Jackson County has no building or codes department, and both the county and the town of Gainesboro have voted out of Tennessee’s residential building program, so a house built in the county needs no local building permit. Electrical work still needs a State of Tennessee permit, which the Jackson County Mayor’s Office sells as the state’s issuing agent (931-268-9888), and a home on septic needs a permit from TDEC’s Cookeville office.

Who handles permits in Jackson County?

The county’s government directory lists the Mayor, County Clerk, Trustee, Register of Deeds, Property Assessor, courts, Election Commission, Highway Department, Emergency Management and Sheriff, but no building inspector, codes, planning or zoning office. The State Fire Marshal’s Office (SFMO) table of August 21, 2026 lists both Jackson County and Gainesboro, its only incorporated town, as having opted out of the state residential building program.

The Mayor’s Office is normally at 101 E Hull Avenue, Gainesboro, but from Friday, October 9, 2026 it is temporarily in the Annex Building at 238 N. Grundy Quarles Highway. It is open 8:00 a.m. to 4:00 p.m. on Monday, Tuesday, Thursday and Friday and 8:00 a.m. to noon on Wednesday.

  • Electrical: Jackson County is inside the State Electrical Program, so every electrical job, in Gainesboro or the rural county, needs a State of Tennessee electrical permit and a state inspection. The Jackson County Mayor’s Office is the state’s issuing agent and will take a permit order by phone at 931-268-9888, though not by email; permits can also be bought online in CORE. Without a CORE account, request the inspection at 615-741-7170 with the permit number.

Permit costs in Jackson County

There is no county building permit fee. The only building permit available for a house is the optional state residential permit, priced by the SFMO on construction cost, which is never counted below $60.57 per heated square foot. The fee is $100 up to $5,000, $350 from $5,001 to $100,000 and $400 from $100,001 to $150,000, rising $50 for every further $50,000 of cost; new construction adds $100 for the plumbing and HVAC inspection. For example, 1,200 heated sq ft is counted at no less than $72,684, so the permit costs $350 plus $100.

Getting a house inspected in Jackson County

Because the county and Gainesboro have opted out, nobody inspects one- and two-family homes for building code compliance by default. Since 2017 the owner, or the contractor working on the home, can buy a state building permit to have the SFMO inspect new construction or an addition; when the home passes, the SFMO releases a Certificate of Occupancy, which can make lenders and loan programs available that require one. The permit holder requests each inspection in CORE, and the state has three working days to carry it out. One re-inspection is free and later ones are $100. Electrical inspections are requested the same way under the electrical permit.
