For property inside Crossville city limits, building, plumbing, mechanical and stormwater permits come from the City’s Codes Administration Department (931-456-1830), and every application, in person or online, runs through a free MyGovernmentOnline account. Electrical work is permitted and inspected by the State of Tennessee, and land outside the city goes to Cumberland County’s Codes Department (931-710-5727).

What work requires a permit in Crossville?

The City applies the 2018 International Building Code rule: anyone who builds, enlarges, alters, repairs, moves, demolishes or changes the occupancy of a building, or installs or replaces electrical, gas, mechanical or plumbing systems, needs a permit first. Its permit types are:

City permits

  • Residential building, plumbing and mechanical: new, addition, alteration or repair, demolition
  • Commercial building, plumbing and mechanical: new, addition, alteration or repair including change of occupancy, demolition
  • Signs, moving a building, telecommunications
  • Stormwater and land disturbance

Exempt from a building permit

  • One-story detached sheds and playhouses of 120 sq ft or less
  • Fences up to 7 feet high
  • Retaining walls up to 4 feet, unless holding a surcharge
  • Sidewalks and driveways no more than 30 inches above grade
  • Painting, tiling, carpet, cabinets, countertops and similar finish work
  • Above-ground prefabricated pools under 24 inches deep at a home
  • Playground equipment and small window awnings at homes

Stopping leaks and clearing stoppages, portable heating or cooling units and like-for-like minor parts are also exempt under the trade codes. Electrical work never is: it always needs a state permit and inspection.

Who issues permits in Crossville?

The Codes Administration Department issues building permits and carries out inspections for property inside Crossville city limits. It also runs floodplain management, building condemnations and property maintenance enforcement. Questions go to 931-456-1830; City Hall is at 392 N Main St, Crossville, TN 38555 (931-484-5113).

Outside the city, Cumberland County’s Codes Department issues permits (931-710-5727). Both the city and the county are listed by the State Fire Marshal as exempt from the state residential program, meaning each enforces its own codes.

Crossville applications and forms

The City moved its permitting to MyGovernmentOnline. Contractors, developers and residents must create a free account whether they file online or at the counter. A confirmation call arrives within 15 minutes of signing up, and the account stays inactive until that call is answered. Software help: 1-866-957-3764, option 1, 7 a.m. to 6 p.m. Central, Monday to Friday.

Forms on the City’s Applications & Permits page:

  • Building Permit Application (2025): 911 address, floodplain yes or no, tax map and parcel, proposed use, heated, garage, basement and porch or deck square footage, the project valuation and the contractor’s Tennessee licence number.
  • Homeowner’s Affidavit for Building Permit: required when the owner acts as contractor. It must be completed, signed and notarized, and it limits an owner-builder to one residence every 2 years for personal use, not for sale or rent.
  • Application for Land Disturbance, Sign Permit Application and Subdivision Plat Review Application.

Crossville permit fees

The City’s permit application asks for the project valuation along with the heated, garage, basement and porch or deck areas. No building permit fee schedule is posted on the Codes Enforcement or Applications & Permits pages, and the Municipal Code does not set the ordinary building permit fee either; the Codes Department quotes the amount on 931-456-1830. Electrical permit fees are paid to the State, not the City.

A few charges are written into the Municipal Code itself:

Electrical, plumbing, mechanical and gas work in Crossville

  • Electrical: all electrical permitting and inspection in Crossville is done by the State of Tennessee, through the State Fire Marshal’s electrical permit program.
  • Plumbing and mechanical: City permits, filed in MyGovernmentOnline under the residential or commercial permit type alongside the building permit.
  • Fire sprinklers: new Group R buildings, including any apartment building with three or more units, need an automatic sprinkler system. One- and two-family homes are exempt, and so are townhouses that have an unpenetrated two-hour fire wall between units, separate exits, electric meters, sewer and water taps, and separate building and plumbing permits for each unit.
  • Health Department review: restaurants and other food service, public pools and hot tubs (including pools for neighborhoods of more than 20 homes), hotels, tattoo studios and organized campgrounds also need plan approval from the Cumberland County Health Department (931-484-6196) before construction.

What to upload with a Crossville application

All documents, including architectural plans, civil plans, surveys and engineered layouts, must be uploaded in PDF format. The Codes Department checks a submission for:

  • Complete drawings, with an architect’s or engineer’s stamp where required
  • Sewer or septic arrangements
  • State Fire Marshal approval where the building needs it
  • A workers’ compensation certificate of insurance, or the exemption form
  • A business licence where required
  • The notarized homeowner affidavit when the owner is the builder

For homes, the department publishes its own guides to the 2018 IRC: deck construction, insulation and air sealing requirements, and a summary of code changes. Two points from that summary: exposed floor framing of I-joists, trusses or lumber smaller than 2x10 needs fire protection unless the crawl space is not used for storage and has no heating appliances (a concrete slab makes it storage), and garage entry doors must have an automatic closer.

How to apply for a Crossville building permit

1. Confirm the city limits

Outside the limits, apply to Cumberland County Codes instead.

2. Create a MyGovernmentOnline account

Answer the confirmation call to activate it.

3. Get the site approvals

File a land disturbance application where grading is planned; a disturbance of more than one acre first needs state NPDES coverage. Food, pool and lodging projects also go to the Health Department.

4. Apply and upload PDFs

Submit the building, plumbing and mechanical applications with the drawings, valuation and, for owner-builders, the notarized affidavit.

5. Buy the state electrical permit

The electrician obtains it from the State of Tennessee.

6. Request inspections online

Schedule each stage in MyGovernmentOnline and print the inspection reports when they post.

Crossville construction inspections

Inspections are requested in MyGovernmentOnline, and the system sends an email, text or phone notice when an inspection is completed; finished reports can be viewed and printed online. City inspectors cover building, plumbing and mechanical work, while State inspectors handle electrical work on the separate state permit.

Local Crossville details

Limited zoning: the City’s zoning ordinances cover only the airport, floodplains, signs, mobile homes and mobile home parks. There are no use districts and no parking or density rules, and setback rules are limited. Deed restrictions and covenants are private and outside the Codes Department’s remit. The City Planner answers zoning questions at 931-456-8464.

Floodplain: the building permit application asks whether any part of the lot is in a floodplain, and the Codes Department administers floodplain management.

Land disturbance: grading follows the Stormwater Ordinance in Title 14, Chapter 8 of the Municipal Code. Erosion and sediment controls go in before any grading or stockpiling, a stream crossing may need a TDEC Aquatic Resource Alteration Permit, and a land disturbance permit expires one year after issue unless extended. TDEC’s Cookeville Environmental Field Office is listed at 931-432-4015.

Tennessee statewide rules

Tennessee licenses contractors through the Board for Licensing Contractors for jobs of $25,000 or more; a Home Improvement licence applies below that only in the nine counties that opted in. Tennessee rules
