Two things follow from the geography. The first is the code framework: everything a contractor knows about permitting a few hundred yards to the south — adopted editions, amendment mechanisms, trade licensing, inspection practice — stops at the boundary, because New Hampshire runs its own state building code under RSA 155-A with its own amendments and its own licensing. The second is the name. There are far better-known places called Salem elsewhere in the country; none of their processes has any application here.

A licence from across the line does not transfer. New Hampshire licenses electricians, plumbers and gas fitters through its own boards. A tradesperson licensed in the neighbouring state cannot pull a Salem permit on that licence, and on a cross-border commercial job that is a staffing question to settle at tender rather than at first inspection.
