Whitefish runs a full building program inside its city limits: the Planning & Building Department at 418 E 2nd Street issues building permits and its own electrical, plumbing and mechanical permits, and houses need a permit here just as commercial buildings do. Applications go in through the Citizen Portal or by email. The City bases permit fees on a percentage of the estimated project cost and takes a plan review deposit at submittal, $200 for residential and $500 for commercial work, which is deducted from the permit fee. Inspections are booked at 406-863-2414 with at least 24 hours’ notice.

What needs a permit in Whitefish?

The City requires permits for all new construction within Whitefish city limits and lists the common cases. The Building Department asks owners to call 406-863-2410 before starting if they are unsure.

Permit needed

  • New residential and commercial construction
  • Commercial storage buildings and garages of any size
  • Residential sheds over 200 sq ft and commercial sheds over 120 sq ft
  • Additions and remodels
  • Decks, whether repaired, replaced or new
  • Electrical, mechanical and plumbing projects
  • Retaining walls over 4 feet high or carrying a surcharge load
  • Roofing, if the sheeting is being replaced
  • Fences (a separate $5 fence permit)

Other City approvals

  • Lakeshore construction permit for work in Whitefish Lake or Lost Loon Lake, or within 20 horizontal feet of the high-water line
  • Architectural review for commercial, industrial, triplex, fourplex, multi-family and two-unit townhouse projects
  • Sign permit
  • Floodplain development permit
  • Change-of-use zoning compliance permit
  • Right-of-way excavation permit from Public Works

The City Code applies the building codes to every building in the City’s enforcement area, including houses with fewer than five units, farm buildings and private garages. A structure small enough to skip the building permit must still meet the zoning setbacks.

Code editions: the City’s permit page tells designers to draw to the 2021 IBC, IRC, IECC, IEBC, IMC, IFGC, UPC, ISPSC and IWUIC and the 2020 NEC, and its March 2026 applications still cite the 2021 wildland-urban interface code. The State of Montana moved to the 2024 editions of those codes and the 2023 NEC on September 26, 2026. Under the City Code, the City Manager adopts new State editions by administrative order within 30 days of the State’s notice to the City, and the earlier editions stay in force until that order is issued. State rules give a certified city 90 days from the notice to bring its codes into line.

Who issues permits in Whitefish?

The Planning & Building Department is at City Hall. Tad Lisowski is the Chief Building Official. The State lists Whitefish as certified for building, plumbing, electrical, mechanical, pool and wildland-urban interface codes inside its city limits, so no State trade permits are needed for work in town.

City permits stop at the city limits. Land outside them is in Flathead County, which has no building department: the State Building Codes Program is the building-code authority there, and the County handles zoning, lakeshore, floodplain and septic matters. The City’s permit page also carries a notice about Columbia Falls: projects inside Columbia Falls city limits cannot use the Whitefish portal, and their applications and fees go to Columbia Falls City Hall.

Permit types and online filing

The Citizen Portal lets you submit applications, follow their status and pay invoices, including application deposits and building permit fees. Applications can also be emailed to the Building Department. One application is needed for each independent structure, and the City will not treat an application as complete until all documents and fees are in. The City has warned that it never emails applicants a request to wire funds.

  • Residential Building Permit Application and Commercial Building Permit Application, both revised March 2, 2026.
  • Trade Permit Application for electrical, plumbing and mechanical work, listing the contractor’s City business licence number and State licence.
  • Building Permit Application Affidavit, signed by the applicant; a representative needs an authorization letter from the owner.
  • Plumbing Fixture Form (revised October 2025), required whenever the plumbing fixture count changes, because Public Works uses it to calculate impact fees.
  • Public Tree Impact Form, required when excavation or construction will take place within 50 feet of a public tree.
  • Fence Permit and Building Permit Extension request.

A building permit stays valid as long as the project keeps progressing. If work is delayed or stops for 180 days or more, an extension has to be requested or the permit may be cancelled.

