What requires a permit in Alleghany County?
The department’s fee sheet effective July 1, 2022 shows the work it permits:

The fee sheet says decks and utility buildings need a permit once they are over 400 sq ft or longer than 12 feet on one side. A tiny home on a frame is treated as a park model RV; one built on a foundation is treated as a single-family dwelling.
Who handles permitting in Alleghany County?
The county set up its Building Inspection Department in 1985. Today Planning & Inspection is one office: Travis Dalton is Chief Inspector and County Planner, and the County Planner also enforces the floodplain, subdivision, communication tower, ridge development and watershed rules. Staff work 8:00 a.m. to 5:00 p.m., Monday to Friday; call ahead before coming in for a permit so that someone is free to help.

Its code makes the Town Manager the Zoning Enforcement Officer, and no building, sign or structure may be built, moved, enlarged or structurally altered without a town zoning permit. On building inspections the town code says only that construction in town is inspected by the town or county building inspector, “whichever is applicable”, and that town water and sewer are not connected until the work is inspected. The town website lists no building inspector, so ask Sparta Town Hall, 304 South Main Street (336-372-4257), which applies to your lot. The county’s Property Rights Protection Ordinance covers the rest of the county and excludes Sparta and its extraterritorial jurisdiction.

Alleghany County permit fees and trade permits
For a house, the building permit includes the electrical, plumbing and heating work, and the permit fee pays for the inspections. Separate trade permits are sold for stand-alone work. Each electrical, plumbing or mechanical subcontractor signs the county’s Sub Form for the job and must tell the department if they leave it.

A new house with 2,000 sq ft of heated space is charged $385 plus 10 × $10, or $485, before any unheated area. Commercial trade permits cost double the residential rate. A building permit includes seven trips to the site and a trade permit two; further trips cost $20 each plus 40.5 cents a mile, except on commercial permits. Starting work without a permit doubles the fee, and fees must be paid within seven days of applying or the permit is void.
What to bring to the Alleghany County office
The department hands out an owner packet and a contractor packet. Both list the same steps:
- Health department number: approval of the sewage plan from App Health (the county FAQ still calls it the Appalachian District Health Department) for all new construction with plumbing and for any added bedroom.
- Building application: owner, site, parcel ID, contractors and licence numbers, heated and unheated square footage and project cost. For a gated community, include the gate code; without it the inspection will not be done.
- Lien agent: projects over $40,000 need a lien agent appointed at liensnc.com; bring the printed “DO NOT REMOVE, PRINT AND POST” page, even for owner-builders and cash jobs.
- Sealed plans: commercial work over $90,000 and modular buildings need a full set of signed and sealed engineered plans, kept by the office; log structures need sealed connection drawings.
- Appendix H (existing septic affidavit) for a garage, an addition with no bedrooms, a utility building or a deck.
- Owner exemption affidavit for owner-builders, or the contractor’s forms; a notary is on staff.

Inside Sparta or its ETJ, get the town zoning permit. Elsewhere, a single-family house on its own lot is exempt from the county land-use ordinance, but most new commercial uses need a conditional use permit.

Every stage of construction is inspected, and the county says to expect at least five inspections. All inspections need 24 hours’ notice, and in most cases the contractor calls them in. To check whether a job has been inspected, call the office or stop by.
Power is turned on after the final inspection: you do not call the electric company, because the department contacts it at the right time. The county does not inspect older homes for buyers; that is work for a private home inspector.

Ridges and the Parkway: the 1983 Mountain Ridge Protection Ordinance regulates buildings taller than 40 feet on protected ridges, meaning ridges 500 feet or more above the adjacent valley floor. The building application records whether the site is on a ridge, near the Blue Ridge Parkway, in a watershed or high quality water area, in a floodplain, and how far it is from a stream.
Land use outside Sparta: the Property Rights Protection Ordinance (2006) exempts a single-family dwelling on an individual lot and a home business run inside the house; expansions of an existing commercial use by up to 60% of its floor area are allowed with a compliance permit, and other new uses need a conditional use permit.
