Muskogee County issues no building permits for rural land: the state building code commission lists it as a county that does not issue permits. The county’s own approvals cover floodplain development and utility lines in county road right-of-way. Inside the City of Muskogee, the City’s Building Inspections office (918-684-6251) issues building and trade permits.

Who handles permits in Muskogee County?

The Board of County Commissioners meets in the Muskogee County Services Building at 400 W. Broadway. The board approves utility permits in county road right-of-way, and each of the three commissioner districts keeps its own office. Rural floodplain questions go to the county floodplain administrator on the Oklahoma Water Resources Board list. On-site sewage (septic) systems are permitted by the Oklahoma Department of Environmental Quality.

Several towns that issue no building permit still run their own floodplain program. The state floodplain list names local administrators for Boynton, Braggs, Fort Gibson, Haskell, Oktaha, Porum, Taft, Wainwright, Warner and Webbers Falls, so flood-zone work inside those towns goes through the town rather than the county.

What the county does approve

  • Floodplain development on unincorporated land, through the county floodplain administrator.
  • Utility permits for water, sewer, gas, oil, electric and communication lines along or across county roads. The county form says a permit is needed before anything is placed in county right-of-way, underground crossings must be bored or punched, and paved roads may not be cut. Each application goes on a commissioners’ agenda for approval.
  • Plats are filed with the County Clerk.

The county forms page carries tax, exemption and employment forms but no building permit application.

Permit costs

With no county building permit there is no county building fee. A county utility permit costs $50 for a bored crossing and $150 for a cut in a dirt or gravel road; the fee is waived for a public utility doing business in the county. Inside Muskogee, the City charges $0.50 per square foot for a new house with a $500 minimum. The City’s fee schedule also allows it to review plans and inspect structures outside the city limits under a contract, with each agreement approved by the City Council.

Building in Muskogee County, step by step

1. Find out which town, if any, the lot is in

Inside Muskogee, Haskell or Fort Gibson, start with the town office.

2. Check the flood map

On rural land, call the county floodplain administrator; inside a town on the state floodplain list, call the town.

3. Arrange the septic permit

Homes without sewer need a DEQ permit for the on-site system.

4. Use licensed trades

Electrical, plumbing and mechanical work is done by Construction Industries Board licensees.

5. Crossing a county road

Apply to the commissioners for a utility permit before boring under or running a line along a county road.

Inspections

The county runs no building inspection program. In Muskogee, contractors call Building Inspections for footing, framing, trade and final inspections, and the City issues certificates of occupancy.
