Columbia is not on the State Fire Marshal’s list of cities with their own electrical program, and the City’s code page sends electrical code questions to Columbia Power and Water System. Electrical permits are therefore State of Tennessee permits; Columbia Power and Water (931-388-4833) is a state issuing agent that takes permit requests by phone, and permits can also be bought in CORE. Plumbing, gas piping and mechanical permits are City permits, included in the per-square-foot fee for a new house but bought separately for other work. Sewer permits and fees are handled by the City’s Wastewater Department (931-560-1001), and water and electric service by Columbia Power and Water.
New home checklist
The New Residential Construction Checklist (revised February 16, 2026) must be completed and attached to the application before it is accepted. It asks for:
- A copy of the paid Maury County Adequate Facilities Tax receipt
- A plot plan to scale with all existing and proposed structures, setbacks and distances to property lines, the front door, decks, patios and porches, driveway size and position, and all easements (critical lots need more, per the Critical Lot Checklist)
- Construction plans at no less than 1/8 inch to 1 foot: foundation, floor plan, wall bracing, roof layout and deck plan, sealed by a registered design professional where required
- The energy efficiency compliance method and materials, and HVAC equipment sizing
- Flood hazard information and the completed Planning & Zoning Checklist
The building application notes that, in general, nothing may be built in the 10-foot utility and drainage easements along front and rear lot lines or the 5-foot easements along side lines.

Inspections and permit life in Columbia
