For a new 2,400 sq ft house, that is $100 for the application, $100 for plan review, $1,250 for the permit and the $15 technology fee: $1,465 in City permit fees. The schedule also lists $65 for each required inspection or re-inspection, so ask Development Services which inspections are billed on top. Water and wastewater capacity is charged separately: the March 2023 Planning & Development fee list puts one living unit equivalent at $7,037 for water and $4,000 for wastewater.

For homes and commercial buildings alike, re-inspections cost $65 the first time, $130 the second and $190 the third. Working without a permit, or occupying a building without a certificate of occupancy, carries a $500-per-day penalty.

Trade permits and fire review

On a new home, the $1,250 dwelling permit already includes the electrical, plumbing and mechanical permits. Commercial work carries separate electrical, mechanical and plumbing permits at $100 plus $0.10 per square foot each. Before a permit is issued, the applicant must upload the mechanical, electrical and plumbing contractors’ licences and insurance information in MGO before the permit is issued.

Fire code review is not done by the City. Williamson County ESD No. 4 approves the plans as part of the City’s permit process, and plats, subdivision construction plans and site plans must be filed separately with ESD No. 4 at LHFDpermits.com, which also handles fire inspections and operational permits.

Before you apply: development approvals

For new development, the building permit comes last. Most projects start with a pre-development meeting ($250) with Planning, the Building Official, the City engineers, Public Works and the fire marshal. All Planning applications, resubmittals and questions go through MGO only, older versions of the forms are rejected, and fees are due at submittal.

Where water or wastewater service is needed, a utility evaluation checks capacity; it takes at least 45 days and expires 90 days after it is signed. Plats and site development permits ($1,000 for the first acre plus $200 per extra acre) get a completeness check within 5 days and a 14-day staff review for each round, and most plat types take 30 to 60 days.

How to get a building permit in Liberty Hill

3. Apply and upload

Inspections and certificate of occupancy

Request inspections in MGO before 3:00 p.m. for an inspection the next business day. Inspectors enter results in the field, so you get them by email or in the portal almost at once.

The City’s residential inspection flow chart sets the order: sewer, water and temporary power can be called at any time; then the form survey and plumbing layout, engineered and foundation pre-pour, framing with mechanical, electrical and plumbing rough-ins, sheathing, insulation and wallboard, then gas meter release and permanent power, the building and trade finals, and an energy final that checks the documents. The last step is the Customer Service Inspection report, after which the certificate of occupancy is issued and the project closed. The City expects a home to take 6 to 12 months to finish.

Commercial projects (12 to 18 months) add underground conduit and UFER grounding checks, above-ceiling trade inspections, and ADA, landscape and fire finals before the certificate. A permit expires after 180 days unless construction continues or an extension is granted.

Texas building code

Texas has no single statewide building code: state law makes the International Residential Code the base code for homes in cities and the International Building Code the base for commercial buildings, with each city choosing the edition and its own amendments, while the National Electrical Code and the energy code apply statewide.
