Gates County Inspections and Permitting issues building, electrical, plumbing, mechanical and gas permits for every unincorporated part of the county and for the Town of Gatesville. Apply online through the County’s Citizenserve portal or return a signed paper application to 200 Court Street in Gatesville. A new house costs $0.30 per square foot under the fee schedule effective July 1, 2026, plus a $75 plan review fee and a $75 zoning review fee.

What requires a permit in Gates County?

The County publishes separate applications for building, electrical, mechanical, plumbing, gas piping, insulation, demolition, alarm and manufactured home set-up work, and its fee schedule prices each of them. The residential application asks whether the job is a single-family home, duplex, garage, shed, deck or porch.

Any exterior project also needs a zoning application, filed with the building application. When a project adds bedrooms, the application must include Health Department approval for the septic system.

Who handles permitting in Gates County?

One county office covers the whole county. Gates County Inspections and Permitting reviews applications, issues the building and trade permits and inspects the work in the unincorporated county and in Gatesville, the county’s only incorporated town. The same office at 200 Court Street takes zoning compliance applications for the Planning & Development side. Edgar Mitchell is the Chief Building Inspector.

Septic evaluations and private well permits are not issued by the County inspections office. Albemarle Regional Health Services, the district health department for Gates and seven other counties, handles on-site wastewater and drinking water wells.

Applying online or on paper

The Citizenserve portal lets you apply, follow the review status, pay permit fees and schedule inspections. The portal asks applicants to contact the County office before paying anything so staff can review the application first; it takes credit cards and e-checks.

Paper filing still works. Download the forms, sign them and mail or bring them to the Inspections Department at 200 Court Street, Gatesville, NC 27938, with a check made out to Gates County or cash. Staff will tell you the exact fee by phone at 252-357-0122.

  • Building Permit Application (2025 form): owner, project, septic and water details, and the general contractor exactly as listed with the state licensing board. A second page lists the electrical, plumbing, mechanical, gas, insulation and pool contractors.
  • Worksheets: New Construction, Decks & Porches, and Garages, Sheds etc. One of them, with detailed drawings, goes in with the residential application.
  • Commercial Building Permit Application: for licensed general contractors only. The lien agent section must be filled in, or the permit cannot be issued.
  • Appendix B Building Code Summary: required for all commercial projects.
  • Trade Affidavit: signed by each trade licence holder and filed with the permit application or before the trade work starts; it can be faxed. A contractor who leaves the job must tell the department in writing within 3 working days.
  • Affidavit of Workers’ Compensation Coverage: part of the building application.
  • Zoning Application, Demolition Permit Application (Form D-1), and the Modular-Manufactured Home Packet.

Signatures must be notarised or witnessed by permit staff, and commercial forms that arrive with signatures that are not notarised are rejected.

For example, a 2,000 sq ft house has a building fee of $600, plus $75 for plan review and $75 for zoning review, before the trade permits.

Starting work without a permit costs $100. Re-inspections are charged at $75 per trip and trade from the second re-inspection onward. A negligence fee of at least $75 applies when work is covered before inspection, when a stop-work order is issued, or when the site is locked or not ready for the inspector. Inspections requested after 5:00 p.m. on weekdays, at weekends or on County holidays cost $200 an hour. A change to a permit after issuance is $25.

Under the County’s fee waiver policy, permit fees are waived for 60 days for repairs after a County state of emergency caused by a natural disaster, and for wheelchair ramps built for a person who lives in the home. Inspections still take place as normal.

Commercial trade fees are higher: plumbing is $10 per fixture with a $100 minimum, the first mechanical unit is $150, commercial electrical is $0.15 per sq ft with a $50 minimum, and a commercial fire inspection is $50.

What to submit

A zoning compliance permit must be complete before the County will consider issuing a building permit, and its processing can take up to 3 working days. The $75 zoning application needs:

  • A site plan drawn approximately to scale showing existing and proposed structures, driveways and parking, plus the construction plans
  • An E-911 confirmed address (no “lot of” addresses)
  • The recorded deed and registered plat, showing any flood zone and the FIRM panel
  • A soil check against the Soil Survey of Gates County; hydric soils need an environmental study for wetlands
  • Perc test results or septic approval from the Health Department
  • Sign details for home occupations and businesses
  • For more than one acre of disturbance, an erosion and sediment control plan and stormwater plan from the state’s Washington, NC regional office
  • Signatures of both the applicant and the property owner

The building application then goes in with its worksheet, detailed drawings, contractor details and the workers’ compensation affidavit. If the zoning documents are not confirmed within 30 days, you must reapply and pay the processing fee again.

How to get a building permit in Gates County

1. Get the address and soil answers first

Make sure the lot has an E-911 address and arrange the perc test or septic approval with Albemarle Regional Health Services.

2. File the zoning application

Submit the site plan, deed, plat and $75 fee; allow up to 3 working days.

3. Fill in the building application and worksheet

Use the 2025 Building Permit Application with the matching worksheet and drawings, or the commercial packet with Appendix B and lien agent details.

4. Collect the trade affidavits

Each electrical, plumbing, mechanical, gas or insulation contractor signs a Trade Affidavit.

5. Submit and pay

Apply in Citizenserve after calling the office, or deliver the signed, notarised forms to 200 Court Street with a check or cash.

6. Start within 6 months

The permit becomes void if work does not start within 6 months, or if no inspection is requested and approved in any 12-month period.

Inspections in Gates County

Once a permit is issued, call 252-357-0122 to request an inspection, or schedule it in Citizenserve. Give the permit number or address and say how the inspector can get in, such as where a key is left. The County asks that inspection requests are not left on voicemail. Emergency electrical reconnections are the only inspections done the same day.

The building application warns that the permit can be withdrawn if anyone moves in before a Certificate of Compliance is issued.

Local Gates County details

Driveways: the County adopted NFPA 1144 wildfire standards for driveways and private roads on July 2, 2007. They must be at least 12 feet wide with a 4-inch finished surface.
