Inside Harrisburg city limits, building permits come from the City’s Building Services department (605-743-5872 ext. 2), and applications, plans and payments go through the Harrisburg permit portal. Fees follow Resolution 2023-03: a house valued at $250,000 pays a $930 building permit fee, plus a $50 plan review fee and the City’s arterial street and parks charges.

What needs a building permit in Harrisburg?

The City’s permit portal groups residential work into one Residential Building Permit application that covers:

Residential permit

  • New homes
  • Additions, remodels and lower-level finishes
  • Swimming pools and hot tubs
  • Sheds, detached garages, pergolas, gazebos and other accessory structures
  • New or replacement porches and decks
  • New fences
  • Replacement shingles or roofing

Non-residential and other

  • New commercial construction, additions and remodels
  • Accessory structures, decks and fences
  • Re-roofing
  • Change of occupancy
  • Signs
  • Mechanical work
  • Demolition

No permit (Ordinance 2021-17)

  • Retaining walls up to 4 ft that carry no surcharge
  • Water tanks on grade up to 5,000 gallons
  • Walks and driveways no more than 30 inches above grade
  • Painting, papering, tiling, carpeting, cabinets, countertops and similar finish work
  • Replacement of exterior siding or trim
  • Replacement doors or windows in an unchanged opening
  • Gutters, downspouts and storm windows

Also exempt

  • Prefabricated above-ground pools less than 24 inches deep
  • Swings and other playground equipment
  • Window awnings projecting up to 54 inches, with no extra support
  • Dumpsters
  • Chicken coops (reviewed with the application to keep chickens)

The City’s 2021 Residential Code amendments list no small-shed exemption, so sheds go through the permit portal. The zoning regulations (effective June 30, 2026) require a City building permit for any new or relocated fence, but replacing a fence or a section of fence with the same type, location and design needs none.

Who issues building permits in Harrisburg?

Building Services, part of the City’s Community Development group, keeps permit records, reviews plans, issues permits and carries out building inspections for all work in the city. Its focus is checking that buildings and developments meet the International Building Code and other local, state and federal rules.

The Harrisburg permit portal and City forms

Building, sign, mechanical, demolition and roof shingling applications are all filed in the portal: fill in the required fields, upload the plans, then pay and request inspections from the same account. To look up or pay an existing permit, contractors need their contractor access code.

The City’s Application Forms page adds the approvals that sit outside the building permit:

  • Approach Permit for a new, added-to or replaced driveway, a new or replaced sidewalk, or replaced curb and gutter: $20, filed at least 24 hours before work starts, with a $100 late fee if work begins first.
  • Excavation Permit for new or replacement water and sewer service lines: $20, plus a conditionally refundable excavation deposit set for the job.
  • Grading Permit for earthwork, with a map of the work, site and erosion control; it lapses if work has not started within 180 days.
  • Floodplain Development Permit, filed with Building Services with a scaled site plan and an elevation certificate where required.
  • Fence Consent Agreement, which the City recommends when a fence sits on the property line or joins a neighbor’s fence.
  • Engineering plan review, conditional use, variance, zoning amendment, planned unit development, preliminary plan and annexation petition forms.

Harrisburg building permit fees (Resolution 2023-03)

The City Council adopted the current Planning & Building Services fee schedule by Resolution 2023-03 on April 11, 2023, effective May 10, 2023. Building permit fees are based on construction value, and for homes the City values the work at $125 per sq ft of finished living space, $100 for a finished basement, $50 for unfinished space, $40 for an attached garage or remodeled area and $35 for a detached garage.

Project valueBuilding permit fee
$1 to $5,000$35
$5,001 to $25,000$35 for the first $5,000, plus $6 per additional $1,000
$25,001 to $50,000$155 for the first $25,000, plus $5 per additional $1,000
$50,001 to $100,000$280 for the first $50,000, plus $4 per additional $1,000
$100,001 to $500,000$480 for the first $100,000, plus $3 per additional $1,000
$500,001 to $1,000,000$1,680 for the first $500,000, plus $2.50 per additional $1,000
Over $1,000,000$2,930 for the first $1,000,000, plus $2 per additional $1,000

For example, a house with 2,000 sq ft of finished living space and nothing else is valued at $250,000, so the building permit fee is $480 plus 150 × $3, or $930. The residential plan review fee ($50), the arterial street fee ($450 per single-family home) and the parks development fee ($500 per building) bring that to $1,930, before any water or sewer connection fees.

