Building permits for Yankton and its extraterritorial jurisdiction come from the City’s Community and Economic Development Department, where Building Official Gregg Homstad can be reached at (605) 668-5253. The City enforces the 2021 International Building, Residential and Existing Building Codes. Under the January 2026 fee schedule a $250,000 house pays a $562 building permit fee plus a $25 storm water permit, and exterior work on a house that needs a permit, such as re-shingling, takes a flat $20 exterior permit.

When does Yankton require a building permit?

Anyone who plans to construct, enlarge, alter, repair, move or demolish a building or structure, or change its occupancy, must apply to the City first. The Building Official may exempt minor work.

Permit needed

  • New construction
  • Additions and alterations
  • Repairs to a building or structure
  • Shingling, siding and window replacement
  • Demolition
  • Moving a building (permit from the city manager)
  • Swimming pools and their safety barriers

Exempt from a building permit

  • One-story detached accessory structures up to 120 sq ft (zoning still applies)
  • Fences up to 7 ft high (zoning setbacks apply)
  • Retaining walls up to 4 ft
  • Water tanks on grade holding up to 5,000 gallons
  • Painting, papering, tiling, carpeting, cabinets, countertops and similar finish work
  • Prefabricated pools less than 18 inches deep
  • Swings and playground equipment at a one- or two-family home
  • Window awnings projecting up to 54 inches from the wall

An exempt project in a special flood hazard area can still need a floodplain development permit. On an owner-occupied detached single-family house, state law (SDCL 11-10-15, 2026) bars the City from requiring a permit to repair or replace, with substantially similar parts, doors and windows of the same size, downspouts, fascia, fence panels or posts, gutters, nonstructural siding and soffits. Re-roofing is not on the state list.

Who handles building permits in Yankton?

The Community and Economic Development Department covers building services, code enforcement, planning and zoning, floodplain management and storm water. It issues building permits for property in the city and in the extraterritorial jurisdiction (ETJ), the land within one mile of the city limits; Yankton County’s zoning ordinance excludes that area.

Yankton permit applications and guides

The Building Services & Permits page posts the City’s forms and handouts:

  • Building Permit Application for new buildings, additions, alterations and commercial work
  • Exterior Building Permit Application for roofing, siding, windows and doors on one- and two-family homes

Yankton building permit fees (2026 fee schedule)

Building permit fees are set by City Commission resolution (City Code section 7-7). The Community & Economic Development fee schedule dated January 1, 2026 prices permits by total valuation under Resolutions 05-21 and 24-68. The valuation covers all work, including finish work, roofing, electrical, plumbing and heating.

The City Code also sets two trade licence fees: $25 for a City electrical contractor’s licence and $10 for a class B electrician’s licence, each issued by the Finance Officer on proof of the matching state licence.

Electrical, plumbing and mechanical work in Yankton

Plumbing: plumbing permits and inspections moved to the South Dakota Plumbing Commission on March 18, 2019, and the City no longer issues them. It still enforces its own plumbing code amendments for service line materials, tracer wire and service line depth, licenses and bonds plumbing contractors working in the city, and issues water meters and water and sewer tap permits.

Electrical: the City has adopted the 2023 National Electrical Code as amended by the state, but electrical permits and inspections come from the South Dakota Electrical Commission; only Rapid City and Sioux Falls run local electrical inspection departments. Electrical contractors and class B electricians working in Yankton also take out the City licence.

Mechanical and fuel gas: covered by the 2021 International Mechanical and Fuel Gas Codes; the Building Official may ask for mechanical and plumbing plans with the building permit application.

What Yankton needs with a building permit application

  • A plot plan drawn to scale with dimensions, showing easements, property lines and the proposed work
  • The address and legal description of the property
  • Building plans with a floor plan, wall section and elevations, drawn to scale
  • Mechanical and plumbing plans if the Building Official asks for them
  • A complete list of contractors; plumbing and electrical contractors must hold state licences
  • The total project cost, not counting land

Commercial and industrial permits also need a landscaping plan, which can be a planting schematic or simply a statement that there is none; the City may not refuse a permit for lack of a schematic.

How to get a building permit in Yankton

1. Check the map

Confirm the property is in the city or its ETJ; beyond that, Yankton County Planning & Zoning issues the permit.

2. Choose the form

Use the Exterior Building Permit Application for roofs, siding, windows and doors on a house, and the Building Permit Application for everything else.

3. Prepare the plans

Assemble the scaled plot plan, building plans, contractor list and project cost; check the deck, roofing or egress window guide if it applies.

4. Add related permits

Apply for driveway, sidewalk, right-of-way, storm water or floodplain permits where the work needs them.

5. Submit to Community and Economic Development

Send the application to the department at 416 Walnut Street and pay the fee set by the City’s fee resolution.

6. Arrange inspections

Call the Building Official or inspector for City inspections and the state commissions for plumbing and electrical.

Inspections in Yankton

Building inspections are arranged with Community and Economic Development: the Building Official at (605) 668-5253 or the Building and Code Inspector at (605) 668-5259. A private pool cannot receive its final inspection and approval until the required safety barrier is in place: at least 4 ft high, with self-closing, self-latching gates whose latch sits at least 3 ft above the ground. That rule applies to pools more than 24 inches deep with over 150 sq ft of surface.

Plumbing inspections are booked with the South Dakota Plumbing Commission, which asks for at least 72 hours’ notice, and electrical inspections with the South Dakota Electrical Commission.

Local Yankton details

Floodplain: any development in the floodplain, from buildings to filling, grading, paving or storing materials, needs a City floodplain development permit under Chapter 11, Article IV of the City Code, even when no building permit is required. The City’s flood insurance rate maps are dated July 6, 2010. A general permit covers some minor work and routine maintenance, though those activities may still need notice to the department.

Storm water and sump pumps: separate storm water permits may be required, and the department keeps a Storm Water page with a section on sump pumps.

Extraterritorial jurisdiction: land within one mile of the city limits is in the City’s ETJ and is zoned under Chapter 28 of the City Code; zoning inside the city is in Chapter 27. A project that does not fit its zoning needs a public hearing to change it.