Whitefish permit fees

The City states that building permit fees are based on a percentage of the estimated cost of the project, and invoices are paid through the Citizen Portal. The fixed amounts on its forms are these:

Whitefish building application fees
Fee or depositAmount
Residential plan review fee, paid with the application$200, deducted from the building permit fee
Commercial plan review fee, paid with the application$500, deducted from the building permit fee
Erosion control fee (residential application)$100, not deducted
Fence permit$5
Work done without a building permitAn added fee equal to the building permit fee

Under the City Code, 29% of the building permit fee is collected as a Fire Prevention Program fee, and the building permit fee is reduced by the same amount, so the split does not raise the total. Impact fees are separate: the code assesses them for water, wastewater, police and fire when a complete building permit application is submitted, and they are paid when the permit is issued. Residential additions of 500 square feet or less, fences, pools, signs and demolitions are among the exemptions. The four fee types are those in City Code 10-2-1 as amended by Ordinance 26-09 on August 3, 2026; the City’s Impact Fees web page lists water, wastewater, stormwater, paved trails, a park maintenance building, an emergency services building and City Hall.

Whitefish planning and zoning review fees (Project Fee Schedule effective October 18, 2021)
Planning reviewFee
Architectural review, residential (the 2021 schedule’s row reads “duplex and triplex”)$330
Architectural review, four or more units$990 plus $200 per additional structure
Architectural review, commercial under 2,500 gross sq ft$990
Architectural review, commercial 2,500 sq ft or greater$1,650
Minor facade change / paint color change$200 / $75
Erosion control plan review, new multi-family, commercial or industrial$200
Floodplain development permit$275
Lakeshore administrative permit (buoys, waterlines, dead trees)$75
Lakeshore administrative dock permit (docks under 60 feet, shore stations)$255
Lakeshore standard permit$350 for one activity, plus $140 for each additional activity
Sign permit, 0 to 25 sq ft$100 plus $5 per sq ft
Sign permit, 26 to 50 sq ft$165 plus $5 per sq ft
Zoning variance, single-family or duplex$735

After-the-fact lakeshore permits cost four times the normal fee, and after-the-fact sign permits cost double.

Electrical, plumbing and mechanical permits

Whitefish issues trade permits itself. The Trade Permit Application asks for the contractor’s company details, City business licence number and State of Montana licence, the project address, whether the job is commercial or residential, a description of the work and its valuation. The City inspects rough electrical, rough mechanical and rough plumbing, underslab plumbing and heating, and final mechanical work; a final electrical inspection is listed for services over 400 amps and for commercial jobs.

A final fire inspection follows once the fire tests are complete. The fire inspections on the City’s list are the underslab flush test, sprinkler visual, dry system air test, hydrostatic test, alarm and flow test, emergency and exit light test and hood test. New construction and additions must include a fire risk assessment under the 2021 wildland-urban interface code.

Application documents and plan review

Residential

  • Completed application with project valuation, zoning district, lot size and lot coverage
  • One set of digital plans drawn at 1/4 inch scale
  • Fire risk assessment (new construction and additions)
  • Site plan showing setbacks and lot size
  • Erosion control plan
  • Plumbing fixture count form
  • Architectural Review Committee approval letter for duplex, townhome and multi-family projects
  • Land-use approval, if a conditional use permit, variance or subdivision applies
  • Water Quality Protection checklist if within 200 feet of a lake, wetland, stream or river
  • $100 erosion control fee and $200 plan review fee

Commercial

  • Completed commercial application
  • One set of digital plans carrying a licensed architect’s stamp
  • Fire risk assessment (new construction and additions)
  • Site plan, and engineering where the Building Official requires it
  • Civil engineering plans sent separately to Public Works
  • Plumbing fixture count form
  • Architectural review and land-use approvals
  • Water Quality Protection checklist where it applies
  • $500 plan review fee
  • Energy compliance: prescriptive or COMcheck

Plans have to be detailed enough to build from: site plan, floor plan for each level, exterior elevations, stair section, foundation plan, framing details and a wall section from footing to ridge. They must note the proper snow load, Seismic Zone D1 and a 110 mph wind speed, and truss design criteria from the manufacturer must be in before the permit is issued. Residential energy compliance is shown prescriptively or with REScheck.

