Inside the City of Oneonta, building and plumbing permits are issued by the Code Enforcement Office at City Hall, 258 Main Street (607-433-3435), which takes completed forms by email at codeforms@oneonta.ny.us. Under the fee schedule effective January 1, 2026, a permit costs $45 for the first $1,000 of work plus $2.50 for each further $1,000, and starting work before the permit costs at least $300 extra.

What requires a building permit in Oneonta?

The city’s code enforcement FAQ puts it simply: most structural framing, foundation, plumbing and renovation work needs a permit. Chapter 86 of the City Code (Ordinance 2 of 2019) lists what does not:

Permit needed

  • New houses, additions and structural alterations
  • Removing load-bearing walls or changing exits
  • Decks, porches, stairs and ramps
  • Plumbing and heating work
  • Sheds over 144 sq ft; pools 24 inches deep or more and any in-ground pool
  • Repairs costing over $5,000 or changing the floor plan
  • Signs, billboards, tents and canopies, and awnings other than window awnings on homes (own forms)

No permit

  • Non-structural repairs under $5,000 that leave exits, fire protection and the floor plan alone
  • Re-roofing with similar material, residing and trim
  • Same-size replacement windows, storm windows and doors
  • Insulation; painting, tiling and other finish work
  • Like-for-like porch repairs
  • Fences (except pool enclosures)
  • Sheds up to 144 sq ft; shallow above-ground pools

Retaining walls need no permit unless they hold back a surcharge or liquids, and replacing equipment does not need one if the new unit keeps the same listing.

What the city decides and what the state sets

The Uniform Code and Energy Code set the standards. Oneonta adds a great deal of its own: city licensing of electricians, plumbers and HVAC technicians, a rental inspection program covering about 1,500 rental properties, historic preservation review under Chapter 160, and zoning that bars new short-term rentals in every residential district except R-4, forbids front-yard parking in residential zones and, in the R-2 and R-4 districts, does not allow parking areas to be expanded with impervious material (the City Engineer counts crusher run as impervious).

Oneonta building department: who handles permitting

Chapter 86 sets up a Building Department headed by the City Engineer, with the Code Enforcement Officer administering the state code; John Hester is the Code Enforcement Officer. The office handles construction inspections, plan review, rental housing inspections, commercial fire safety inspections, exterior property maintenance and zoning review. The Town of Oneonta is a separate municipality with its own permits.

City of Oneonta permit types and filing rules

Residential permits

The building permit application names the general contractor, the licensed electrician and the licensed plumber and asks for the true value of the work, with the electrical and plumbing costs shown separately. The checklist asks for a site plan with setbacks, a materials list, proof that Dig Safe was called (811, two to ten days before work), building plans, proof of workers’ compensation, the plumbing permit and the zoning application where they apply, and photographs of the existing building. The form also records the category of construction (one-family, two-family, multi-family or commercial) and has a zoning review box in which the office notes the district, from R-1 to the mixed-use, commercial/industrial and U districts. Photos must also be taken at each stage of construction and handed in when the job is finished.

Stamped plans by a New York engineer or architect are required for new homes, for removing or cutting any load-bearing wall, beam or other structural member, and for changing or rearranging exits. Decks, porches, ramps and stairs use their own deck and stairs application. Demolition requires the state asbestos survey first.

Commercial permits

Commercial work uses the same application and value-based fee. New businesses file a new business application and businesses register on the business registry form; places of public assembly register separately, and sketch plan conferences, site plan review ($100) and special use permits ($250) run through the code office.

What comes before the building permit

  • Zoning: the office reviews zoning on every permit; a variance application costs $250.
  • Planning: a sketch plan conference, then site plan review and any special use permit.
  • Historic districts: under Chapter 160 (Ordinance 3 of 2022), no one may alter, restore, rebuild, demolish, build new or move a designated landmark or a property in a historic district without a certificate of appropriateness ($100) from the seven-member Landmarks and Historic Preservation Commission, which approves, modifies or denies exterior changes.
  • Short-term rentals: a special use permit ($400 new, $300 renewal) and an annual application; operating without one costs $400 a day.
  • Flood plain: Chapter 134 (Local Law 1 of 2017) requires a floodplain development permit, with a council-set fee plus the city’s review costs. New and substantially improved buildings in zones A1–A30, AE and AH must have the lowest floor, basement included, at least two feet above the base flood elevation, or three feet above the highest adjacent grade in an A zone without one; service equipment must be raised the same way. The plumbing form asks for the flood zone, and FEMA lists the city as a participating community with maps dated March 21, 2017.

City of Oneonta permit fees

The Common Council adopted the City of Oneonta Fees Schedule on December 2, 2025, effective January 1, 2026. Building and plumbing work use the same scale.

