Inside Newcastle city limits, the Planning and Community Development Department at 120 NE 2nd St (405-387-4508) reviews plans, issues building, electrical, plumbing and mechanical permits and carries out the inspections. All permit and contractor licence applications go through MyGovernmentOnline (MGO), and a new home’s building permit is $0.14 per square foot plus a $200 linkage fee.
What needs a permit in Newcastle?
The city’s fee schedules (Appendix A of the Code of Ordinances, and the Building Permit Fee Schedule page for signs) show the permits it issues:
Building permits
- New buildings, additions and remodels, residential and commercial
- Accessory buildings and carports
- Driveways, retaining walls and commercial or industrial paving
- Solar installations
- Safe rooms and storm shelters
- Swimming pools and spas
- Signs ($50 with electric, $25 without) and demolition
- Moving a building (licensed house movers only)
Trade permits
- Electrical, including temporary poles, service and cutover inspections and minor wiring
- Mechanical, including equipment changeouts, ductwork and gas service
- Plumbing, including water heaters, water and sewer line extensions and new or repaired septic tanks
- Gas line installation or extension
Starting work without a permit costs twice the permit fee. The same department also handles zoning compliance, land disturbance permits, sediment and erosion control and floodplain management inside the city.
Who issues permits in Newcastle?
The city’s Building Inspection Department, part of Planning and Community Development, reviews, permits and inspects all construction projects within Newcastle. Janay Greenlee is the Planning and Community Development Director. Newcastle is on the State Fire Marshal’s list of local plan review authorities (since July 2, 2025), so projects inside the city need no separate State Fire Marshal permit; state-owned buildings stay with the State Fire Marshal.

Applying in MyGovernmentOnline
Since December 6, 2023, every permit and contractor licence application has gone through MGO. Create a user account first; through it you can apply, upload documents as PDFs, pay for issued permits and licences, follow the application up to issuance, read inspection reports, and request inspections and temporary or permanent electric service. A contact named on an existing project can add that project to their own account.
Contractor registration: electrical, plumbing and mechanical contractors register with the city for the calendar year at $200 ($100 if renewed within 30 days of expiry), with bond and insurance as the Construction Industries Board requires. General contractors pay $100 ($50 if renewed within 30 days of expiry), gas fitters $50 with a $2,000 bond, and house movers $100 a year with a $5,000 bond. Journeymen need no registration of their own but must work under a registered contractor.
Newcastle permit fees
Fees are set in Appendix A of the Code of Ordinances (Ordinances 971, 974 and 989, passed April 8, 2024, June 10, 2024 and February 10, 2025). Every permit also carries a $4.50 Oklahoma Uniform Building Code Commission fee, which includes a $0.50 administration fee.

Impact fees (effective October 1, 2023): water and sewer impact fees are charged separately, each by meter size: $2,500 for a 3/4-inch meter, $3,000 for 1 inch, rising to $7,500 for 8 inches, paid before connecting to the system. The transportation impact fee is $647 per single-family lot, $453 per multi-family unit and $236 per senior housing unit; commercial rates run from $0.25 per gross square foot (retail, office, institutional) to $3.44 for fast food, gas or convenience stores. Retail and commercial developments generating at least 200 peak-hour or 2,000 daily trips, and retail, office or industrial developments of 50,000 square feet or more, need a traffic impact study, and the fee or road improvements are set from its results.

Call 1-855-478-4290 →Plan review in Newcastle
Building permits need a plan set and any supporting documents the project calls for, uploaded in MGO. A plan reviewer checks the project against the building codes, engineering requirements, zoning regulations and city ordinances. When the application is approved you are notified, and once the permit fee is paid the permit is issued automatically. Commercial plan review can take up to four weeks; on commercial jobs the permit must be posted in a window or other prominent place and a copy of the approved plans kept on site. Any change to approved plans goes to the building official and may need another review.
The city’s Codes and Inspections page (updated April 8, 2024) lists the codes it has adopted: the 2018 International Building, Residential, Mechanical, Plumbing, Fuel Gas and Fire Codes, the 2023 National Electrical Code and the 2018 NFPA Life Safety Code, each with local amendments in Chapter 150 of the code.

Newcastle inspections
Request inspections from the project dashboard in MGO; the button works only when the balance due is zero. The city needs at least 24 hours’ notice and inspects Monday to Friday, excluding holidays; a request made before 7:30 a.m. can be inspected the same day. If the work is not ready when the inspector arrives, a $35 re-inspection fee may apply. The department still runs some projects on its older permitting software; the Inspections Hotline, 405-724-2671, takes a voicemail or text to schedule a building inspection.

Rough electrical, plumbing and mechanical inspections happen with the building framing inspection, before insulation and drywall, and trade finals with the building final. Building inspections run footing, foundation (rebar and forms before concrete), pier and beam or slab, stem wall, sheathing, framing and final; the driveway can be inspected with the finals, and a temporary pole passing inspection releases temporary service.
Local Newcastle details
Moving a building: movers need a city licence ($100 a year) and a $5,000 surety bond; the moving inspection is $35. Appendix A charges $35 to remove a building up to 26 feet wide and $50 for wider buildings, while the city’s fee web page still shows $25 for the narrower size; the ordinance is the adopted figure.

Storm shelters: safe rooms need a $35 permit, and the city keeps a storm shelter registration for residents.
