What requires a building permit in Beekman?

The Building Department’s own question-and-answer page lists what needs a permit in Beekman, and it is broader than many people expect: roofs, water heaters, EV chargers and any electrical work are all on it.

Permit needed

  • New houses, townhouses and multifamily buildings
  • Additions, garages, carports, finished basements, new bedrooms, new bathrooms and kitchen renovations
  • Decks, porches, pools, hot tubs, barns, and sheds or other structures over 120 sq ft
  • Roofs, solar panels, generators and EV chargers
  • Boilers, furnaces, heat pumps, air conditioners and water heaters
  • Fireplaces, wood and pellet stoves and pool heaters
  • Oil tank installation or removal, propane tanks and gas lines
  • Any electrical work, and demolition of any permitted structure

No permit

  • Siding
  • Same-size window replacement
  • Gutters
  • Purely cosmetic alterations
  • Sheds under 120 sq ft, kept 10 feet from every property line

Anything over 120 sq ft must meet the setbacks of its zoning district: in R-45 they are 50 feet front, 20 feet side and 35 feet rear; in R-90, 75, 30 and 40 feet; in R-135, 100, 40 and 60 feet. Every pool needs at least a 4-foot fence with lockable gates and a pool alarm, and an in-ground pool must be 35 feet from the septic system. Clearing trees will usually need a timber harvesting permit under Local Law 2 of 2020.

What the town decides and what the state holds

The construction standards are the state’s Uniform Code; Beekman cannot make them stricter without Code Council approval. The Town Board sets permit fees by resolution under Section 75-9 of the Town Code, and the town controls zoning, special use permits for accessory apartments, historic preservation, flood rules, short-term rental permits, the septic pump-out law and the list of electrical inspection agencies it authorizes.

Beekman building department: who handles permitting

The Census lists no incorporated village inside Beekman, so the town’s Building Department handles every parcel, including the Poughquag area around Town Hall. The department also enforces zoning and the property code; complaints have to be made in writing to the Code Enforcement Officer. The Planning Board, Zoning Board of Appeals and a town engineer handle land-use approvals.

Beekman permit types and filing

Beekman uses two paper applications, both revised in 2026: the building permit application and the plumbing permit application, which also covers gas, oil-tank and heating work. Every submission needs a digital copy of all plans. Supporting forms include an affidavit of authorization for an agent, an affidavit of exemption, a request for inspection and an affidavit for the final certificate of occupancy or compliance. The building form asks for the zoning district, whether the property is historic, the setbacks and any New York licensed alarm installer.

Residential permits

The company doing the work files liability and workers’ compensation certificates or a workers’ compensation exemption; owners doing their own work file a liability document instead. What else is needed depends on the job: equipment specifications and a location sketch for heating units and generators; specifications or a detailed drawing with foundation details for a shed over 120 sq ft; contractor drawings or stamped plans for a deck (always stamped if a hot tub sits on it); stamped plans and possibly a survey for additions and garages; and for a new house, a full stamped set meeting the 2025 Residential Code with a ResCheck energy report, the septic location and a survey. Solar and EV charger installers usually submit their own paperwork.

Commercial permits

Commercial work uses the same application with higher rates: a $100 administrative fee, a $100 certificate fee, $0.85 per square foot for new construction and $0.65 for renovations, plus $100 for each reinspection. Construction and sales trailers cost $250, fire inspections $250, and a commercial stop-work order $350 plus $100 for each further occurrence.

What comes before the building permit

Zoning comes first. A project that breaks a zoning rule must be applied for, denied by the Building Department, and then taken to the Zoning Board of Appeals. Uses marked “S” on the permitted-use schedule, including every accessory apartment or mother-daughter unit, need a Planning Board special use permit under Section 155-25; existing apartments are not grandfathered, and the permit is renewed every three years for $350. Under Chapter 2 the Architectural Review Board must approve the exterior design of any building in a commercial, industrial, hamlet or town center zone, multi-unit buildings in cluster subdivisions, anything approved by special use permit and any change of use before the Building Inspector may issue a permit; it can also comment on signs. Exterior changes to a designated historic landmark are reviewed by the Planning Board under Chapter 93, following the site plan process. Driveways go to the Town Highway Department, Dutchess County Public Works or NYSDOT, depending on who owns the road. On a septic lot, the Dutchess County Department of Behavioral & Community Health must approve the system, and adding a bedroom may need its approval that the septic can carry the extra load.

Beekman building permit fees

The 2026 Building Department fee list (“fees as of 1/1/2026”) is set by Town Board resolution under Section 75-9, which makes the fees nonrefundable administrative fees. Every residential permit carries a $50 administrative fee and a $50 certificate of occupancy or compliance fee, and any permit with electrical work adds $25. Inspections are included in the permit fee.

A new 2,000 sq ft house therefore costs $1,500 at $0.75 per square foot, plus $50, $50 and $25 for the administrative, certificate and electrical fees: $1,625, before plumbing fixtures, heating equipment, water or sewer hookups ($350 water, $250 sewer) and the electrical agency’s own charge. Work done without a permit costs $250 on the fee list ($500 commercial). The 2026 application form still prints a “built prior” charge of twice the permit cost (three times commercial) and $25 for commercial electrical work; the fee list the Town Board set under Section 75-9 is the schedule in force, so its figures are the ones given here.

