Monroe takes permit applications online through CityView. The applicable commercial or residential application must accompany each submittal, and PDF plans must be flattened for review. Zoning, erosion control, water resources and fire reviews are routed with the project but remain distinct approvals.

Monroe’s 2026-2027 fee schedule was adopted May 12, 2026 and took effect July 1, 2026. It is published by chapter: Building Standards fees are separate from Planning and Zoning, Fire, Engineering and Public Works, and utility charges, so a project can owe fees under more than one chapter.
