Inside the City of Lockport, the Building Inspection Department at the Municipal Building, One Locks Plaza, reviews and issues building and demolition permits and handles zoning and variance questions; Jason Dool is the Chief Building Inspector. Every contractor and subcontractor working in the city needs a city license, renewed each year for $200, and the posted fee schedule charges $35 for repairs up to $1,000 plus $2 for each further $1,000. The Town of Lockport around the city is a separate municipality.

What requires a building permit in Lockport?

The city tells owners that building permits are needed for repairs, replacement work and new construction, and that any structure being demolished needs a demolition permit. Chapter 66 of the City Code, rewritten in December 2022, ties the permit to any work the Uniform Code or Energy Code covers, and the city publishes separate application forms for the most common jobs.

The 2025 zoning law lets fences stand in any yard and on the property line, so long as they are wholly on the owner’s land with posts on the owner’s side and the decorative face outward. In residential districts a front-yard fence may be 3 feet high for closed fencing or 4 feet for fencing that is “at least 50% opaque” (the code’s wording), and side and rear fences 6 feet; decorative posts may go 1 foot higher. No accessory building may be taller than the main building on the lot.

What the city decides and what the state sets

Construction rules come from the 2025 Uniform Code and Energy Code, enforced through Chapter 66; any stricter technical rule would need state Code Council approval. The Common Council sets the rest: the zoning law adopted in March 2025 (Chapter 190), the city’s electrical permit rules (Chapter 89), annual contractor licensing and the fee schedule.

Lockport building department: who handles permitting

The Building Inspection Department oversees construction and demolition approvals, works with the Common Council and state agencies on code compliance, and runs planning and zoning, including variance applications. Jason Dool is the Chief Building Inspector, and the department also has a building inspector and an inspection data coordinator who serves as zoning officer. The city says permits are handled electronically, with new-permit questions sent by email to the coordinator listed on the department page.

Permit types and submission requirements

Residential permits

Lockport uses short, job-specific applications: decks and sheds; fences, driveways and parking lots; general building work; heating and water heaters; plumbing; pools; roofing and siding; and signs. Each asks for the job location, owner, contractor, construction cost and anticipated start date, and most require a current, accurate survey showing where the work will go; an applicant who is not the owner attaches a letter of agency. The pool application adds setback dimensions on every side, enclosure specifications, the locations of outlets and wiring and the alarm type, and states that no water may go in the pool until a permanent enclosure, or a temporary one the department approves, is up, and that the pool may not be used until the certificate of compliance issues. The heating and water heater application reminds installers that a hardwired carbon monoxide detector and smoke detector must be within 10 feet of a new unit and that outdoor air conditioning units must be screened as the zoning law requires.

Commercial permits

Nonresidential buildings and additions cost $250 for the first 1,000 sq ft, $0.25 per sq ft from 1,001 to 5,000 sq ft and $0.05 per sq ft above that, and nonresidential alterations $100 up to $1,000 of cost plus $2 per further $1,000. Certificates of compliance for commercial space are $75 per tenant ($250 minimum), and $125 per tenant for industrial space ($500 minimum); operating permits cost $50. Under Chapter 66 the department inspects buildings with assembly areas and schools at least every 12 months, and multiple dwellings and all other nonresidential buildings at least every 36 months.

What comes before the building permit

Site plans, special uses and other Planning Board matters go to the City of Lockport Planning Board, which meets on the first Monday of each month at 5 p.m.; requests are due 10 days before the meeting, and a Niagara County Planning Board referral form is part of the city’s forms set. Variances go to the Zoning Board of Appeals ($150 application) with the short SEQR form. Applicants are encouraged to bring a sketch plan to the Planning Board first, with materials due 10 business days before the meeting. Two overlay districts in the 2025 zoning law add reviews: the Historic Overlay covers the historic districts and properties on the state and national registers shown on the zoning map, and the Local Waterfront Revitalization Overlay applies the city’s waterfront consistency review (Chapter 187) inside the waterfront program boundary. A special use request costs $100 plus a $50 yearly renewal, a rezoning $100 or $50 per half acre, whichever is greater, and a subdivision $200.

