Which office issues building permits in Altus?

The Planning & Development Department handles building and construction permits, inspections, certificates of occupancy, code interpretations and zoning requests. Its director is Terry Mosley, Ed.D., Community Development Director. The City code names the chief building inspector as the code official, and a permit is valid only once it carries the building inspector’s signature and the clerk-treasurer’s stamp showing the fees are paid.

Electrical, plumbing and gas work

Electrical and plumbing permits go only to licensed contractors and to homeowners who sign an affidavit that they own the property, intend to live in it, have not taken a homeowner permit for another property in the last two years and will do the work with no help beyond their own household. A homeowner permit covers a single-unit residence only. Gas piping permits are issued only to contractors licensed with the City as mechanical or plumbing contractors; the exceptions include an owner’s minor repairs, and a homeowner who signs the same kind of affidavit may take out a mechanical permit.

Altus adds its own electrical rules: no more than eight receptacle outlets per residential circuit, no wire smaller than No. 12 AWG, underground service conductors in conduit, and meter bases no more than six feet above ground. Electrical and plumbing permits lapse if work does not start within 90 days, and an electrical permit also lapses if work stops for 60 days. Emergency plumbing done while the office is closed needs a permit the next business day.

What to send with an application

  • The signed application with owner, contractor list, proposed use, square footage and estimated cost of improvement.
  • Drawings of the work; the building application states that drawings must be attached.
  • For storm shelters, engineering specifications meeting FEMA 320 or ICC/NSSA 500.
  • For fences, the scaled site drawing and, where the fence would sit in a utility easement, the owner’s written agreement to keep access open.
  • For large or complicated plumbing jobs, a complete plumbing plan set reviewed before the permit.

Steps to an Altus permit

1. Check zoning

Use the City’s GIS map and Unified Development Code, and ask Planning about rezoning or variances first.

2. License the contractors

Trade contractors hold a City licence tied to their state licence.

3. Complete the application

Download the right form, attach drawings and email it for review.

4. Pay the fees

The permit is valid once the clerk-treasurer stamps it as paid.

5. Call for inspections

Phone 580-481-2205 at each stage listed on the application.

6. Get the certificate of occupancy

A new business also needs the commercial occupancy approval before opening.

Altus inspections

The building application lists the inspection stages: building foundation, framing and final; plumbing cast, top-out, sewer/alley and final; electrical saw service, rough-in and final; and mechanical rough-in, gas and final. Fence permits need a post-location inspection before any fencing material goes up.

Under the City code, inspections are made within 24 hours of the request, not counting Saturdays, Sundays and City holidays. Approved work gets a green tag and rejected work a red tag, and plumbing must stand a water test of at least a ten-foot head for 15 minutes before it is covered. Re-inspections and weekend inspections cost $15.

Local Altus details

Codes: Sec. 8-209 of the City code lists the 2018 International codes and the 2017 National Electrical Code, but also adopts each later edition the Oklahoma Uniform Building Code Commission adopts, on the state’s effective date with no further City action. The City’s current building application still prints “2018 (IRC) and 2018 (IBC), 2023 (NEC)”.

Fences: no fence may go in a utility easement or street or alley right-of-way unless the building inspector allows it with an access agreement, and a fence permit lapses if the fence is not finished within six months.

Moving a building: a moving permit needs a bond or cash surety and approval of the route and time, and stays valid for 30 days.

Floodplain: Altus has its own floodplain administrator on the Oklahoma Water Resources Board list (580-481-3518).

Before you dig: the application reminds applicants to call OKIE at 1-800-522-6543.