Trade permits and who may pull them

The Town Code’s chapter list contains no licensing law for electricians, plumbers or home-improvement contractors; Beekman controls the trades through its permits, its inspection sheet and its approved electrical agencies.

Electrical. All electrical work is inspected by an agency on the town’s Authorized Third-Party Electrical Inspector list, which names NY Electrical Inspections & Consulting, Thomas LeJeune, Electrical Underwriters of N.Y., New York Board, Z3 Consultants, Middle Department Inspection Agency, The Inspector and New York Electrical Inspection Services. The agency does both the rough and final electrical inspections and charges its own fee.

Plumbing, gas and heating. The plumbing application needs the homeowner’s original signature. Every gas installation must pass an air test, an above-ground propane tank must sit on a one-piece concrete slab at least 4 inches thick and 24 by 36 inches, and gas lines must be trenched 18 to 24 inches deep. The Building Inspector checks new plumbing with an air test of at least 100 psi on the water line for 24 hours and 5 psi on the waste lines.

Septic. For lots in the New York City East of Hudson watershed, Chapter 124 requires every septic system to be pumped and inspected by a registered waste transporter at least once every five years, with the town’s Septic System Data and Inspection Form and a paid receipt filed within 30 days. New and repaired systems are designed and approved through the county health department.

How to apply for a Beekman building permit

1. Check zoning and setbacks

Find your district on the town or county zoning map and its setbacks in Schedule B; ask about a special use permit or historic review.

2. Book the Building Inspector

Call 845-724-5300, ext. 237, for an appointment and bring the draft application; do not pay fees before this meeting.

3. Assemble the package

Application, plans in digital form (stamped where required), survey if near a setback, insurance certificates or exemption, and county health approval on a septic lot.

4. Pay and choose delivery

Pay the administrative and permit fees and tick whether the permit should be mailed, emailed or picked up.

5. Book each inspection

Use the Request for Inspection form or call; electrical inspections go to your chosen agency.

6. Close out

File the final affidavit and get the certificate of occupancy or compliance before using the work.

Review, corrections and what causes delay

The town publishes no review timetable. The usual delays are a setback problem that needs a survey or a variance, missing stamped plans for a deck, addition or house, a septic system that county health has not cleared for an extra bedroom, and an apartment that needs a special use permit first. A permit expires one year after it is issued; no inspection can be done and no work performed until it is renewed, at half the original fee less the certificate fee, for each year it runs over.

Beekman inspections and certificates

The Required Inspections sheet lists the stages for each project. A new house or addition is inspected at the footings (holes dug 42 inches deep, rebar in place), foundation, footing drains, framing, plumbing air test, rough electric by the electrical agency, insulation, final electric and the final certificate inspection. Decks need only the footing and final inspections; porches add a framing check; pools need the agency’s final electric and the final; stoves, furnace replacements and fuel tank work end with a certificate of compliance inspection. A built-in fireplace is checked at framing and firestopping, a shed only at the final (plus the agency’s final electric if power is added), and an abandoned fuel tank while it is open or out of the ground. For anything not on the sheet, ask when you pick up the permit. A missed inspection has to be signed off by an engineer or architect.

No project is complete until the Building Inspector issues a certificate of occupancy or compliance, and using the work without one is illegal. The demolition permit closes with a certificate of compliance once the structure is razed and the debris disposed of, before the equipment leaves the site.

New York building code

New York builds on one statewide code, the Uniform Code, outside New York City; the 2025 edition and 2025 Energy Code took effect on 31 December 2025 (the all-electric provisions remain suspended by court order). Cities, towns and villages administer it, and local standards stricter than the code need Code Council approval. The Uniform Code in New York

Beekman permit FAQ

How much does a building permit for a new house cost in Beekman?

$0.75 per square foot plus the $50 administrative, $50 certificate and $25 electrical fees: $1,625 for a 2,000 sq ft house, before plumbing, heating and hookup charges.

Do I need a permit for a shed?

Not if it is under 120 sq ft and at least 10 feet from every property line. Sheds over 120 sq ft need a permit with specifications or a drawing, and very large ones may need stamped plans.

Do I need a permit to replace my roof or windows?

A roof needs a permit ($100, with the roofer’s insurance certificates). Siding, gutters and same-size window replacement do not.

Can I add an apartment to my house?

Only with a special use permit under Section 155-25, including mother-daughter units, and the permit must be renewed every three years ($350). Existing apartments are not grandfathered.

Who inspects electrical work?

An agency on the town’s authorized third-party list, such as New York Board, Z3 Consultants or Middle Department Inspection Agency, which does the rough and final electrical inspections.

How long is a Beekman permit good for?

One year from issue. After that it must be renewed for each extra year before any more inspections or work can take place.

Is Beekman in FEMA’s flood insurance program?

Yes. FEMA’s Community Status Book lists the Town of Beekman as a participating community with a current flood map dated May 2, 2012; the town’s Chapter 83 sets its flood damage prevention rules.

Beekman permit search and official resources

Beekman has no public online permit search. Old surveys, house plans and permit files, including any request from a realtor, require a FOIL request form sent to the Town Clerk at townclerk@townofbeekmanny.us; records kept off site can take up to two weeks, and some older files may not exist. A municipal search costs $250 for a residential property.

Inspections are where schedules slip.