Lockport permit fees

The Schedule of Building Permit Fees is the fee sheet the department posts. In June 2026 the Common Council adopted Local Law 1 of 2026, which moves every city fee into a single fee schedule set by council resolution and kept by the City Clerk, and keeps the schedule already in force until a new resolution replaces it.

Worked examples. A new 1,800 sq ft house costs $150 + 1,150 × $0.15 = $322.50, plus the $50 recreation fee and the $100 certificate of compliance. A 200 sq ft deck falls in the 145–360 sq ft band and costs $75. A $20,000 kitchen remodel costs $35 + 19 × $2 = $73. Work done without a permit pays double.

Other charges on the schedule. A home occupation application is $100 with a $50 annual fee, a temporary building or trailer $100, a new parking lot $200 ($100 to resurface), fuel or storage tanks $0.05 per gallon (removal of a residential tank $50), permanent signs $25 per face up to 12 sq ft and $50 above, and marking property lines or a curb box location $20.

Trade permits and who may pull them

Contractor license. Every contractor and subcontractor working in the city must hold a city contractor’s license, valid January 1 to December 31 and costing $200 a year. The license application requires $300,000 of liability coverage and $10,000 of property damage coverage (an ACORD certificate is accepted for these), workers’ compensation on form C-105.2 and disability on form DB-120, all with the certificate issued to the City of Lockport.

Electrical. Under Chapter 89, no electrical installation, alteration, repair or replacement may be made without a city electrical permit naming the owner and the person doing the work; the city charges nothing to file or issue it. Emergency work done after hours is applied for on the next business day. The installer must also file for inspection with a state-approved electrical inspection agency accepted by the utility companies and obtain its certificate. Owners are responsible for their electrical installations under the chapter, and an owner served with an electrical violation notice or order may not sell, transfer, mortgage or lease the property until it has been complied with, unless the owner first gives the buyer or lessee a true copy of it and notifies the Building Inspector; the new owner is then bound by it.

Plumbing and heating. Plumbing permits are priced by fixture count, laterals by length, and furnaces and water heaters at $30 each on their own applications.

How to apply for a Lockport building permit

1. Confirm city jurisdiction

Make sure the parcel is in the City of Lockport, not the Town of Lockport.

2. Check zoning

Ask the department whether the job needs a variance, special use permit or Planning Board review, filed 10 days before the monthly meeting.

3. Licensed contractor

Make sure the contractor and every subcontractor hold this year’s city license.

4. Complete the form

Pick the job-specific application and attach the survey and drawings it asks for.

5. Submit and pay

Send it to the Building Inspection Department and pay the fee from the schedule.

6. Inspect and certify

Arrange inspections, file the electrical inspection with an approved agency, and get the certificate of compliance.

Review, corrections and what causes delay

Chapter 66 makes a permit invalid if work does not begin within six months of issuance and has it expire 12 months after issuance; an invalid or expired permit can be renewed on application, payment and approval. The city expects a current license for every contractor and subcontractor, an accurate survey with most forms and a letter of agency when the applicant is not the owner. Starting before the permit doubles the fee.

Lockport inspections and certificates

Work stays open until the department has inspected and accepted it; Chapter 66 lists the site before permit, footings and foundation, slab preparation, framing, building systems, fire-resistant construction and penetrations, chimneys and vents, Energy Code items and a final. Electrical work is inspected by the agency the installer filed with. Completed jobs close with a certificate of compliance ($100 for a house, $125 for a two-family, $25 per unit for multiple dwellings with a $150 minimum), and a copy of any certificate costs $25. Pools may not be filled before a permanent enclosure, or an approved temporary one, is in place, or used before the certificate is issued.

New York building code

New York builds on one statewide code, the Uniform Code, outside New York City; the 2025 edition and 2025 Energy Code took effect on 31 December 2025 (the all-electric provisions remain suspended by court order). Cities, towns and villages administer it, and local standards stricter than the code need Code Council approval. The Uniform Code in New York
