In the Town of Hyde Park, the Building Department at Town Hall reviews plans, issues permits and inspects construction everywhere in the town; Building Inspector Raymond A. Croniser, Jr. heads it. Applications must be complete and handed in at the office between 9 a.m. and 3 p.m., and the minimum permit fee is $250. A new house costs $0.75 per square foot of floor area plus a $100 application fee under the fee schedule the Town Board updated on December 8, 2025.
What requires a building permit in Hyde Park?
Chapter 40 of the Town Code requires a building permit for work governed by the Uniform Code or the Energy Code, and the department lists the jobs it permits: new houses, additions and renovations, decks, pools, sheds, solid-fuel stoves, roofs, siding, windows and doors, electrical and mechanical work, generators, oil tanks, and solar and battery storage systems.
Permit needed
- New houses, manufactured homes and additions
- Kitchen and bathroom renovations, finished basements, alterations and repairs
- Decks, porches, carports, detached garages and pool houses
- Pools, spas and hot tubs
- Roofs, siding, and replacement windows and doors
- Boilers, furnaces, heat pumps, water heaters and HVAC; wood, gas and pellet stoves
- Electrical work, generators, solar panels and battery storage
- Sheds over 144 sq ft, demolition and contractor trailers
Exempt under Section 40-4
- One-story storage sheds and playhouses up to 144 sq ft at a one- or two-family home
- Fences that are not part of a pool enclosure
- Pools under 24 inches deep set entirely above ground
- Retaining walls that support no surcharge and impound no Class I, II or IIIA liquids
- Swings and playground equipment; wall-mounted awnings
- Painting, wallpapering, tiling, carpeting and finish work
- Portable appliances, like-for-like equipment replacement and minor repairs
Exempt does not mean unregulated. The town’s zoning handouts, last revised in 2016, treat fences and sheds as structures: no fence or wall may stand in the special flood hazard area without a flood development permit, fences and walls between the property lines and the setbacks are limited to 6 feet, and no structure may go within 100 feet of a stream or in a wetland or wetland buffer. The shed handout still describes a shed as no more than 140 sq ft and 10 feet tall, kept out of the front-yard setback and at least 5 feet from side and rear lines; the code exemption itself now reaches 144 sq ft.
What the town decides and what the state holds
The construction rules are the state’s, and the town cannot make them stricter without Code Council approval. The Town Board sets the user fee and escrow schedule by resolution, and the town administers its own zoning (Chapter 108), flood damage prevention (Chapter 60), freshwater wetlands (Chapter 63), driveways and street openings (Chapter 95) and its list of approved electrical inspectors.

The Town of Hyde Park contains no incorporated village, so its Building Department covers every parcel in the town. The department reviews plans, issues permits and inspects, makes fire inspections and issues operating permits for places of assembly, and supports the Zoning Board of Appeals and the Design Review Commission. The Zoning Administrator reviews each application after the Building Inspector finds it complete, and commercial projects and subdivisions start with the Planning Board secretary.

Hyde Park permit types and filing
Every job uses the town’s two-page permit application (revised July 21, 2026) plus a minimum-requirements sheet for the project type: additions, alterations, boilers and HVAC, carports, commercial occupancy, decks and porches, demolition, detached garages, dwellings, electrical work, finished basements, manufactured homes, pools and spas, roofing, siding, sheds, windows and doors, and stoves and fireplaces. Applications are taken at the counter from 9 a.m. to 3 p.m. only and may not be mailed; incomplete ones are rejected, files with no activity for 60 days become void, and accepted fees are not refunded.
Residential permits
Smaller non-commercial work (decks, boilers, bathrooms, kitchens, pools, hot tubs, windows, doors, chimneys, sheds over 144 sq ft, generators, HVAC and solar) goes through the Simple Building Permit procedure. The application names the electrician, plumber and HVAC contractor and includes proof of insurance; an applicant who is not the owner needs a signed, notarized letter from the owner. A new house needs two stamped plan sets (or one stamped set and a digital copy) with an energy code statement and design loads, the Dutchess County 911 address request, the county SAN 34 septic form, signed builder setback and driveway agreements, and a copy of the deed. Decks for hot tubs and decks costing over $20,000 may need an engineer’s drawings.

Commercial permits
New commercial buildings are charged $1.00 per square foot ($1.25 for high-hazard uses) plus the $100 application fee, and any change of occupancy or new business use needs a conversion or fit-up permit at $0.25 per square foot with a $250 minimum. The department also issues operating permits for gatherings of more than 100 people ($350 up to 300) and inspects assembly, business and multi-family buildings.

