Pauls Valley and Lindsay do their own plan review, permits and inspections, Wynnewood’s City Clerk issues building, plumbing and electrical permits, and the codes of Elmore City, Maysville, Paoli and Stratford also require town building permits. On rural land, septic systems need DEQ approval and commercial buildings go to the State Fire Marshal.

Rural Garvin County has no county electrical, plumbing or mechanical permits. Trade contractors are licensed by the Oklahoma Construction Industries Board; inside Pauls Valley, Lindsay and Wynnewood the city issues the trade permits.
Septic: the Oklahoma Department of Environmental Quality controls on-site sewage systems. DEQ reviews the lot’s 581 soil report, issues the Authorization to Construct before installation and inspects the system, unless a DEQ-certified installer self-inspects it. A person who is not DEQ-certified may install only one system per calendar year.
Commercial buildings: plans for commercial construction outside the permitting cities are reviewed by the State Fire Marshal through its Accela Citizen Portal.
Garvin County permit fees
With no county building permit, there is no county building fee. Fees are charged by the agency that reviews the work: the city’s schedule inside Pauls Valley, Lindsay or Wynnewood, DEQ’s charges for soil tests and the Authorization to Construct, and the State Fire Marshal’s plan review fee for a commercial building.
