Inside Saratoga Springs city limits, building permits come from the city Building Department, 474 Broadway, Suite 32 (518-587-3550 ext. 2510 or 2505). Applications are checked in with an inspector by appointment, and the city is switching to the all-digital SmartGov portal in November 2026. Under the 2026 fee schedule a new one- or two-family house costs $225 per unit plus $0.50 per square foot, and most permits run for two years.
What requires a building permit in Saratoga Springs?
The Building Department reviews plans, issues permits and inspects new houses and additions, alterations, repairs, renovations, reconstruction, moving a building, changes in occupancy, plumbing and septic systems, signs, pools, sheds, decks, blasting and demolition. Its 2026 forms add separate applications for porches and unheated sunrooms, basement fit-ups, reroofing, solar, manufactured homes, home occupations and temporary accessory dwellings.
Permit needed
- New one- and two-family homes and manufactured homes
- Additions, porches, sunrooms, decks and basement fit-ups
- Window replacement and reroofing
- Accessory structures of 144 sq ft or more
- Pools, solar panels and signs
- Plumbing work and private septic systems
- Demolition and blasting
No permit (City Code 118-4)
- Sheds and playhouses under 144 sq ft at a one- or two-family home
- Fences that are not part of a pool enclosure
- Pools under 24 inches deep set entirely above ground
- Retaining walls that support no surcharge and impound no Class I, II or IIIA liquids
- Painting, flooring and other finish work; like-for-like equipment
- Repairs that leave structure, exits, systems and fire protection alone
Since July 1, 2021 every reroof permit ends with a certificate of compliance. Most reroofs need two inspections, one before the ice and water barrier is covered (the department may accept an Ice and Water Affidavit instead) and a final.
What the city decides and what the state sets
Chapter 118 of the City Code puts the state Uniform Code and Energy Code into effect and sets the city’s exemptions and permit term, while fees are set by the City Council. The Unified Development Ordinance (Chapter 240), flood damage prevention (Chapter 120), the electrical inspection rules (Chapter 106) and plumber licensing (Chapter 171) are city law. Article II of Chapter 118 adds residential occupancy permits and inspections for buildings with three or more rental units.
Saratoga Springs building department: who handles permitting
The Building Department, listed in the fee schedule as part of the Mayor’s Department, handles permits only for property inside the city; land in the neighboring towns has its own building offices. Patrick Cogan is the Building Inspector and Zoning Officer, and the department also supports the Zoning Board of Appeals and the Design Review Commission.

Saratoga Springs permit types and filing rules
Residential permits
Each kind of residential job has its own 2026 application on the application forms page: new one- or two-family house, alteration or addition, porch or unheated sunroom, deck, accessory structure, pool, reroof, solar, plumbing, private sewage disposal system, demolition, blasting, home occupation, manufactured house and permit extension. Residential applications must include the Residential Zoning Compliance Chart, and the department posts basement fit-up requirements, a window light and ventilation schedule, ice-and-water, lighting efficiency and vapor retarder certification forms, and homeowner insurance requirements. Chapter 118 asks for at least two sets of construction documents.
Until SmartGov opens, a complete paper application is checked in with a building inspector by appointment; incomplete applications are not received. The department emails the applicant when a mailed application arrives, when it is accepted into the queue and when an inspector picks it up for review, and the application number lets you see how many applications are ahead of yours. With SmartGov you will apply, upload insurance certificates and plans, pay, request inspections and track results online.
The new-house checklist (revised January 23, 2026) shows what a complete package means: the signed application with the $225-per-unit base fee by check to the Commissioner of Finance (the inspector adds the $0.50 per sq ft during review), a water service connection fee agreement signed by the owner and the Department of Public Works, a window schedule and light, ventilation and egress calculations, an Energy Code compliance report sealed by a New York engineer or architect with the compliance path named, a stamped survey locating the house, setbacks, easements, silt fences and construction entrance, sealed plans from foundation to roof framing, the plumbing permit application, proof of insurance and the zoning chart. Lots on septic or wells add the septic application, an engineer-certified septic design and the well completion report and test results.

The deck application ($200 plus $0.50 per sq ft) asks for footing size and depth (at least 48 inches below grade), posts, beams, joists, ledger fastening and flashing, stairs with treads of at least 9 inches and risers of no more than 8¼ inches, handrails 34 to 38 inches high and guards at least 36 inches high with openings under 4 inches, all with hot-dip galvanized or stainless connectors. It also asks whether the lot is in an architectural or historic review district or a floodplain and for any homeowners’ association approval.

