Who issues permits in Warr Acres?
The City Inspector’s office reviews building plans, approves permits and inspects buildings for change of use and occupancy. Michael Zimmerman is the City Building Inspector. For new construction, changes of use and variances, the inspector works with the Planning Commission, and some projects go on to the City Council. The State Fire Marshal lists Warr Acres among the cities that do their own plan review, permitting and inspections, and Oklahoma County Planning has no role inside the city.

Permits are applied for at City Hall on the City’s forms, posted on its Construction Forms page: residential and commercial building permits, contractor registration and contractor permit applications, and separate roofing, fence, driveway paving, easement, sign, temporary sign and solar permits.
Electrical, mechanical and plumbing contractors register their state licences with the City before starting work, and concrete, roofing, sign, solar, fire alarm and fire sprinkler contractors must register as well. The registration form asks for copies of the state licence, a driver’s licence and insurance, plus a Warr Acres business licence number.
Plans may be drawn by the contractor or owner for homes up to two stories if they meet every requirement, though a home designer is preferred; commercial work usually needs an architect or engineer. A permit that is denied can be appealed to the Board of Adjustment within 30 days.

Commercial rates are higher: $0.25 per sq ft for new buildings, $0.15 for remodels and a $100 plan review fee. A sewer tap is $500; water taps are handled by Oklahoma City.
Working without a permit doubles the permit fee, and failing to call for a required inspection costs $100 a day until it is requested. Residents who cannot afford a fee can apply for a hardship permit, reviewed by the Mayor and the Building Official.
Trade permits and contractor licences
Trade permits are issued by the same office, and fire sprinkler and alarm permits and reviews are handled by a third party.
Homeowners: on August 18, 2026 the City Council amended City Code Sec. 5.04.420 so that a person who is exempt from state licensing, such as an owner working on the house he or she lives in, does not need a City licence for residential plumbing, heat and air or electrical work. The permit and inspections are still required, and the exemption does not cover rental houses or other people’s homes.

All contractor work must be inspected and approved by the City Building Inspector or another qualified inspector the Mayor appoints, and the City will not inspect work done without a permit. On August 18, 2026 the City Council authorized the Mayor to contract with Town Square Building Codes for building code inspection services, replacing the City’s earlier inspection contract. A re-inspection is $50, a second re-inspection of the same item $100, and an extra or partial inspection $40.
Permit time limits: a permit expires if work does not start within six months or stops for more than six months. City staff can grant one six-month extension if it is requested before the permit expires; a late request or a second extension goes to the Planning Commission. Jobs of 4,000 sq ft or less must be finished within 12 months. A temporary certificate of occupancy can be issued when only non-code finishing work, which can be completed within 30 days, remains.
Local Warr Acres details
Building codes: on May 19, 2026 the City Council adopted the most recent International Building, Existing Building, Residential, Fire, Mechanical, Plumbing and Property Maintenance Codes and the National Electrical Code, with the City’s own amendments adopted by resolution the same night (City Code Sec. 16.04.010).
Fences: in the FE, R-1 and R-2 districts, side and rear fences may be up to 8 ft tall; a fence in the front setback must be see-through and no taller than 4 ft, apart from one exception for side-yard fences on lots that back onto a neighbor’s rear lot line. No fence may sit in a street-corner sight triangle or on City right-of-way, and the permit needs a plot plan.
Roofing: roofers need City registration and a roof permit before starting, must replace damaged flashing, roof jacks and storm collars, and leave any damaged gas vent flues to a registered mechanical contractor.
Planning Commission: uses listed as “subject to review” in a zoning district need Planning Commission review before a permit for new construction, moving or structural alteration.
