Grady County issues no building permits: the state’s building code commission lists the county as not issuing them, and the county has no planning commission or zoning. What the Board of County Commissioners does permit is work touching county roads – driveway and tinhorn (culvert) permits, pipeline and utility road crossings and temporary “fast line” water lines – while Chickasha, Tuttle and Blanchard permit buildings inside their own limits, and the town codes of Alex, Verden and Rush Springs require town building permits.
Who issues permits in Grady County?
At an August 10, 2026 meeting a commissioner described the county’s permitting authority as primarily involving roads. On September 28, 2026 the Board voted down a resolution that would have asked voters to create a County Planning Commission and Board of Adjustment for the unincorporated area, so there is still no county land-use review. The road crossing, fast-line and driveway/tinhorn permits are a standing item on the Board’s weekly agenda.

Each exempts minor repairs (up to $500 in Alex and Verden, $1,000 in Rush Springs) and accessory buildings under 150 sq ft with no water, sewer or electric hook-ups, but still requires permits for plumbing, electrical and mechanical work. Alex, Blanchard, Chickasha, Ninnekah, Rush Springs, Tuttle and Verden each appear on the Oklahoma Water Resources Board’s list of local floodplain administrators, so floodplain questions inside those towns go to the town.
Grady County permit fees
The county’s fees are printed on its permit forms (revised August 18, 2025) and on the County Clerk’s plat page. None of them is a building permit fee.
| Permit | Fee |
|---|---|
| Private pipeline crossing or other private encroachment on county right-of-way | $4,500 per crossing, check submitted with the application |
| Fast line (temporary above-ground drilling water line in county right-of-way) | $3,000 for 30 days; road crossings permitted and charged separately |
| Public utility road crossing or line installation | Application to the Board; no fee printed on the form |
| Plat filing | $20 for one block or less; $35 for two or more blocks |
Road, driveway and utility permits
The private crossing form states that no one may enter or leave a county road without this permit or other approval from the Board of County Commissioners, and that only public utilities may place pipelines in county right-of-way. Conditions printed on the crossing permits include:

Call 1-855-478-4290 →- Applications reach the Board at least 5 days before a meeting, with a pre-meeting at the district barn for public utility crossings.
- All crossings are bored; blasting is not allowed.
- Crossings run at least 4 feet below the road centerline or 3 feet below the ditch, whichever is deeper.
- Lines running alongside a road stay within 4 feet of the right-of-way or fence line, at least 36 inches deep (48 inches for power); overhead lines clear access points by at least 18 feet.
- The applicant carries liability insurance, restores gravel roads with like material and signs each crossing.
- The permit is valid for 30 days, and the commissioners must be called for an on-site inspection when the crossing is finished; otherwise the line may have to be dug up and exposed.
Recording a plat in Grady County
Rural subdivision plats also come before the Board. The County Clerk’s process has three steps: gather every signature, make the copies, then file. A plat outside city limits needs the Board of County Commissioners’ notarized signatures and seal and the DEQ’s signature and seal, along with the owners’, surveyor’s and Treasurer’s signatures and the 911 coordinator’s stamp; a plat inside a city follows that city’s short-form or planning commission route. Since April 26, 2024 the clerk takes one 36 by 24 inch Mylar and six 16 by 20 inch paper copies. Call the County Clerk to get on the Board’s agenda by 4 p.m. on the Thursday before the Monday meeting.

Inspections in Grady County

Local details for Grady County
No county zoning: at a September 8, 2026 special meeting on a planned data center, the Assistant District Attorney told the Board the county has neither a county planning commission nor a joint city-county one. The Board’s September 28 vote against a ballot question left that unchanged.
Oil and gas lines: fast lines carry drilling water only, never disposal fluids, and expire 30 days after the line is laid; a new application and fee are needed after that.
Oklahoma building code
Oklahoma sets statewide minimum codes (the 2024 editions since September 14, 2026) that cities enforce and may strengthen; most counties issue no building permits for unincorporated land, though a few do. Oklahoma rules

Yes. The county’s crossing form says no entry to or exit from a county road may be made without a permit or other approval from the Board of County Commissioners.

A private pipeline crossing or encroachment costs $4,500 per crossing. A temporary fast line costs $3,000 for 30 days, with crossings charged separately.
Does Grady County have zoning?
No. On September 28, 2026 the commissioners voted down putting a county planning commission and board of adjustment on the ballot.
Which Grady County towns issue building permits?
Chickasha, Tuttle and Blanchard run their own permit offices, and the town codes of Alex, Verden and Rush Springs require building permits from the town clerk. The state list marks Bradley and Pocasset as issuing none; for Amber, Minco, Ninnekah, Norge and Bridge Creek, ask the town hall.
