Noble County does not issue building permits; the state building code commission lists it among the counties that issue none. What the county does run is a road crossing permit, approved by the county commissioners ($750 for a bored crossing, up to $2,500 for a permanent trenched one), and a floodplain review for development on unincorporated land. In Perry, building permits are filed through the City’s online iWorQ portal.

Who handles permits in Noble County?

The Board of County Commissioners decides road crossing permits at its regular meetings, after the commissioner for the district has inspected the site. The County Clerk’s office on the courthouse’s second floor hands out the forms, takes the applications and records subdivision plats. The state floodplain list gives the county floodplain administrator’s number as 580-336-2141, the County Clerk’s line. Septic systems are permitted by the Oklahoma Department of Environmental Quality.

What Noble County permits

Road crossings and pipelines. Any pipeline, utility or other line placed along or across a county road needs a numbered county permit for each crossing, approved by the commissioners before work starts. Blacktop roads must be bored; cutting or trenching is allowed on dirt roads only with the board’s approval. Temporary production lines carrying salt water are not approved.

Development on unincorporated land. The county’s Notice of Intent form covers proposed buildings, roads, utilities, filling, excavation and paving outside the towns. Staff record the flood map panel and zone and tell the applicant whether a floodplain permit application is needed.

Road crossing permit fees

The county’s crossing application (revised June 2, 2014, and still the form the Clerk posts) sets these fees, paid to the County Treasurer’s office:

Noble County road crossing fees
CrossingFee
Bored road crossing$750
Overhead line$500
Cut or trenched crossing, permanent$2,500
Cut or trenched crossing, temporary$1,500

An application is not put on the commissioners’ agenda until the fees are paid. A permit is good for 30 days from approval, and work started without approval can bring fines of up to $10,000. There is no county building permit fee; in Perry and Morrison, the city or town sets its own.

How to get a Noble County road crossing permit

1. Pick up the forms

Get the Notice of Intent and the crossing application from the County Clerk on the courthouse’s second floor.

2. Map the route

Complete every field and attach a printed map marking where the line will go.

3. Have the site inspected

Ask the commissioner for that district to inspect the site before the permit is put on the agenda.

4. File and pay

Hand the original application and fees to the County Clerk.

5. Floodplain board, if needed

A bore or trench in a flood zone first goes to the Noble County Floodplain Management Board, which meets on the third Thursday of each month; the permit then goes to the commissioners the following Monday.

Inspections

There is no county building inspection. For road crossings, the applicant calls the county highway or commissioners’ office 24 hours before construction so an inspector can attend if the board requires it. In Perry, inspections are requested through City Hall; they are scheduled in morning or afternoon blocks, and calls after 8 a.m. are booked for the next business day.

Oklahoma building code

Oklahoma sets statewide minimum codes (the 2024 editions since September 14, 2026) that cities enforce and may strengthen; most counties issue no building permits for unincorporated land, though a few do. Oklahoma rules
