The City permits only inside its limits. Unincorporated Logan County has no planning, zoning, permitting or inspection requirements apart from the county Flood Plain Board’s floodplain rules.

Electrical, plumbing and mechanical permits in Guthrie

A building permit does not cover the trades: the residential application says separate electrical, mechanical and plumbing permits are required, and the Forms & Permits page carries an Electrical Permit Worksheet, a Mechanical Permit and a Plumbing Permit.

Electrical, mechanical and plumbing contractors and their journeymen must hold an Oklahoma licence and register with the City before permits are issued and before work starts. The Tradesman Registration Application costs $200 for a new contractor registration and $100 to renew, with a copy of the state licence and photo ID; the code fee schedule sets journeyman registration at $35 and has registrations expire on August 30.

Inspections for the trades are requested by the licensed contractor: mechanical ground, rough and final; electrical temporary pole, rough, service and final; plumbing ground, rough and final, plus sewer and gas line pressure tests.

Guthrie permit fees

Fees come from the fee schedule in the Guthrie Code of Ordinances (published through Ordinance 3412 of May 21, 2024); the City’s posted Permit Fee Schedule handout gives the same square-foot rates.

The square-foot building rates include three inspections (footing, framing and final), the 25% review fee, the certificate of occupancy and $4.50 in state and city fees; the code schedule also lists plan review as 25% of the building permit. The electrical rate includes four inspections and the plumbing rate covers a set number of fixtures. Utility connections are separate: the City’s water tap application lists $2,185 for a 1-inch short service with meter, setter and tap, and $500 for a residential sewer tap ($1,200 commercial). Starting work without a permit doubles the permit fee, and the application warns of a possible $250-a-day fine.

Documents for a Guthrie application

The residential package bundles the building permit application, water tap and meter application, utilities application, construction drawings checklist, fee schedule, notice to contractors and inspection checklist. A commercial package is posted separately. The construction drawings checklist applies to both homes and commercial buildings and must be submitted to scale before a permit is issued:

  • Site plan with north arrow, adjacent streets and alleys, and distances from property lines to existing and proposed structures
  • All 4 elevations, with wall and roof dimensions, exterior features and finishes
  • Floor plan with rooms, doors, windows and fixed appliances
  • Footing detail with dimensions, reinforcement and concrete strength
  • Structural detail with lumber or steel grades, member sizes and live, dead and wind loads
  • Electrical, plumbing (including gas piping) and mechanical details

The City’s notice to contractors sets a minimum residential continuous footing of 18 inches deep and 16 inches wide with four No. 4 bars, and requires pier-and-grade systems and post-tension slabs to be sealed by an Oklahoma registered engineer.

How to apply: 6 steps in Guthrie

1. Check the address

Confirm the lot is inside city limits and whether it is in the Capitol Townsite Historic District or a floodplain.

2. Get historic approval first

For exterior work in the district, file a certificate of appropriateness with city staff at least 8 days before the Historic Preservation Commission hearing.

3. Register the trades

Electrical, mechanical and plumbing contractors register with the City before any permit is issued.

4. File the package

Take the completed application, drawings and water tap form to the Planning Department at 101 N. 2nd Street; commercial building, grading and subdivision improvement plans can be uploaded on the Plan Submissions page.

5. Start on time and finish within a year

Work not started within 6 months of the permit date costs additional fees, and an extension must be approved by the Planning Department. Work not completed within one year needs new permits. Post the address and permit number at the front of the lot.

6. Book inspections

Call 405-282-1110 for each stage, then obtain the certificate of occupancy before anyone moves in.

Guthrie inspections

Inspections are requested from the Planning Department at 405-282-1110. The Building Inspection page asks for 72 hours’ notice in one place and 24 hours in another, and the inspection checklist in the residential package asks for 24 hours, so allow the longer lead time if a date matters.

The owner or general contractor requests setbacks, footing and piers before the pour, driveway and curb cut, sheathing, framing (after the trade rough-ins pass), stormwater and erosion control, sprinkler or smoke alarm, the building final and the certificate of occupancy. A re-inspection costs $25 and a second one $50. Permanent electrical service is not released until the final and all other inspections are done, and every planning, engineering and fire department requirement must be met before the certificate of occupancy is issued. The Building Inspection page names Okie Safety Consulting as the City’s third-party fire reviewer.

Local Guthrie details

Historic district: the National Register listing of the Capitol Townsite Historic District covers 1,400 acres of the city, and part of the downtown is a National Historic Landmark. No building, sign, demolition or house-moving permit is issued there until the Historic Preservation Commission approves a certificate of appropriateness; electrical, plumbing and mechanical permits need one only when the work changes the exterior. Application fees are $50 for new construction, $50 for a major facade change, $25 for a minor facade change, paint or a sign, and $250 for demolition. Staff can approve paint applications.

Floodplain: new and substantially improved homes and nonresidential buildings in the floodplain need the lowest floor at least 1 foot above the base flood elevation. The floodplain fee schedule is a $100 application review, a $25 permit and $25 per inspection.

Design standards: the Building Design Standards in the Zoning Code apply to residential and commercial projects across the city, with separate rules for the Guthrie Proper overlay, multi-family buildings and the historic overlay.

Zoning cases: rezoning costs $250, a special use permit $150 and a lot split $50; Board of Adjustment variances are $250. Rezonings, plats, special use permits and adjustment cases need mailed notice to owners within 300 feet, using a certified owner list, and a published notice billed at $100.