Commercial permits use a separate non-residential table that starts at $50 and values office and retail space at $150 per sq ft. An on-site septic system needs a $200 wastewater system permit.

Trade permits in Harrisburg

Plumbing and electrical: Harrisburg does not permit these trades itself. The City’s inspection guide sends plumbing to the South Dakota Plumbing Commission (605-773-3429) and electrical to the South Dakota Electrical Commission (605-773-3573), including the state homeowner permits for owners who do their own work.

Mechanical: the City issues a $100 mechanical permit through the portal. Ductwork and other concealed parts need a rough-in inspection before they are covered and a final when the system is complete; call or text 605-595-3527 to book.

Water and sewer lines: self-inspections are no longer allowed. A City official inspects new lines after they are laid and the tracer wire is in place, before backfilling (call or text 605-595-5859), and street cuts for service lines need an excavation permit.

Plans and documents for a Harrisburg permit

The portal asks for a site plan and building plans with every residential and non-residential application. For a typical home or addition, prepare:

  • A site plan showing property lines, the new structure and its setbacks
  • Floor plans and elevations, with the floor area of each part (finished, basement, unfinished, garage), since the City values the work by floor area
  • The project value
  • An engineering plan review application where the City Engineer must review the project
  • For floodplain lots, the floodplain development permit with a scaled site plan; the City may require it to be drawn by a registered land surveyor

How to apply for a Harrisburg building permit

1. Check the address

Use the City’s zoning map to confirm the lot is inside Harrisburg; land outside the city is permitted by Lincoln County in Canton.

2. Start the side approvals early

Apply for any variance, conditional use, plat, floodplain or grading permit the project needs before you file for the building permit.

3. Apply in the portal

Choose the Residential Building Permit or Non-Residential Building/Zoning Application, fill in the fields and upload the site plan and drawings.

4. Pay the assessed fees

Pay the building, plan review, arterial street and parks fees online; cards add 5%.

5. Pull the state trade permits

Plumbing and electrical permits come from the state commissions, not the City.

6. Book inspections

Request each inspection in the portal or at 605-646-1344, at least 24 hours ahead, through to the certificate of occupancy.

Harrisburg inspections

The permit holder must tell the building inspector when work is ready, giving at least 24 hours’ notice through the portal or at 605-646-1344. The City’s Required Inspections guide lists:

  • Footing and foundation: after excavation and any forms or reinforcing are in place, before concrete is poured.
  • Frame and masonry: after the roof deck, framing, fireblocking and bracing are done and the rough electrical, plumbing and mechanical inspections have passed.
  • Final: after the permitted work and the final electrical, plumbing and mechanical inspections are complete, before occupancy.

Nobody may use or occupy a building until the building official issues a certificate of occupancy. The fee schedule charges $750 a day for living in a home before then, $200 for failing to schedule a required inspection and $150 for not respecting an inspection wait period. Permits are valid for one year; ask in writing for an extension before the expiry date, and expect an extension fee.

Adopted codes: the City’s Building Codes page posts its adoption ordinances for the 2021 editions of the building (non-residential), residential, existing building, mechanical and fuel gas, property maintenance and swimming pool and spa codes (Ordinances 2021-16 to 2021-21), and the 2021 International Fire Code (Ordinance 2023-04).

Fences: fences on or near a lot line are best preceded by a signed fence consent agreement with the neighbor, which can be filed with the building permit record.

Permit records: copies of past building permits or certificates of occupancy can be requested on the City website, and Building Services publishes yearly permit data for 2023 to 2026.

South Dakota building code

South Dakota has no state-enforced building code: each city or county decides whether to adopt one. The state Electrical and Plumbing Commissions permit and inspect those trades, except in a few cities that run their own inspections. South Dakota rules
