Building permits in Blanchard come from the City of Blanchard at City Hall, 2008 N Council Ave (405-485-9392), where the city’s building code inspector reviews plans and inspects the work. The code book sets a house permit at $20 plus $0.06 per square foot with inspections included, and plan review at $50; the city’s 2023 residential packet asked $100 for plan review.
What requires a building permit in Blanchard?
Under section 4-201 of the city code, a separate building permit is needed to erect, enlarge, construct, relocate, substantially improve, repair, place, alter, move or demolish any building, structure, or mobile, modular or manufactured home. The permit is in addition to any zoning clearance, occupancy certificate or certificate of appropriateness. In a designated flood hazard area, any man-made change, including filling, grading, paving, excavation or drilling, needs its own permit.

Who issues permits in Blanchard?
The city handles permits for property inside Blanchard city limits, which extend into both McClain and Grady counties. Its Building Permits page lists a Capital Projects Manager, a Permits and Planning Clerk, a Building Code Inspector and a contract engineer. Blanchard has been on the State Fire Marshal’s list of local plan review authorities since October 16, 2023, so the city also reviews commercial plans, including fire and life safety plans, for projects inside its limits.

Electrical, plumbing and mechanical work in Blanchard
The city’s permit forms require all mechanical, electrical and plumbing work to be done by contractors licensed by the State of Oklahoma and licensed with the City of Blanchard. Under the code, plumbers, electricians and mechanical contractors register with the city clerk: $50 for a contractor and $10 for a journeyman when registering between July and December, half that between January and June. Plumbers and journeyman plumbers also file a $2,000 surety bond, and electricians follow the same fee and bond rules.
Trade permits are priced in the code at $0.06 per square foot each for electrical, mechanical and plumbing work, and the licensed trade contractor, not the builder, requests the trade inspections.
Blanchard permit fees
The fee schedule printed in section 4-201 of the Code of Ordinances dates from Ordinance 2004-05 (February 10, 2004), and the code says the building permit fees include all of the city’s inspections.

| Certificate of occupancy | $25 |
| Sign permit | $25 |
| Driveway across a public easement or right-of-way | No charge |
| Work started without a permit | Extra fee equal to the permit fee |
Two figures for plan review: the city’s residential permit packet, revised January 19, 2023, asks for a $100 plan review fee for a single-family home and $150 for a duplex, against $50 in the code book. The code book’s $50 is the adopted figure: Appendix I says Blanchard’s fees are set by city council motion or resolution, no resolution changing the plan review fee is posted, and the packet is no longer listed on the city’s Building Permits page, whose residential folder now holds the 2025 Residential Building Permit form with no fee printed. The packet also includes a payment sheet for the water meter deposit, meter, tap and impact fee.

Applying for a Blanchard building permit
Confirm the property is inside city limits and whether it is in a floodplain or meets a section line road.
Check the sewer line elevation for gravity flow; where no sanitary sewer hookup is available, get a DEQ percolation test (DEQ: 405-702-6222); DEQ also permits the septic system.
Use the Residential Building Permit, Commercial Building Permit or General Construction Permit from the Building Permits page.
Bring the form, plans, site plan, deed and plan review fee to 2008 N Council Ave.
Once issued, post the address and permit in the front yard or at the entrance; no footing inspection or pour is allowed without an approved permit.
Pass every required inspection, then the final, before the certificate of occupancy is issued.

The city requires 24 hours’ notice for every inspection request. The 2023 residential packet gives City Hall’s number (405-485-9392) for booking; the 2025 permit forms list the building code inspector’s line, 405-306-9531.
- Builder requests: foundation, frame and final building inspections.
- Licensed contractor requests: electrical (temporary pole, rough-in, temporary electric final and final), plumbing (ground, top-out and final), mechanical (ground, top-out and final) and roofing.
All required inspections must pass before the final and the certificate of occupancy. Electric and gas companies will not set a temporary or permanent meter until the city releases it.
Local Blanchard details
Lot lines: builders and owners must find the property pins and mark the lot lines at the building location, and if the city has to repair a utility easement, damage to anything built over it is at the permit holder’s expense.
Planning and zoning: the city publishes its Vision 2035 Comprehensive Plan, subdivision regulations and zoning regulations on its Planning and Zoning page, along with the Planning Commission and Board of Adjustment.
