The City of Elgin’s Building Division issues building, trade and sign permits inside city limits through My Government Online, and its consultant ATS Engineers carries out the plan reviews and inspections. A new home costs $0.60 per square foot, capped at $2,000, plus the City’s recovery of the review cost, and inspections requested by 4:00 p.m. happen the next business day.

What requires a permit in Elgin?

Inside the city limits, an owner or authorized agent needs a permit to build, enlarge, alter, repair, move or demolish a building, to change its occupancy, or to install, alter, repair or replace any electrical, gas, mechanical or plumbing system. The City’s own examples cover a lot of routine home work:

Elgin permit fees

Fees come from the City’s master fee schedule adopted by Ordinance 2024-10-22-16, in effect from October 1, 2024. Most building fees carry a Professional Recovery Fee (PRF) on top: 115% of what the City’s consultant charges for the review. All fees are paid before the permit is issued.

A 2,000 sq ft new home therefore has a City permit fee of $1,200 before the PRF and trade permits. Extending a permit costs half the original building permit fee, and work started without a permit is charged double the permit fee or $1,000, whichever is less. Fire plan review for new construction and remodels starts at $115 per project plus $0.20 per sq ft, and fire inspections are $115 for the first hour.

Electrical, plumbing, mechanical and fire permits

Electrical, mechanical, plumbing and gas work each needs its own trade permit, filed in My Government Online and charged at $75 per permit for both homes and commercial buildings. ATS Engineers inspects the trade work along with the building work. Fire sprinkler, alarm and kitchen vent hood systems go through a separate fire plan review, priced at $115 per project plus $0.20 per sq ft for the first review and $90 for each later review.

The City enforces the 2020 National Electrical Code and the 2021 International Plumbing, Mechanical and Fuel Gas Codes; for plumbing design, the rainfall rates for San Antonio apply under Appendix B unless Austin is listed.

How to apply for an Elgin permit

1. Check the site and zoning

Make sure the property is inside Elgin city limits. Larger projects can request a pre-development meeting, which the City bills for and which needs the contact person and engineer present.

2. Open a My Government Online account

Set up a free account, or use an existing one from another city and select Elgin as the jurisdiction.

3. Get owner authorization

If you are not the owner, upload the City’s Owner’s Authorization Letter; a company owner must add proof that the signer can act for it.

4. Apply and upload plans

Choose the building, trade or sign permit type, upload the drawings and pay online.

5. Answer ATS review comments

Track plan review in the portal and resubmit corrections until the permit is issued.

6. Follow the inspection sequence

Follow the inspection sequence shown on the permit, then obtain the Certificate of Occupancy before moving in.

Inspections and closeout

The permit holder schedules each phase of inspection in My Government Online before moving on or covering work, and the portal shows the required inspection sequence for each project. Requests submitted by 4:00 p.m. are inspected the next business day, and results arrive by email, automated phone call and in the portal.

Moving into a building before the Certificate of Occupancy is issued carries a $200 fee.

Local Elgin details that matter

Fences: a permanent 6 ft fence is required along property lines shared with another residential lot, and wooden fences must use metal posts set in concrete. Ornamental fences may be up to 4 ft high and reach the front property line, and nothing on a corner lot may block the view within 15 ft of the street intersection.

Site development: a new site development plan, filed with the City’s Site Development Application Packet, costs $5,000 plus PRF outside the historic district and $1,000 plus PRF inside it. The Development Review Committee returns comments on a first submittal within 30 calendar days and on later submittals within 15, and a pre-construction meeting follows approval. Historic district modification permits cost $50.

Utility connections: a 3/4 inch water tap costs $2,000 and a 4 inch sewer tap $2,000, with $500 more for each when the street has to be cut or bored. New residential lots also pay an $800 parkland fee, and removing a significant tree of 8 to 13 inches costs $50 per caliper inch.

Texas has no single statewide building code: state law makes the International Residential Code the base code for homes in cities and the International Building Code the base for commercial buildings, with each city choosing the edition and its own amendments, while the National Electrical Code and the energy code apply statewide.
