What needs a permit in Beaufort?
The City sorts work into four tiers, and the tier decides which application you use:

Projects under $50,000
- Fewer than 5 subcontractors, still reviewed for code
- Electrical, mechanical and plumbing work

- Residential sheds over 200 sq ft; commercial sheds over 120 sq ft
- Window or door replacement, which must meet the hurricane rules (send photos of the old windows and specs of the new)
Minor project permit
- Fences and exterior painting
- Smaller sheds
- Rot repair and awning re-covers
- Partial or full demolition, or moving a structure
- Site work that adds impervious surface or changes grading
- Banners and temporary uses such as food trucks
No permit
- Interior painting and finish work
- Cabinets with no plumbing changes
- Residential flooring and wallpaper
- Landscaping that adds no impervious surface or curb cut

The City’s Building Codes Department, part of Community Development, handles permits inside city limits. It coordinates review by the Building Official, Planning & Zoning, drainage and grading, and the Fire Marshal for commercial work. Bruce Skipper is the Chief Building Official. Its permits cover only land inside the city limits; unincorporated parcels nearby fall under Beaufort County.

Beaufort permit applications and forms
Pick the application for your tier: the Project Permit Application Packet for jobs over $50,000 (application, checklist, major subcontractors list, licence permission sheet and the prime contractor’s statement of understanding), the application with small subcontractors list for smaller jobs, or the Minor Project Permit. Site work alone has its own Site Work Project Permit Application and closeout checklists, and demolition has a separate packet.
Other City forms you may need: the Zoning Permit (Safety Application), City Encroachment Permit for driveways onto City streets, Tree Removal Application, Special Inspector Application, Address Request Form and a Revision Cover Sheet that must accompany any revised plans.
Owner-builders: a homeowner who lives in the home may pull the permit after recording a Disclosure Statement with the Beaufort County Register of Deeds and signing the City’s Owner Builder Agreement. The exemption does not cover homes for rent or sale; on commercial projects an owner may do only non-structural, non-mechanical work.

Fees come from the City’s Development Review Codes Fee Schedule (revised May 14, 2024). The base fee is paid at submittal, and the plan checking fee is half of it.

New homes also pay impact fees, which the City collects for Beaufort County as well as its own: on a 2,300 sq ft home the City quotes $466 for libraries, $1,006 for parks and $3,135 for roads ($4,607), plus a $305.43 City fire impact fee. Owners building their own home pay them too. Permit and inspection fees can be paid on the City’s online payment portal, by mail or in person.
Electrical, plumbing, gas and mechanical work
Trade work is permitted through Building Codes on the same applications, and every subcontractor goes on the subcontractor list with the contract amount. Electrical, plumbing, gas and mechanical contractors need a City of Beaufort business license plus the right state licence; the City’s FAQ notes that any gas work, even pressurizing a gas line, needs a mechanical plumber or HVAC licence. Residential plans must include plumbing, electrical, HVAC and gas sheets, and commercial sprinkler systems go to the State Fire Marshal’s office.
How to apply for a Beaufort building permit
If the project needs Historic Review Board, Design Review Board or staff design review, finish it before you apply for the project permit.
Email a digital set, including the drainage and grading plan, to the Development Review Coordinator, and supply signed and stamped 24 x 36 paper sets: 2 for residential, 3 for commercial.
Site plan with finished floor elevation, setbacks and impervious percentage; tree survey; flood zone information; REScheck and Manual J and S for homes, or a soil report and COMcheck for commercial work.
Send the application and subcontractor list to permits@cityofbeaufort.org, by mail or in person. The permit technician reviews it for completeness and confirms the fees.
Driveways and curb cuts need a SCDOT or City encroachment permit, subcontractors need City business licences, and BJWSA handles water and sewer.
Put in tree protection, silt fence and the construction entrance, then email the coordinator before work starts.

City inspectors carry out the building inspections; new construction pays $0.10 per square foot for them up front. Re-inspection fees for a wrong address, uncorrected work or work not ready must be paid before the inspector returns. A permit is good for 6 months from issue, and an extension can be granted when the owner or contractor gives a reason.
Before requesting permanent utility service or the final inspection for the Certificate of Occupancy, the prime contractor on a larger job must turn in an updated subcontractor list with all fees paid. Beaufort details that shape a project
Historic district and design review: exterior work may go to the Historic Review Board or Design Review Board ($100 for single-family, $250 for multifamily and commercial). Applications made after the work is done pay triple. Single-family homes outside the historic district are exempt from staff design review fees.
Trees: on single-family lots, removing a specimen or landmark tree needs a Tree Removal Application and costs $10 per tree; on commercial lots the $10 fee applies to every tree 8 inches DBH or larger, and mitigation may be required. Specimen and landmark removal requests need a certified arborist report, and the City’s arborist inspects the tree.
Flood zones: plans must state the flood zone and finished floor elevations.