What comes before the building permit
If the Zoning Administrator finds a conflict, the permit is denied until it is cured by another permit, revised plans, a Zoning Board of Appeals variance or Planning Board site plan approval. A residential area variance for a one-family home costs $400 and a use variance $1,000; a residential site plan is $300; special use permits for one- and two-family homes and accessory apartments are $425; and each new subdivision lot pays a $5,000 recreation fee. Building in a special flood hazard area needs a floodplain development permit ($600, good for two years). On lots with a well and septic system, the Dutchess County Department of Behavioral & Community Health holds a pre-installation conference with the applicant before the town issues the building permit.
Hyde Park building permit fees
Fees come from the Town User Fees and Escrow Deposits Schedule, updated by Town Board Resolution 12:8-14 of 2025 (December 8, 2025). Square-foot fees count all floors, including basements and cellars but not crawl spaces, and most permits carry the $250 minimum.

Call 1-855-478-4290 →So a new house with 2,000 sq ft of floor area pays $1,500 at $0.75 per square foot plus the $100 application fee, $1,600 in all, before separate electrical, mechanical and other permits. Filing after work has started doubles the standard fee, and a stop-work order costs $200.
Trade permits and who may pull them
Hyde Park’s Town Code has no licensing chapter for electricians, plumbers or home-improvement contractors. The application asks for the name and contact details of each trade and for proof of insurance, and the building department issues the electrical ($200) and mechanical ($200 per unit) permits itself.
Electrical inspection. Chapter 51 provides for electrical inspectors who report to the Building Inspector and authorize a certificate of compliance when the work conforms. The town’s approved list, revised July 21, 2026, names eleven agencies: All County Electrical Inspection Service in Red Hook, Commonwealth, Middle Department Inspection Agency, New York Electrical Inspections, NY Electrical Inspections & Consulting, NY Certified Electrical Inspectors, State Wide Inspection Services, Swanson Consulting, The Inspector, Z3 Consultants and New York Board.
Septic and wells. New systems are designed and approved through the Dutchess County Department of Behavioral & Community Health under the SAN 34 process (Environmental Health Services, 845-486-3404). The county’s pre-installation conference on the location of the well and septic must happen before the town issues a house permit, and the county’s final approval comes before the certificate of occupancy.

Review, corrections and what causes delay
The town publishes no review timetable. Its forms say what stops an application: missing items (the application is rejected), 60 days without activity (it is voided), a zoning conflict that needs a variance or site plan, and a county health conference that has not been held. A permit becomes invalid if work has not started within six months and expires 12 months after issue; a six-month extension costs $100 if requested before expiry and a second one $150, while an expired permit is renewed at the full original fee. Pool permits are valid six months, with renewal at 100%.
Hyde Park inspections and certificates
Each requirement sheet comes with its inspection forms, and the applicant signs for them when the permit is issued. For a new house the footings must reach 42 inches on stable soil (unstable fill or expansive soils may need an engineer’s soil analysis), and the 911 address numbers, at least 4 inches high, must be posted by the final inspection. The fee schedule charges $75 for the third re-inspection and for each one after it.
When the work is finished according to plan and all conditions are met, the owner files the certificate of occupancy application and the certificate is issued; the permit application itself bars occupying the building until the certificate is issued and all fees are paid. Commercial certificates of occupancy cost $200 per unit, collected with the permit application. The forms page also carries a separate Energy Code certificate of occupancy application.
New York building code
New York builds on one statewide code, the Uniform Code, outside New York City; the 2025 edition and 2025 Energy Code took effect on 31 December 2025 (the all-electric provisions remain suspended by court order). Cities, towns and villages administer it, and local standards stricter than the code need Code Council approval. The Uniform Code in New York

How much is a building permit for a new house in Hyde Park?
$0.75 per square foot of floor area, counting basements, plus a $100 application fee: $1,600 for 2,000 sq ft. Electrical, heating and other equipment permits are extra.
Do I need a permit for a shed?
Not for a one-story storage shed of 144 sq ft or less at a one- or two-family home, but the town’s shed sheet keeps sheds out of the front-yard setback, at least 5 feet from side and rear lines, and 100 feet from streams and wetlands. A larger prefabricated shed needs a permit at $0.75 per square foot plus $100, with a $150 minimum.
Do I need a permit for a fence?
No building permit is needed unless the fence encloses a pool, but fences are limited to 6 feet within the setback area and need a flood development permit in a special flood hazard area.
Do I need a permit to replace windows, a roof or siding?
Yes. Hyde Park permits all three: $250 for windows and doors, $250 for a roof and $300 for siding.
Can I mail my application?
No. The application says it must be submitted at the Building Department between 9 a.m. and 3 p.m. and is not to be mailed.
Who does electrical inspections?
One of the eleven agencies on the town’s approved list (revised July 21, 2026), such as All County Electrical Inspection Service, Z3 Consultants or New York Board. The town electrical permit itself costs $200.
Is Hyde Park in FEMA’s flood insurance program?
Yes. FEMA’s Community Status Book lists the Town of Hyde Park as a participating community with a current flood map dated May 2, 2012. Development in a flood zone needs the town’s $600 floodplain development permit.
Hyde Park permit search and official resources
There is no public online permit search. The Building Department will do an administrative search of a property’s records for $250 (residential) or $350 (commercial), with $100 or $150 more for a site inspection; other records can be requested under the town’s public records law, with photocopies at 25 cents a page.
Inspections are where schedules slip.
