Eugene building permit applications are filed through the City’s eBuild Permit System; submitting a construction permit application there is mandatory. Intake staff in Building and Permit Services answer at 541-682-5505 or permitinfo@ci.eugene.or.us, Monday through Friday, 9:00 AM to 4:00 PM.
The City’s main website (eugene-or.gov) could not be checked for this guide, so the counter address, counter hours and the adopted fee schedule are not given; ask Building and Permit Services. What follows comes from the City’s PDD Online pages.
What requires a building permit in Eugene?
Eugene sorts work by whether it needs plan review. Electrical, plumbing and residential mechanical permits that need none are trade permits, filed under eBuild’s Trade Permits options; replacing a heat pump, for example, is a residential mechanical permit. Fire suppression system plans are typically deferred submittals, filed after the initial approval and permit issuance.

Eugene permit costs and fees
The structural plan check fee is due when the application is first submitted, and it is based on the submittal date and the applicant’s estimated value of work. Every remaining fee must be paid before the permit is issued. The City’s online fee calculator covers structural plan review and commercial mechanical, fire systems and medical gas permits; questions about planned fee increases go to the Permit Information Center at 541-682-5086.
Oregon fixes the method rather than the price: new construction is valued with the ICC building valuation data under OAR 918-050-0100, Eugene applies its own schedule, and a 12 percent state surcharge is added to every permit fee. How Oregon permit fees are set
