The Edenton-Chowan Inspections and Planning Department at 305 West Freemason Street, Edenton (252-482-5618), issues building, electrical, plumbing, mechanical, insulation and zoning permits for the whole county, including Edenton. Residential construction is charged $0.25 per sq ft with a $100 minimum, and each trade is permitted and priced separately.

Who handles permitting in Chowan County?

Edenton is the only incorporated town in Chowan County, and the Town and County share one inspections and planning office. Its fee schedule states that fees are the same for Town and County. The office reviews plans, issues building, mechanical, electrical, plumbing and insulation permits, inspects the work and issues certificates of occupancy. It also enforces the Chowan County floodplain regulations and the Town of Edenton minimum housing code, and handles Coastal Area Management Act (CAMA) permits and exemptions.

Zoning differs by location. Outside Edenton, the Planning staff enforce the Chowan County Development Codes (zoning, subdivision and nuisance ordinances). Inside Edenton, the Town’s own zoning rules apply, and the County’s Planning page refers readers to the Town’s planning department for them. The shared planning fee sheet charges $50 for a zoning permit in either jurisdiction, and a $25 Certificate of Appropriateness applies only in the Town.

Applications and forms

The department posts a separate application for each permit: a Building Permit Application (letter or legal size), and Electrical, Mechanical, Plumbing or Gas, and Insulation Permit Applications. Two forms go with them when they apply:

  • Permit Authorization Statement (amended September 22, 2026): signed by the owner of record when a contractor or agent applies on their behalf for a building, development or zoning permit.
  • Owner Exemption Affidavit: a notarized form for an owner building without a licensed general contractor, who must then occupy the building for 12 months after completion.

For a 2,000 sq ft house, the building permit alone is $500 plus the $10 state fee; the electrical, plumbing, mechanical and insulation permits are added on their own lines. A re-inspection costs $50, and starting work without a permit brings a $50 fine.

Commercial construction is $0.35 per sq ft heated and $0.25 per sq ft unheated ($100 minimum), and commercial roofing $0.01 per sq ft. Sprinkler systems are $20 plus $0.50 per head, fire alarms $0.02 per sq ft with a $50 minimum, floodplain development permits $50 and solar arrays $65 per pod.

Trade and insulation permits

Chowan prices each trade on its own permit rather than in one bundled fee, and insulation has its own permit and inspection. All are issued by the same Freemason Street office on separate applications. Commercial work has higher minimums: $75 for electrical and insulation, $65 for mechanical and for gas, with units over 5 tons at $65 plus $4.75 per ton and $50 for a sub-panel, transformer or generator.

  • The building permit application.
  • A septic tank permit, where the lot needs one.
  • For new builds, plans drawn to scale with a foundation plan, floor plan, ceiling joist framing plan, second-floor joist framing plan where there is one, and at least front and rear elevations.
  • A site plan or sketch showing the distance from the structure to the front, rear and side property lines.
  • A North Carolina contractor licence when the improvement costs more than $40,000, or the notarized owner waiver; setting up a modular home without a licensed general contractor needs a $5,000 bond.
  • Proof of workers’ compensation from a licensed contractor.
  • Proof of lien agent appointment, unless the job is under $40,000, on the owner’s existing home or a public project.
  • The voluntary agricultural district certification, signed by the owner, for properties where it applies.
  • The Permit Authorization Statement when someone other than the owner applies.

In a flood zone, an elevation certificate is also required, and CAMA paperwork must be filed for work within 75 ft of the waterfront.

How to apply for a Chowan County building permit

1. Check zoning and the shoreline

Find out whether the lot is under Edenton or County zoning, whether it is in a flood zone, and whether the work is within 75 ft of the water.

2. Get the septic permit

Lots without sewer need the septic tank permit before the building application.

3. Draw the site plan and house plans

Show setbacks to every property line and include the framing plans and elevations on the 2026 list.

4. Gather the contractor paperwork

Licence and workers’ compensation, or the notarized owner waiver; lien agent appointment; authorization statement for an agent.

5. File one application per permit

Inspections in Chowan County

The department’s Required Inspections sheet lists nine visits for a new house:

  • Footings or under-slab, before concrete.
  • Foundation walls or piers, with footings left uncovered.
  • Floor framing, before sheathing, with the crawl space graded.
  • Wall sheathing nail pattern, before house wrap or paper.
  • Rough-in for electrical, plumbing, mechanical and framing, with draftstopping in place.
  • Insulation, with baffles installed.
  • Suspended porch slabs, before the pour.
  • Electric service, before power is connected.
  • Final, for the certificate of occupancy.

Insulation put in before every rough-in has passed will be removed. Power is not released until exterior steps, guardrails and handrails are in place and a toilet is on site, and a toilet must be on site before temporary power is connected. Grade stakes made of wood are not allowed in footings or slabs. The office will not issue a certificate of occupancy until all work and corrections are finished, so book inspections well before a closing date.

Manufactured homes get footer, marriage wall (multi-section units), set-up with a plumbing water test, brick skirting footer and final inspections; County rules require a continuous masonry foundation under double-wide and multi-section homes.

The 2018 North Carolina State Building Code family applies statewide, with the 2020 North Carolina Electrical Code; one- and two-family homes and townhouses still use the 2017 edition.
