What requires a permit in Ashe County?
The county’s fee schedule effective July 1, 2026 lists the jobs it permits. A dwelling, addition or remodel permit covers all trades; stand-alone trade work has its own fee.

Before a building permit is issued, the county may need floodplain, town zoning and Environmental Health approvals, and sometimes engineering, a survey or an elevation certificate. No structure may be placed in a floodway.
Who handles permitting in Ashe County?
The Ashe County Inspection Department inspects building, electrical, plumbing, mechanical and fire work. Permits are taken from 8:00 a.m. to 4:30 p.m. (the office is open until 5:00 p.m.), Monday to Friday, closed 12 noon to 1 p.m. for lunch, and payments must be cash or check. Contractors can also use the county’s iWorQ contractor portal.

- The building permit application, signed subcontractor forms and a notarized erosion control form
- Workers’ compensation affidavit and lien agent for jobs of $40,000 or more, the current limits in G.S. 87-14 and 44A-11.1 (the County’s checklist still shows $30,000)
- A notarized owner exemption affidavit for owner-builders, who must live in the home for a year, attend every inspection and call them in; a house built to sell, lease or rent needs a general contractor
Log homes and timber frames need plans sealed by a North Carolina architect or engineer (no digital signatures), reviewed by an inspector before the permit is issued, and log homes need a REScheck. Modular homes can be permitted to the owner, a licensed general contractor or a set-up contractor with a $5,000 surety bond. Mobile homes must be June 1976 models or newer.
Commercial plans must be reviewed by an inspector before a permit. Projects under 2,500 sq ft and under $90,000 need the designer’s name and signature on each set; larger ones need every plan, including plumbing, mechanical and electrical, sealed by a North Carolina engineer with a wet signature. A commercial kitchen needs a food approval letter from Environmental Health first.

Floodplain sites go through the County Planning Director; town lots need zoning from Jefferson, West Jefferson or Lansing.

Every inspection needs 24 hours’ notice, and calls made by 4:30 p.m. get a next-day inspection. The frost line used for footings is 24 inches.
The county’s residential list has these inspections before rough-in: footings (24 inches deep and 3 inches wider than the block on each side, including deck and post footings), foundation walls and their steel, foundation drains, electrical and plumbing in the slab, the slab itself with 4 inches of stone and a 6-mil vapor barrier, and the chimney or fireplace. Framing, plumbing, electrical and mechanical rough-ins can be done in one visit. Insulation, the gas pipe test and the final follow; the trade finals can be combined or done separately. The 911 address must be posted at the final, and no Certificate of Occupancy is issued until every inspection on the list has passed.
Ashe County planning rules to know
Planning Board: meets on the third Thursday of each month at 5:30 p.m. in the courthouse, Suite 3300, and administers the ordinances on residential subdivisions, mobile home parks, RV parks and communication towers.
Planning fees (July 1, 2026): a communication tower permit is $2,000, a variance or appeal $100, and a new on-premise sign permit $25.

The 2018 North Carolina State Building Code family applies statewide, with the 2020 North Carolina Electrical Code; one- and two-family homes and townhouses still use the 2017 edition.