How to apply: 7-step Whitefish process

1. Confirm city limits and zoning

Use the City zoning map; land outside the limits follows Flathead County and State rules.

2. Finish land-use and design reviews first

Architectural review, lakeshore permits and any conditional use permit or variance come before the building permit application.

3. Prepare the application package

Fill in the residential or commercial application, the affidavit and the plumbing fixture form, and assemble the digital plans.

4. Submit and pay the deposit

File through the Citizen Portal or email buildingdept@cityofwhitefish.gov, with the $200 or $500 plan review fee.

5. Respond to plan review

Supply truss criteria and any engineering the Building Official asks for.

6. Pay the invoice

Permit and impact fees are invoiced and paid through the portal when the permit is issued.

7. Book inspections

Call 406-863-2414 with the project address at least 24 hours ahead.

Whitefish inspections

Inspection appointments need a minimum of 24 hours’ notice, by phone at 406-863-2414 or by email to the Building Department, and the project address has to be given with the request. The City’s Required Inspections List (revised September 1, 2025) runs in this order:

  • Sonotubes, piers, columns and footings, with a string line or letter of survey
  • Walls, foundation waterproofing, underslab heating and plumbing, and the concrete slab
  • Shear wall nailing and rough framing
  • Rough electrical, mechanical and plumbing, and the pre-final water inspection
  • Insulation and drywall nailing
  • Final mechanical, final electrical, final fire, final planning, final Public Works and final water
  • Final building inspection, once every earlier inspection has passed

Townhomes have extra party-wall drywall inspections. A Certificate of Occupancy and permanent water and sewer service are issued only when all City code requirements are met, including paving, landscaping, required permits and payment of fees; the City may ask for a bond or letter of credit for work that cannot be finished right away. The City also publishes cold-weather concrete heating requirements.

Local Whitefish details that matter

Lakeshore: a Lakeshore Construction Permit is required before any work in Whitefish Lake or Lost Loon Lake or within the 20-foot lakeshore protection zone. That includes docks and shore stations, retaining walls, patios and stairways, excavation and fill, riprap, utility lines and removing native vegetation over 3 inches in diameter.

Architectural review: commercial, industrial and public buildings and triplex, fourplex and multi-family projects are reviewed against the Architectural Review Standards before the building permit application, as are additions, facade changes and repainting of those buildings. City Code 11-3-3(B) exempts detached single-family homes and duplexes, and the City’s Architectural Review page repeats that. The Project Fee Schedule of October 18, 2021 nevertheless carries a $330 row for “duplex and triplex” projects, and the building permit application revised March 2, 2026 asks for an approval letter on duplex, townhome and multi-family projects, so owners of a two-unit building should settle the point with the Planning & Building Department at 406-863-2410 before applying. The Architectural Review page says the zoning administrator reviews and approves applications and that no committee review is required.

Water quality protection: projects within 200 feet of a lake, wetland, stream or river file the City’s Water Quality Protection checklist, and no terrain may be disturbed for development until a site plan under a building permit is approved.

Public trees: the Parks Department reviews the Public Tree Impact Form, and permits are not issued until its conditions are met.

Fences: 48 inches is the limit in a front yard and 6.5 feet along rear and side yards; barbed wire is allowed only in the WA, WCR and WSR zones.

Review times: the City puts a conditional use permit at about 3 months from application to decision and a zoning variance at about 2 months.

Montana building code

Montana adopts one building code, based on the 2024 International Codes from 26 September 2026; a certified local program or the state Building Codes Program enforces it, and the state code does not reach houses of fewer than five units, farm and ranch buildings or private garages unless a local government has made it apply to them.