Commercial permits
Commercial work is priced per tenant or unit by occupancy group: $425 plus $0.50 per sq ft for group 1 (F-2, R-3, R-4, S-2 and U), $425 plus $0.60 for group 2 (including business, mercantile, educational and R-2), and $500 plus $0.60 for group 3 (A-1, A-5, H, I-3 and R-1). A minor alteration with no structural work, reconfiguration or change of use is $300 plus $0.50 per sq ft. Commercial plumbing is $150 per unit plus $15 per fixture, and a temporary certificate of occupancy for 60 days is 10% of the permit fee, at least $325.
For tenant improvements and new commercial builds, Alliance handles commercial building permits through issuance. More on this: commercial building permits explained.
What comes before the building permit
- Land Use Boards: if the project needs the Planning Board, Zoning Board of Appeals or Design Review Commission, the city accepts the building permit application only after the board’s Notice of Decision with an approval. Board agendas and project documents are posted online.
- Historic districts: the city posts a historic district map with the Design Review Commission’s documents on its permitting portal page.
- Zoning determinations cost $250, plus $75 an hour after four hours.
- Soil disturbance and floods: a soil disturbing activity permit is $250, and a flood hazard development permit $250 for a home or $350 commercial. The city takes part in the National Flood Insurance Program; its current flood map is dated August 16, 1995.
- Septic: the city itself permits private sewage disposal systems for houses outside realty subdivisions.
Saratoga Springs building permit fees
The Building Department’s posted 2026 fee schedule is the current one; it does not print the date the City Council adopted it. Unless the schedule says otherwise, a building permit expires two years after it is issued; pools, signs, roofing, solar, demolition, blasting and antenna permits are one-year permits.

For example, a new 2,000 sq ft single-family house is $225 plus 2,000 × $0.50, or $1,225, before plumbing and other separate permits. Inspections outside normal hours cost $150 an hour (one-hour minimum) and must be booked in advance, and plan revisions after a permit issues are $50 plus the square-foot fees. A fireplace or elevator adds $100 to the applicable permit fee.
Trade permits and who may pull them
Plumbing. Saratoga Springs licenses its own plumbers. Under Chapter 171, plumbing work must be done by a master plumber holding a certificate of competency from the city’s Examining Board of Plumbers, or by a nonresident plumber with an equivalent document from another city’s board, and a separate plumbing permit is needed for each job. Master plumbers register under the General City Law and must post the board’s metal plate or sign. The certification costs $450, including the exam and one retake, and is renewed each year for $100 by January 15. Work that needs no building permit and replacement of listed equipment to the maker’s instructions are outside the definition of plumbing work.
Rather not deal with the City of Saratoga Springs building department?
Get a free quote →Electrical. The city does not inspect wiring itself. Chapter 106 makes any approved inspection agency the city’s agent: an application for inspection must be filed with the agency before wiring is installed or altered, the agency reports violations to the Chief Building Inspector, and nothing may be connected to power until it issues a temporary certificate or certificate of compliance. The cost is the owner’s, not the city’s.
Septic. Saratoga County’s Department of Health refers homeowners outside realty subdivisions to the local building department, and the city issues the private sewage disposal permit ($225 residential, $350 commercial).
Insurance. The application package includes insurance certificates for contractors, and the city also posts a homeowners’ insurance requirements sheet.
How to apply for a Saratoga Springs building permit
Land outside the city limits is permitted by the surrounding town.
Bring the Notice of Decision if a board review was needed.
Add plans, the Zoning Compliance Chart and insurance certificates.
Call for a check-in appointment, or file in SmartGov once it opens.
Watch for the notification emails and check status by application number.
Collect the permit when notified, then request inspections online, by email or by phone.
Review, corrections and what causes delay
The city does not publish a review time, but its queue page shows how many applications are ahead of yours. Incomplete packages are not received at all, and a project that needs a Land Use Board decision cannot even be filed until the approval is issued. Changes after the permit is issued are charged as plan revisions. Work must start within 24 months, and extensions must be requested before the permit expires to get the lower $75 rate.
Saratoga Springs inspections and certificates
Request inspections through the city’s online form, by email to building.office@saratogaspringsny.gov or at 518-587-3550 ext. 2511; once SmartGov launches, requests move into the portal. If the work is not ready when the inspector arrives, the on-site cancellation fee is $150 for a home. Electrical work is inspected separately by the approved agency, and reroofs need the ice-and-water check and a final.

New York building code
New York builds on one statewide code, the Uniform Code, outside New York City; the 2025 edition and 2025 Energy Code took effect on 31 December 2025 (the all-electric provisions remain suspended by court order). Cities, towns and villages administer it, and local standards stricter than the code need Code Council approval. The Uniform Code in New York