Worked example: a $20,000 kitchen remodel pays $45 for the first $1,000 plus 19 × $2.50 = $47.50, for $92.50. If the final cost runs above the estimate, the city may charge an additional fee before it issues the certificate of occupancy.

Inspection charges in the same schedule: a commercial inspection is $45 with one re-inspection included, then $80, $150 and $200 for the second to fourth re-inspections. Rental inspections are $45 for a one- or two-family house, $45 plus $10 per unit over two for three to eight units, and $125 over eight units, each with one re-inspection; later re-inspections cost $80, $150 and $200 plus $10 a unit for three to eight units, and $200, $250 and $300 in buildings over eight units, then rise by $50 each time. A fraternity or sorority house inspection is $100 a year, and needless alarm calls under Chapter 280 cost $350.

Trade permits and who may pull them

Oneonta licenses master electricians, plumbers and HVAC technicians itself, by an examination based on the International Code Council codes plus proof of experience. Each trade’s exam application costs $100 and the license $150 under the 2026 schedule.

Electrical. Chapter 112 requires electrical work to be done by city-licensed electricians or under their direction, and no wiring may be installed or altered until an application for inspection is filed with a city-approved agency. The office accepts only inspections by people on its approved electrical inspector list, which names Atlantic-Inland, Northeastern Electrical Inspection Services, New York Electrical Inspections, The Inspector and Commonwealth Electrical Inspection Services; others must be approved by the Code Enforcement Officer first.

Plumbing and heating. The licensed plumber signs the plumbing and HVAC permit application, which covers furnaces, boilers, water heaters and fixtures at the same $45 plus $2.50 per $1,000 rate. The plumber must book the final inspection with the code office, or a late inspection fee applies. Sewer laterals, taps and water services are permitted by the Department of Public Works on the same form with their own fees, and digging in the street needs a separate excavation permit. A Public Works permit for a water service or sewer lateral generally includes the wall penetration and the connection to the meter or piping inside; a code office permit for interior plumbing may include the penetration and the tie-in to the existing service. A new sewer line therefore needs three permits (excavation by an insured contractor, the $100 sewer tap and the plumbing permit), and every lateral repair needs detailed sketches and photographs.

Owners. An owner who lives in his or her own one- or two-family house may do its plumbing or electrical work with a permit, except heating and water-heating equipment in a two-family house, and all of it is inspected.

How to apply for a City of Oneonta permit

1. Check the exemptions

Compare the job with the Chapter 86 list; most structural, plumbing and renovation work needs a permit.

2. Clear zoning

Submit any zoning, site plan, special use or historic application first.

3. Prepare the package

Site plan, materials list, plans (stamped where required), photos and insurance proof.

4. Name licensed trades

List the city-licensed electrician and plumber; file the plumbing permit too.

5. Email or deliver

Send the forms to codeforms@oneonta.ny.us with the address and form type in the subject.

6. Inspect and close

Schedule each inspection, keep stage photos and get the certificate before use.

Review, corrections and what causes delay

The application is not itself a permit, and work must not start until the code office approves it. Under Chapter 86 a permit becomes invalid if work does not begin within six months and expires 12 months after issue; the deck form still says three years, but the code’s 12-month rule is the adopted one. Starting without a permit brings the late fee of $300 or triple the permit fee.

City of Oneonta inspections and certificates

Construction inspections are scheduled with the Code Enforcement Office; failing to schedule a required inspection is listed at $1,000 on the fee schedule. Electrical work gets its certificate from the approved electrical inspector, and plumbing finals are booked by the plumber. No building may be used until the office issues a certificate of occupancy.

Rental property has its own cycle: a certificate of compliance, valid three years, needs a city housing inspection, an electrical inspection by an approved inspector, a heating inspection by a city-licensed plumber, a property use form and a smoke detector certification; smoke detector forms and sprinkler inspections are renewed every year, and fraternity and sorority houses are inspected annually. Owners living more than 30 miles away must name a local or sole agent.

Chapter 86 enforces the paperwork with administrative fees adopted as an attachment to the code. Once the city sends its notice by certified mail, an owner has 30 days to return the smoke and heat detector inspection report and 60 days for the heating, electrical, corrected-electrical and sprinkler reports, the housing inspection appointment, the property use certification, the floor plan and the local agent designation. After that deadline the owner owes $250 plus $10 for each further day.

New York building code

New York builds on one statewide code, the Uniform Code, outside New York City; the 2025 edition and 2025 Energy Code took effect on 31 December 2025 (the all-electric provisions remain suspended by court order). Cities, towns and villages administer it, and local standards stricter than the code need Code Council approval. The Uniform Code in New York
