% of the permit fee for commercial work, and add the asbestos report for a commercial remodel.

5. Pay the permit fee and start within 6 months

Collect the permit before any work begins, because unpermitted work can be ordered removed as well as double-charged.

6. Call inspections and get the CO

Request each stage inspection from Planning & Development and do not occupy the building before the Certificate of Occupancy.
