Who issues building permits in Elk City?

The City of Elk City runs its own permit office. Permits and Inspections issues building, electrical, mechanical and plumbing permits, licenses contractors who work in the city, and sends the City inspector out at several stages of construction. The same office handles code enforcement. Elk City appears on the State Fire Marshal’s July 2026 list of jurisdictions that do their own plan review, permitting and inspections.

Elk City remodel permit fees (by job value)

$1–$5,000$20
$5,001–$10,000$25
$10,001–$50,000$75

$200,001–$300,000$300
Over $300,000$350 plus $1 per $1,000

For example, a $40,000 kitchen and bath remodel falls in the $10,001–$50,000 band, so the building permit is $75; any electrical, mechanical or plumbing permit is added separately.

For new buildings, additions, garages, sheds, carports, fences and pools, the City’s fee page lists a dollar amount for each type of construction, which the page says can be based on square or linear footage: $95 for a frame house, $100 for brick, $78 for a frame room addition, $68 for a frame shed and $12 for a wire or wood fence. The page does not explain how those amounts turn into the permit fee you pay, so ask Permits and Inspections for the fee on your plans before you budget.

Moving a house needs a $50 permit, and placing a mobile home outside a mobile home park needs a $35 permit. Under Chapter 4 of the City Code, a separate permit is needed for each building, including a mobile or modular home, and for any man-made change in a flood hazard area, while ordinary repairs costing $1,000 or less need none. Applications go to the City Clerk or the Municipal Building Inspector on the City’s form, with drawings to scale showing floor plans and structural details.

Plumbing, electrical and mechanical contractors also need an Elk City contractor licence: $75 for six months or $150 for a year in each trade, and $150 a year for sign contractors. Licences expire on June 30, and the City Code halves the fee for applications filed less than six months before that date. The City issues it only to contractors who already hold their trade licence, which in Oklahoma comes from the Construction Industries Board.

5. Call for inspections

The City inspector checks the work at each stage of construction, so request each visit before covering the work.

Inspections in Elk City

The City inspector in Permits and Inspections inspects the work at several stages of construction; contact the department (580-225-3230, permits@elkcity.com) to arrange each visit. City Hall is open Monday to Friday, 8:00 a.m. to 5:00 p.m. Under the City Code, the inspector also checks each application for zoning, road access, utilities and plat easements before the permit is issued, and a permit becomes void if work has not started within 6 months unless the inspector approves an extension.
