Outside the Town of Spruce Pine, building, electrical, plumbing, mechanical, fire and floodplain permits in Mitchell County come from the County’s Building & Fire Inspections office in Ledger (mailing address Bakersville), phone 828-688-4771. Plans must be approved before a permit is issued; a new home starts at $225 for the first 1,000 sq ft of heated space under the fee schedule in force since July 1, 2026, plus a $40 plan review fee.

What requires a permit in Mitchell County?

The County’s fee schedule shows the work its inspections office permits. Everything below needs a permit before work starts; starting without one carries a fine of $250 on a residential job, $1,250 on a commercial job and $2,500 on an industrial job.

Permits for foster homes, churches, non-profits and fire departments are issued at no charge. Outdoor burning permits are not a County matter: the North Carolina Forest Service issues them online.

Spruce Pine accepts its completed building, planning and zoning forms by email or in person at Town Hall and publishes its own fee schedule, so the County rates below do not apply inside the town.

Applying online, by email or in person

The County takes three applications online through GovPilot: the Residential Building Permit Application, the Fire Prevention Application and the Special Event Application. Plans can also be emailed, or brought to the office in person between 8:00 and 9:00 a.m.

A floodplain permit cannot be requested online; apply in person at the office in Ledger. Fees are not collected when you apply but when the permit is issued.

As an example, a house with 2,000 sq ft of heated space pays $225 plus $250 for the extra 1,000 sq ft, so $475, then the $40 plan review and the $10 recovery fund charge, before any porch, deck or trade permits.

A failed inspection costs $100 for each extra trip until the work passes. Calling for no inspection at all is charged at $100 residential, $150 commercial and $250 industrial, and occupying a building without a certificate of occupancy at $200, $1,250 and $2,500. A fixed inspection time slot, with a 2-hour window, costs $250 for a home and $300 for a commercial job, plus $100 for each additional hour.

Plans and paperwork

  • The plans must be approved before the permit is issued. Approval of the plans does not mean the inspections will pass, and the work on site takes precedence over what was drawn.
  • When there is a first contract for improvements to the property, the owner or contractor must appoint a lien agent, a title insurer or agent registered with the NC Department of Insurance, through liensnc.com. The County posts a PDF on the lien requirements.
  • On new construction, a portable toilet must be on site by the first inspection.
  • Final approval of the septic system from the health department is needed before the building final.

How to get a Mitchell County building permit

1. Rule out Spruce Pine

If the lot is inside Spruce Pine town limits, the Town’s Building, Planning & Zoning department issues the permit instead of the County.

2. Get the address and septic approval moving

New sites need a 911 address from the Building Inspections Office, and a septic permit from the health department where there is no sewer.

3. Send the plans

Use the GovPilot Residential Building Permit Application, email the plans, or bring them in between 8:00 and 9:00 a.m. Floodplain permits are applied for in person only.

4. Appoint a lien agent

Register the project on liensnc.com when the first contract for the improvements is signed.

5. Collect and pay for the permit

Once the plans are approved, pay the fees as the permit is issued.

6. Call in the first inspection within six months

Then keep at least one inspection in every 12-month period so the permit stays valid, through the final and the certificate of occupancy.

Inspections in Mitchell County

With one building inspector for the whole county, inspections are grouped by area rather than booked for a time. On Mondays, Wednesdays and Fridays the inspector covers southern Mitchell County, from Ledger south to the Spruce Pine area; on Tuesdays and Thursdays the route is northern Mitchell County, from Ledger north to the Bakersville area. A request phoned in by 9:00 a.m. will usually be reached that day.

A permit is void if no inspection takes place within six months of issue, or if a 12-month period passes without one. The final electrical inspection must be done before the building final, and the certificate of occupancy follows the final.
